the latest news and developments affecting the study of clandestine
radio in an easy-to-read format. Editions are published Thursday

R Marti to boost presence

Somehow I overlooked the below feature in the Herald until tonight.
Most interesting is the reference to increasing R Marti's power to
100 kW (presumably referencing 1180 kHz Marathon, FL).This should
indeed get a nice, healthy radio war up-and-running again, or at
least let's hope. Coincidence, or could the 1140 kHz UNIDentified
Cuban night buzzer blob be Castro's intentional preemptive salvo.

R Marti to boost presence.

As R Marti annd Mon [8th] will double the power of its bcs to CUB,
U.S. Rep. Lincoln Diaz-Balart endorsed three humanitarian aid progrs
that will be promoted on the stn -- incl an essay contest that will
send 100 TV-VCRs to Cuban children.

In a press conference bc live to CUB, the taxpayer-funded stn said it
will increase bcs to 100 kW in order to break through the signal-
jamming blockade used by the Castro regime.

Diaz-Balart said he hoped the three initiatives announced via R Marti
would provide genuine contact between Cubans and Americans. "These
progrs will help the victims of the atheist state, people suffering
under medical apartheid, and the families of political prisoners"
Diaz-Balart said.

The progrs: In the Rescuing the Three Kings essay contest, children
will write about the meaning of the Three Kings. Gifts for Three
Kings Day -- part of Hispanic Christmas celebrations -- will be sent
to the young authors of the first 1,000 essays. Of those, 100 will
get TV-VCRs.

In a progr called Awakening Smiles, medical aid will be sent to
children. Under Project Help, families of Cuba's political prisoners
will be "adopted" and receive financial support for a year from Cuban
families in exile. AT&T has donated 600 calling cards so families can
contact each other.

While some might question TVs and VCRs as humanitarian aid, the 1996
law defining the Cuban embargo describes them as aid to advance human
rights and democracy. The tvs will go to CUB via Spain.

Although R Marti's previous attempts to boost its signal have
escalated "electronic wars" in which CUB jammed U.S. commercial bcs
as far away as Pennsylvania, both the FCC and members of Congress
support the renewed efforts.

To explain complicated rules and regulations between the US and CUB,
the State Dept on Mon launched a Web site constructed in secret.

CLANDESTINE from RUSSIA to CHEHNYA

Clandestine seems indeed a proper term, as we don't know who is
producing the programs.My guess is the VGTRK, i.e. Radio Rossii, as
they are using former Radio Rossii shortwave outlets. The ones from
Popovka near St. Peterburg was already reported by Mikhail Timofeyev
in a Cumbre DX Special yesterday, but there are further ones.
Alexandr Egorov pointed out, that "Chechnya Svobodnaya"also uses
the former Radio Rossii channel 9720 from the Moscow area, while
Mikhail found additionally activated 5925 until 0600 and 11635 from
0630, maybe originating from Moscow area, too, as 11635 was used some
two years ago by Radio Odin from Noginsk.It is to expect that
further shortwave outlets became operational soon, but frequencies
are not known yet.This is all we know so far.

** CHECHNYA [non]. 9450/15355/5905 from the Bolshakovo site in
Kaliningrad area carries no Chechnya Svobodnaya as originally
announced but Radio Rossii instead. By the way, it appears that the
same two transmitters at Popovka are used on 7310 until 0200 and on
either 5935 or 7335 from 0300, hence 7310 is operated with just 400
instead of 800 kW from 0200. It looks like 9450/15355/5905 are used
for Radio Rossii to fill the gap, which was created by kicking it off
Popovka in favour of Chechnya Svobodnaya. Evidently this change was
decided on very short notice prior to the inauguration of this
additional transmitter operation on Monday. In general the Chechnya
Svobodnaya operation appears as knitted with the hot needle.

The 7340 outlet from Popovka is a ridiculous clash with Voice of
Russia, which is carried on this channel from 1600, beaming towards
Central Europe from a pair of 250 kW transmitters at Lesnoy, a suburb
in the north of Moscow. Here in Germany of course the 500 kW main
lobe from Lesnoy is ahead but some signal from Popovka remains
audible underneath, undoubtly there will be the same situation the
other way round in the Caucasus region. Moscow disturbing itself.

AFGHANISTAN.

Afghan anti-Taleban Takhar radio was heard on 7000 kHz on 25th
November from 0250 to 0330 gmt. Reception ranged from good to poor,
but monitorable. Takhar radio was formerly heard on 7070 and 7085 kHz
from 1230 to 1330 gmt, but has been unheard on these frequencies
since April 1999. When it was traced at 0250 gmt on 25th November, a
religious programme in Dari was in progress. At 0300 gmt it played
its usual signature tune and an announcer said in Uzbek: "Dear radio
listeners. Peace and the blessing of God be upon you! I draw your
attention to the news of Takhar Radio. In the name of God the

Radio Baltic Waves (from LITHUANIA) won't be on shortwave, just MW.

6165, R. Racja, which earlier this year rcvd a Polish license to b/c
on SW and FM to the Belarussian minority in Poland and to Belarus,
made a first test xmsn on Nov 3 at 2200-2300 via Warsaw, 100 kw.
However, the signal was almost inaudible in the target area, and the
stn is now looking for alternative fqys.After starting regular
b/cs, they are planning to be on the air at 0500-0600, 1900-2000 &
2200-2300.

The reason Marti switched from 5985 to 5980 was to allow VOA English,
Delano to Pacific, to resume 5985 for winter in the 1000-1200 period,
as noted 1140 Nov 8. No Cuban jamming audible on 5985, but now the
problem is splash from Marti, also Delano! 5985 replaces 9770, which
had been excellent, but for VOA we still have Philippines on 9760,
including Communications World-A Sat 1136 (Glenn Hauser)

Commie bubble jammers were weakly audible Nov 12 at 1243 on 17940,
18090 and 18180. These are third harmonics against R. Marti on 5980,
6030 and 6060 respectively. At this hour Marti was already off 6030,
tho upon occasion I have noticed it running somewhat past 1200, while
the other two last until 1300. On 17940 only, Marti 3rd harmonic
audio was also barely audible at times, whilst on 5980 itself Marti
without the jamming was to be heard. There was additional jamming in
the 17953-17963 range, which could be the third harmonic of something
aimed at 5985, no longer Marti

[Inter?] National, Dushanbe, from 1730 to at least 1800, definitely
Persian, and fqy anmt looked like they were ancng a single fqy.Xmtr
came on air at approx. 1722, then the usual CIS xmtr 800 Hz tone,
opening procedure at 1729.They mentioned Iran, and Tehran, very
often. This is supposed to be opposed to the Iranian govt.First hrd

** IRAN [non]. TAJIKISTAN CLANDESTINE? 7520 "Radio Ante National",
Dushanbe. Heard on 25 and 27 Nov clear reception both times; S/on at
17.30 with Musical Tune then ID by man, then by woman as "In Radio
Ante Nationala" and frequency was given; then followed immediately
with an interview by woman/man probably in Persian lang mentioning
many times Iran, Tehran Islami Regime etc. 17.45 a song of the same
lang and immediately after ID and Freq was given then followed by a
long talk by woman then talk woman and man 17.58 an english song and
again after the song ID, Freq, Telephone number and as well as e-mail
address was given then the same opening Tune and went off at 18.00.
On 27 went off suddenly at 17.59 without completing the Telephone
Number. Have already reported as Radio Antena National but sounded
to me like Radio Ante National(Mahendra Vaghjee, Mauritius)

NIGERIA

Radio Kudirat, the pro-democracy station which broadcast to Nigeria
from shortwave transmitters in South Africa, appears to have closed.
It has not been heard since the end of October. The Nigerian
newspaper 'The Guardian' web site on 3rd November had reported
Nigerian political activist and Nobel prize- winner Prof Wole Soyinka
as saying in a statement issued in the UnitedStates on 1st November
that Radio Kudirat would be relocating "home". "Radio Kudirat goes
home, in order to play its role, from within, in the attainment of
this long-delayed objective," the paper reported Soyinka as saying.
Radio Kudirat, which also described itself as "the voice of
democracy", began broadcasting on 12th June 1996 under the name Radio
Democrat International, Nigeria. The name was changed to Radio
Kudirat in August 1996 in recognition of the late Kudirat Abiola,
wife of the late Moshood Abiola, presumed winner of the cancelled
1993 presidential elections. Whilst the station usedtransmitters in
South Africa, it is believed to have prepared its programmes at
studios in London, where it also announced an address for listeners'

New station in Somalia

Radio Gaalkacyo, broadcasting from the Puntland region of Somalia,
was heard on 4th November on 7012 kHz from 1600-1700 gmt. The radio
signed on with the following identification in Somali "This is Radio
Gaalkacyo, Puntland regional state government radio station(Somali:
Halkani waa rediyo Gaalkacyo, Idaacadda Dowlad Goboleedka Puntland),
broadcasting in the 31 and 41 metre bands". The radio carried a
programme called "Xog-ogaal" (Inside Information) with highlights the
day's news events, followed by "Faqidaadda rediyowga", a current
affairs programme on economic, political, social, religious and

SOMALIA 7012 Radio Gaalkacyo heard 1600-1700 (BBCMS via World of
Radio Nov 18 via Johnson)Sam Voron tells Cumbre DX that this is the
same as the Radio Free Somalia station he established several years
back.The station originally used 3925 for this transmission to
serve the nearby towns by minimizing the skip zone.Sam says that a
lot of people trained to run the station have moved on.He suspects
that those currently running the station aren't aware of why it was
important to used the 3 MHz for this evening transmission. Gaalkacyo
is simply the name of the town where the station is based.(DIRECT

sounding the same as Voice of the people but it fact it was R.
Gaalkacyo and like all Somali Stations it has also changed freq many
 times - it was on 7060, then 7088 and now 7012
6690vR Mogadishu 1500-1900 (Voice of the People). Has 6690 replaced
11204 kHz ?

Voice of the People was off the air for nearly 4 months andwas
reactivated on 2 Oct on 6750 and was there for less that 15 days and
it has not been heard again until nowand here are the frequencies
used by this station in the past: from11204to 6822 - 6754 - 6540

Updating my previous item about a possible new Somali
station [NU 1548], I can now report that they are planning to start regular
xmsns on Dec 1 or 2.They have an antenna for operating on a frequency
around 7130, 9600 or 11745 kcs +/-50 kHz.More precise frequency info I
have includes 7120, 7130 and 9640.It is rather difficult to get the
information because it seemingly is a clandestine station and they do not
want to give any details in advance.I do not have the name of the
station, but an ex-employee of the former government b/cer R. Mogadishu is
involved in this.Their amplifier can put out 1.5 kw, and advance test
xmsns are possible.Maybe they are operating from a neighboring country
rather than from inside Somalia.

7460 Voice of Tigers heard at 0130.The signal is much stronger than
before. It appers that they have incresed power or improved the

SUDAN

Re: s-on of Clandestine stn 6920 //8000 at 0404. No annt or hymn,
only non stop mx. Looks like Sudanese mx. Annt in Ar like "Huna
Marsallaq" only once but some months ago.

Sent an e-mail to Sudan Alliance Forces in Eritrea to ask for
explanation about Radio SAF, who replied:

Dear Sir,
Thank you very much for your interesting message, the Voice of
Freedom and Renewal, Voice of the New Sudan, is Sudan Alliance Forces
(SAF) means of communication with our people in Sudan who are
suffering from the dictator and fundamental regime of the National
Islamic Front. We take arms against this regime since 1996, and we
succeeded in liberate different areas in EaSudan and at the blue Nile
areas. SAF is a democratic secular organization, we call for a
Democratic United Civil state in Sudan.

Few days later arrived: The enemy is always trying to jamm our radio,
our main freq is 7000, but because of jamming we always go down 7000.
The "non- stop selection of rousing Sudanese songs" is in fact part
of the jamming. SAF SCI.

from HAWAII to VIETNAM 9930 It's interesting tonote that Vietnam is
jamming Radio Free Asia, but not the exile programs during the 1500
hour.They are jamming RFA with their home service, using two
transmitters, on 9929.8 and 9931.2, and both // to 5925.Why?
Ignorance of the new exile programming?
