Clandestine Radio Watch (CRW) is a biweekly report which centralizes
the latest news and developments affecting the study of clandestine
radio in an easy-to-read format. Editions are published Thursday
evening or Friday morning (UTC) through E-mail and are posted on the
CRW web site within 24 hours. Subscription to CRW is free.
CRW is both not-for-profit and non-partisan. We welcome your inte-

Referendum in Western Sahara scheduled for July 2000

After the 'Presumed demise of Sudanese, Eritrean opposition radios'
reported by Chris Greenway of the BBCM (see 'Feedback') and the
'Agreement between Indonesia and Portugal on East Timor' mentioned by
CRW's Martin Schoech there is another good news that hopefully brings
some rest to another conflict region, too :
The news agency AP reported on May 18th, that UN secretary Kofi Annan
scheduled the referendum about the future of Western Sahara for July
31st, 2000. The UN tried to do this referendum since 1991, when
POLISARIO signed a cease-fire with Morocco, which occupied Western
Sahara in 1975 after Spain left it.
Both sides try to influence the result of the referendum via the
registration process of those who are allowed to 'elect'. Rougly
speaking, POALISARIO wants to include only those who lived there
already in the past, Morocco wants to include all who are now living
there, and that includes a very large number of people from Morocco,
who moved to Western Sahara in the past years.
You can easily draw your own conclusions what will happen with the
'Voice of Free Sahara' if one or the other party 'wins' the refe-
rendum mentioned above.

Corruption in carpenters brotherhood ?
Members accuse brothers in firings

Whistle-blowers at South Florida's carpenters' union say they've been
fired because they spoke up about a no-show employee who is the
brother of a prominent Cuban exile and labor leader.
Members of the group say they hired a private investigator to
document their claims that Alfredo ``Freddy'' Collado, a business
representative, was often absent, asleep at home or unavailable
for work over the course of two years.
He is the brother of union leader Jose ''Pepe'' Collado, who is
President Clinton's nominee to become head of Radio and TV Marti.
The allegations center on a videotape that has been sent to about 30
local union officials. The fired employees say their investigator
filmed Alfredo Collado's activities during a week.
''It's common knowledge that he [Alfredo Collado] would not work,''
said Carlos Palenzuela, president of Local 1554 and an organizer for
the regional council. Palenzuela was fired from his organizer job.
The videotape was also sent anonymously to the union's national
president, Douglas McCarron in Washington.
''Mr. Freddy Collado neglects his judiciary duties, sleeps at home,
taxis his children around while on union time,'' said a letter sent
with the videotape to McCarron.
Two employees of the South Florida Regional Council of the United
Brotherhood of Carpenters and Joiners of America resigned last week,
according to other former employees.
Another four lost their jobs Wednesday. Three of those former
employees said they were offered the chance to resign if they
agreednot to pursue any charges against the union or its
agents and officers. They refused.
Kathleen Phillips, a Miami attorney representing the regional
council, said it's not clear what the videotape shows or that it is
authentic. Among the questions, she said, was whether it involves
time Alfredo Collado was away from the job to attend his uncle's
funeral.
The four who lost their jobs, she said, ``were terminated just before
[being given notice of] failure to perform properly [and] not
carrying out [their] responsibilities.'' They have the right to
appeal their dismissals, she said, but so far they have not.
Jose Collado, a friend to prominent politicians and a well-known
Cuban American leader, referred all questions to Phillips. He is the
regional vice president for the United Brotherhood of Carpenters and
Joiners of America. His region spans from Texas to Florida and
Puerto Rico.
In January, President Clinton selected Jose Collado to chair the
Advisory Board for Cuban Broadcasting, the board that oversees Radio
and TV Marti. If confirmed by the U.S. Senate, Jose Collado would
succeed the late Jorge Mas Canosa, the board's first and only other
chairman.
Alfredo Collado did not return messages left at his office. Daniel
Seidel, pro-tem president of the regional council, said he would have
no comment on the issue.
Palenzuela and others said they complained about Alfredo Collado to
his brother. After receiving the videotape, Jose Collado told Mack
Blanton, then executive secretary and treasurer of the regional
council, that he would ''handle it,'' according to Palenzuela.
Palenzuela said Blanton was out of his job less than a week later.
According to members of the group, Carl Mayes and Blanton resigned.
Randy Wilds, Rudy Vidal and Palenzuela were fired.
Several of those employees are calling for a federal investigation
of the Miami labor headquarters.
''We are aware of the situation,'' said David Salz, a Labor Depart-
ment spokesman in Washington. Salz said the department's policy is
not to comment on the existence or status of any investigations
that its Office of Labor and Management Standards is undertaking.
The carpenters' union regional council is made up of seven locals
in West Palm Beach, Fort Lauderdale, Hallandale, Miami and Naples.
The fired employees say there are more than 3,000 members of the
union, which is a member of the AFL-CIO.

Second Investigation into OCB operations is launched

According to sources familiar with the Office of Cuba Broadcasting
(OCB) operations which manages Radio Marti, a second investigation of
OCB has been launched by the US State Department's Office of Inspec-
tor General based on the allegation that the top management of OCB
illegally tape recorded a recent meeting between an academic panel
from Florida International University (FIU), that is presently
reviewing OCB's programming, and the staff of the News Department at
Radio Marti to discuss the management of news.
John Virtue, deputy director of the International Media Center at FIU
has confirmed to CRW that Radio Marti contracted the Institute to
review its programming this year as it has in the past but could not
confirm the allegation or of a second investigation of OCB.

R.Marti jammed on 21500
CUBA [non]. I checked R. Marti's new 21500 via Delano around 2150
May 15 - and Cuban bubble jamming had already attacked it. However,
due to larger skip distances on higher bands, I expect Cuba cannot
skywave-jam this; should have used this band long ago, but IBB can
only be dragged kicking and screaming into 13m! I'm not really
complaining, since that means less QRM to other stations

Radio of the Iraqi Communist Party
(Iraq).Voice of the Iraqi People (AR, "idha'at sawt al-sha'b al-
iraqi, idha'at al-hizb al-shuyu'i al-'iraqi"), operates daily in AR
at 0300-0400 on 3900 & 4745, and at 1630-1730 on 3900.It has been
hrd since 1982, although a stn of the same name and Communist Party
affiliation was hrd between 1963 and 1968, b/cing clandestinely from
Bulgaria.The stn describes itself as "Voice of the Iraqi People,
Radio of the Iraqi Communist Party."In the past it has b/c regu-
larly in Sorani Kurdish (Kurdish ID, "Era Dengi Gel-y Iraqi") as well
as in AR.The stn may have some connection with Voice of Iraqi Kur-
distan, which rptd that the stn had been inaugurated on Mar 21, 1982.
It appears to share facilites with R. Freedom, Voice of the Communist
Party of Iraqi Kurdistan, which was first hrd in Feb 1997 on the same

(Iran).5830, R. Tomorrow's Iran (Persian, "Radio-ye Iran-e Farda"),
operates daily at 1700-1730 in Persian.It was first observed by
BBCM on Dec 7, 1998 with a test xmsn.Although it has not yet ancd
its affiliation, it describes itself as "the voice of all of Iran's
national and free thinking forces," and says that it supports "the
struggle of clerics and religious forces who wish to see the sepa-
ration of religion and government."It is believed to b/c via

IBC Tamil
IBC Tamil used to be via Julich in Germany, but it is now via the
CIS. It is very strong right now and has some strong hum on it.
I agree about long outages of the audio. Initially, IBC was a
good balanced broadcaster, which soon went into being a front
organisation for the Tamil Tigers, the LTTE. IBC has a lot of
disinformation, but they deny it. There was some hue and cry
about it in our local newspapers and the Germans were asked why
they give transmitting facilities to such broadcast when Sri
Lanka is playing host to the Deutsche Welle. Deutsche Telekom
(Julich) didn't know what was happening I must say in all
fairness. So they ditched IBC.

Allianz" (NATO Radio) hier bei Wien wie folgt zu hören gewesen -

Störungen durch lokale Sender aus Tschechien
Weiters werden angesagt:

Das Programm besteht aus NATO-Propaganda und engl./amerik.Popmusik.
Um 18 Uhr UTC wurde das Signal plötzlich abgeschaltet. Vermutlich
wird das Signal von Flugzeugen ausgestrahlt. Das kann natürlich zu
lokalen Störungen führen, wenn sich gerade ein Sender im Gleichkanal
befindet.
Dieses Programm wurde wiederholt schon Tage zuvor beobachtet. Doch
ich selbst hatte erst jetzt die Gelegenheit und kann es bestätigen.
Ich habe auch einen Mitschnitt mit Ansage gemacht.

NATO Radio - Aktuell
Hallo Freunde!
Soeben hat mich unser blindes Mitglied OM Gaupmann angerufen und ganz
aktuell die NATO Radio Info etwas korrigiert:
Man sendet jetzt täglich(?) von 16-20 Uhr UTC. Die UKW 92,5 MHz
werden nicht mehr angesagt. Es werden jetzt dafür folgende QRG's
verlautbart:
MW 1003 kHz, UKW 102,5 und 106,4 MHz, sowie TV-Kanal K21.
(1003 kHzwaren nicht nur im Raum Wien, sondern auch in Ljubljana

Mr. Süss heard the Vo All. Forces in Vienna on May 16th until 1800
on 1003 kHz and 106,4 MHz. He heard announcements for other qrgs as
95,5 MHz, 102,5 MHz and for a TV channel. The px consists of a mix
of NATO propaganda and pop music as already reported earlier.
Mr Gaupman heard the following on May 19th : daily (?) transmissions
are now from 16-20 UTC. The actuylly announced QRGs are : MW 1003
kHz, FM 102,5 and 106,4 MHz as well as TV channel K21.

Re : Presumed demise of Sudanese, Eritrean .. (CRW 028)
Been checking for the Eritrean and Sudanese clandestines at 1515
using a remote receiver in Sweden. Nothing heard on 7000 (Voice
of Renewal), 8000, 12000 (Voice of Sudan) and 9230 (Voice of
Democratic Eritrea, Voice of Free Eritrea, Voice of Truth).
Looks like they are all gone.

Voice of Sudan 1644 male voice ID (Arabic) "Iza'at Sout al-Sudan ,
Sout al-Horia Wa al-Salam"(Radio Vo Sudan , Radio Vo Freedom and
Peace).The station is broadcasting interviews with Sudanese oppo-
sition officials, military alerts and announcements with short inter-
vals of march music, it seems that there is outbreak of the military
confrontation between the government troops and the rebel Sudan
People's Liberation Army (SPLA) and the opposition National Demo-
cratic Alliance (NDA) near Kasala in the east. SINPO/24333 (Fathi

7000 It is not clear whether Voice of Freedom and Renewalis still
active or not, I found it very difficult to underline their absence

SINPO/23322 (Fathi May 10) Very interesting, so while the station to
Eritrea from Sudan appear to be gone, both of what are thought be
Eritrea-based stations are still on. This and Voice of Sudan. I
wonder how long the Sudanese will put up with this before firing
theirs back up.
