CLANDESTINE RADIO WATCH

Clandestine Radio Watch (CRW) is a biweekly report which centralizes
the latest news and developments affecting the study of clandestine
radio in an easy-to-read format. Editions are published Thursday
evening or Friday morning (UTC) through E-mail and are posted on the
CRW web site within 24 hours. Subscription to CRW is free.

CRW is both not-for-profit and non-partisan. We welcome your inte-

Radio Kudirat has closed down

Radio Kudirat, the pro-democracy station which had broadcast to
Nigeria from shortwave transmitters in South Africa since 1996,
appears to have closed.
It has not been heard since the end of October.

Nigerian political activist and Nobel prize-winner Prof Wole
Soyinka is reported as saying in a statement issued in the United
States on 1st November that Radio Kudirat would be relocating "home".

Whilst the station used Sentech's shortwave transmitters in South
Africa, it is believed to have prepared its programmes at studios
in London.

Via KWHR, which Maes didn't mention.My Vietnamese friends tell me
that Que Houng means "The Country."They add that the backer of
this station has been on Vietnamese AM radio in the San Francisco
Bay Area asking for donations.Looks like what I call the "Nigeria
effect"is happening in the Vietnamese Bay Area community, by where
one exile group starts shortwave broadcasts, largely for prestige
purposes, and then other groups copycat the first group in order to
jump on the bandwagon.This is the second Vietnamese program to come
on the air in the last few months.The Que Houng website has a nice
South Vietnamese flag fluttering on it, so I think I have a pretty
good idea of the slant of their programs. (Johnson)

CLANDESTINE from ERITREA to SUDAN (Tentative) 8000 National
Democratic Alliance-Voice of Sudan 0402-0500. (43333) Abrupt fade
up while checking freq. Sudanese style music played on a Krar
instrument. No sign of an Arabic newscast which should have been
0400-0420, nor any parallels noted or alternative frequency usage
on 9000, 10000, 12000 kHz. Sudanese music continued throughout the
hour, albeit any announcer's segment, including 0500. Anyone have a

UNID

Last night (22 August), while checking for pirates, I heard African
style tribal music on 6950 in usb mode. Not audible in am mode. Thats
the second time recently. The time was between 0400 and 0425. Its not
very strong. Anybody else hearing this?

I got the African mx again tonight. 6950 usb, 25 August, 0407 to 0409
utc then I started getting interference from American pirate Radio
Metallica Worldwide on 6955 am.
6950 was not there just before the hour when I had checked on it.
Then when I checked at at 0407 6950 was coming in SINPO 25442 until
wiped out by RMWW on 6955 with SINPO 45433.

I am hearing African tribal mx with Arabic-like influences. This time
on 6920usb. On 1 November 1999 from 0405 (SINPO 35443) to 0423 fade out.
And on 31 Octomber 1999 from 0448 (SINPO 35442)to 0512 fading out
again. No announcements heard. Just one song stops and another starts
immediately. Help ID this.

Radio Marti with some new freqs

R Marti has some new freqs 21600 during many hrs, incl 1500, 1600
and later, Oct 31. Super signal here and no jamming yet. Also Nov 1
at 1222 on 5980 instead of 5985. No jamming heard, but Cuban commie
bubbles still on long abandonded 5890, and on 6030, vacant of Marti
after 1200, but enough to ruin any chances of Calgary.

21600 R Marti, 1520-1535, presume a fairly new freq (the old, not
updated spring/summer online schedule lists 21500 as 1700-1800 via
Delano). Unjammed and xlnt, // 11815 (jammed), 11930 (unjammed) and
13820 (jammed). (Krueger-FL, Nov 4)

Found R Marti on another new freq, 6060 Nov 3 at 1207 //5980; 6060
was once a Havana channel. Both extremely strong here as usual making
me wonder how efficiently the power is being focussed on Cuba !Also
weak and fading //signal on 12040, which is 5980 plus 6060, so I
suspect it was a propagated tx mixing product; nothing on 12120, and
11960 blocked by another stn, which would have been the respective
second harmonics.

So I finally looked up RM's complete new schedule, still not updated
on the main VOA site, but at the IBB/his site. Note that all of these
are now Delano, not Greenville (Glenn Hauser, OK, SW DXR Nov 4 via

UK Political Activists Use Clandestine Radio

Following is an abridged version of an article entitled "Anarchy
Ahoy!" published in the British weekly magazine "The Big Issue", No
357, October 18-24 1999.

"We were all very turned on by the idea of intelligent pirate radio -
something other than wall-to-wall jungle," says El Patrone, of
Brighton's Radio 4A (Note:the "A" stands for "Anarchy".)

Although the seminal work "Radio Is My Bomb", published by Hooligan
press, is out of print, the technical skills of radio hams are being
used by disaffected activists more than ever before.

"It makes an excellent party," says Mr Patrone."It's not one person
behind a mic like most radio stations, but a houseful of designers,
musicians, graphic artists, performers, producers, engineers, bill
posters and correspondents all enjoying a few beers and a new
challenge."

The last broadcast - from within sight of the local police station -
had small children on the mic and comedey DJing while a merry throng
had a barbecue by the transmitter.People come, do their shifts and
more arrive once they've been checked via the video camera on the
door.

Aping their BBC cousins, the programming on the station includes File
on 4A, Desert Island Discs and What the Papers Say.The content
switches from the investigative (the ongoing secret war with Iraq),
the sublime (Women's Hour, brought to you by HAG - The Hellraising
Anarchist Girls) to the ridiculous "The Archers At War" (Note:a
parody on a famous soap opera about the British countryside).

According to its manifesto, Radio 4A aims to:"raise questions and
provide information in a politically controlled world, undermining
the power of the controllers - while not taking ourselves too
seriously."It adds that pirate radio is "something to listen to
because the silence is deafening".

"The most effective means of bringing about change are the least
accessible, because their usefulness has been corrupted by big
business.So by taking control of our media we can produce our own
propaganda.We put a tool for conviviality into the hands of anybody
who shows an interest," says El Patrone, emphasising the station's
difference from the usual music-only fare of other illegal
broadcasters.

An autonomous ring of political pirate stations has grown up all over
the country recently, co-ordinated by London-based Interference FM
(IFM).They pump out weekly broadcasts in London, Bristol,
Manchester, Leeds and Brighton.

"IFM has developed from a band of disillusined pirates and others
working for social change," says Chris Winton from IFM London."It
aims to replace commerical radio.There are no community stations -
commercial radio is simply for advertisers to sell their wares."

IFM has provided support for various grassroots political struggles
over the past few years.It helped the Hunt Saboteurs' Broadcasting
Corporation disrupt the 1998 Countryside March in London, provided
the only proactive radio coverage of the J18 Carnival Against
Capitalism in the City earlier this year, and in August IFM covered
the Exodus Colletive's festival on their farm in Luton.

"Pirate radio is about local groups and communities finding their
voice and making it heard.But the majority of pirates never move
beyond playing music," says Doug Savage of IFM.

Policing ther airwaves is the job of the Radiocommunications Agency
(RCA), an executive agency of the Department of Trade & Industry
(DTI). Last year it carried out 944 raids on pirate stations,
resulting in 52 convictions and generated £27,400 in fines and costs.
"Pirate stations normally broadcast on frequencies that interfere
with properly authorised broadcasts," says RCA spokesman Peter
Manditch. "If we discover a pirate station we seek to have it closed
down."

In smaller cities this process takes time but in London, home to the
DTI, subversive commentary is swiftly dealt with.

"London is crawling with pirates.Yet the J18 coverage lasted just
four-and-a-half hours before the rig was smashed up.It was entirely
due to the radical nature of the broadcast," says Peter Panatone (of
the J18 station).

The cost of licences and the RCA's repressive policing compound the
politics of radio."The main aim of the regulation is revenue
generation - chunks of the spectrum are sold off to the highest
bidder," explains 'Marconi', who maintains the Irrational website,
providing information on pirate stations. "The notion that the ether
is a commodity owned by the state is highly objectionable."
