NOTES ON CHIAPAS -- Harald Kuhl
Concerning clandestine broadcasting from Chiapas, let me quote from
the excellent study, "The Use of Participatory Radio by Ethnic
Minorities in Mexico," by Lucila Vargas (Westview Press 1995).This
study deals with the AM radio stations INI operates in several areas
of Mexico where the population mainly consists of Indigenas.I had
the chance to visit two of these AM stations (R. Margaritas in
Chiapas and La Voz de Los Mayas on Yucatan) in 1992-93, which, of
course, was before the Zapatistas made their first appearance (Jan 1,
1994).Also Lucila Vargas finished her study before 1994, but in the
preface to her book she briefly comments on the use of radio
broadcasting by the Zapatistas:"I have only a few sketchy details,
but it is obvious that community-oriented radio stations certainly
played an important role in the 1994 events.For example, as soon as
the Mexican army started its terror campaign, the radio stations from
San Cristobal de las Casas were airing personal messages from
indigenous people wishing to inform families in nearby villages of
the whereabouts of their loved ones, of the injuries suffered by
them, of incarcerations and murders.Also, as many other
revolutionary movements have done, the Zapatistas, on the first days
of the uprising, seized an AM radio station to broadcast their
demands; this station, XEOCH, is government-sponsored and transmits
from Ocosingo.Likewise, short wave radio played a significant role
in this rebellion, as the Zapatistas used it to relay coded messages.
The government also struggled to gain control of their airwaves by
using another radio station targeting indigenous peoples.XERA,
Radio Comunidad Indigena, broadcast the announcements of the
Secretaria de Gobernacion asking the population to denounce
indigenous members of the Zapatista army.XERA, which is located in
San Cristobal de las Casas, is sponsored by the state government of
Chiapas and regularly broadcasts in indigenous languages."
This was written in late April 1994.As it seems, there also have
been pro-Zapatista FM stations in some larger Mexican cities for a
short while.But a "real" clandestine station operated from within
the territory claimed by the Zapatistas seemingly never appeared on
the bands.Instead, they made extensive use of the Internet for
spreading their messages worldwide (see Michael Hoechsmann´s
excellent article, "Revolution Goes Global: Zapatistas on the Net,"
in Convergence 1996, Vol. 2, No. 1).The recent appearance of a
"Mexican clandestine from Chiapas" strongly reminds me of a station
calling itself "Sender David," which broadcast its political messages
during election day here in Germany on 6670 kHz LSB.This frequency
is a popular channel for unlicensed SSB traffic in Europe, and
sometimes is even called "Deutsche Welle" because German QSO pirates
are meeting there.Obviously the operator of "Sender David" was very
aware about who he would reach on that strange frequency, far away
from the 49 or 41 meter band.After that day, the station never came
back on the air again.

As a result of Commandante Null's posting (on the ACE page) about the
Spanish clandestine [La Voz del Zapatista on 6950, 6955] several of
us heard, I e-mailed him and this is the reponse:
Charlie, At this point it looks like the pirate mail drop is not
going to work out. They realized it was a real clandestine and I
can't blame them. I will fwd the vines logs to LVZ but response may
take a while. I will post more info as it becomes available.Yes
there will be more broadcasts and there may eventually be programing

Charlie, Yes, it's pretty close except I uploaded the show several
months ago and I am better known as Commandante Null;). I pretty much
dropped out of the Zapatista movement about 6 or 8 months ago due to
lack of cooperation and coordination so this a weird development.
I received an email from the clandestine/pirate and they plan a
re-broadcast plus some more pro zapatista programs. I do have enough
material for 10 programs but it is not edited into finished programs
so I am not sure what will happen with that.(via C.Crawford-USA in

Former head of UNITA radio defects to government Excerpts from report
by the Angolan news agency Angop web site on 23rd February
Luanda: Jose Chicomo, the former director of [UNITA leader Jonas]
Savimbi's Vorgan [Voice of the Resistance of the Black Cockerel]
radio service, has just turned himself over to the Angolan
authorities in Catumbela, Benguela Province. Chicomo, who served as
Jonas Savimbi's special correspondent for a great many years,
described the terrorist leader as someone who does not know what he
wants. Chicomo is also known as Chico Torres... Jose Chicomo is the
second Vorgan corespondent to turn himself over to the Angolan
authorities over the past few months. Papagaio Mussili, who spent 20
years in Jamba, fled with his family to Namibia and then Luanda. The
latest military developments in Angola, namely the Angolan Armed
Forces [FAA] offensive on various fronts, have caused several of
Jonas Savimbi's officials to abandon him. As a result of the FAA
offensive, Andulo, Bailundo, Jamba and a number of other locations

"We noted Rumen Pankov'sUNIDed on 8300 which was probably New Star
Radio. Prior to the launch of RFA the US undertook a study and survey
of all HF output country by country in the region. For some unknown
reason New Star Radio was included in this sweep and was IDed as
operating from TWN.
New Star Radio is an intelligence service txion sending coded number
groups for manual decryption. Acc to US report, New Star Radio did
not appear on any freq at 1200, 1230, 1300 and 1330 on Tue, 21 Sept
1999 following the earthquake which damaged buildings and power in
TWN."

hear VoT on 15685 and neither on 15650. Yesterday Feb 3rd heard CHN
jamming on 15650 for the first time here in EUR. BUT today Feb 4th,
VoTibet is back on 15650, started suddenly at 1223 midst on the
program which was still in progress. S=45544
No propagation on 9910-Almaty-KAZ at that time, due of SUN position

Voice of Tibet daily 1220-12.59:20 now on v15650.21 and 9950-KAZ

1130-1153+ Feb 6; I never hrd this one before despite many tries, but
it came in very well at the DXpedition, at least during local
mornings.Prgm of anthems, some local mx, and M&W talks about
political situation in Colombia and Venezuela.Lasted past 1215 both
mornings, but began to fade-out well before 1230. Considerably weaker
signal in the afternoon; not hrd Feb 4, and required concentration
for copy on Feb 5.I now see why I never hear this in Ohio during
the afternoon.

is slightly lower lately; was usually on around 6261.2. Also Jan 25
at 2215-2224* was on 6261.0; tune-in to Spanish talk, LA music, ID,
s/off with vocal anthem. Poor with occasional RTTY QRM, and from unID
Spanish station with weak, unstable, wobbly carrier on 6261.75v with
LA music, Spanish talk. This unID signed off at approximately 2228

ECSS for copy.Fair-good at first, but continually faded down, and
was only audible as a het by 1145. GeoClock says SR in this general
area was arnd 1124 on this date, doubtless accounting for the
enhanced signal at first, for the continual fading down, and for the
fact that I can't hear them most of the year.Their sked is not well
chosen for rcpn in midwestern N.Am.

Abkhazian Radio (separatist) from Soukhoumi with new broadcast on
Sundays 1400-1430 on 1350 kHz only in Abkhazian language. By the way
from near Armenia 1930-2030 (monitored also) on same frequency is
operating Trans World Radio interfering with Soukhoumi tx at same
time relayed Radio Rossii. TWR is in Turkish, Kurdish, Russian and
other languages.
GEORGIA (see MW) on Sundays new 1400-1430 of separatist Abkhaz
Radio on 9490 kHz, site presumed Sochi, Russia.

9568.45V Iraqi People (p)2324mIn Arabic, traditional Arabic
music interspersed with talks (sometime calm, sometimes very
emotional) by man.Low fading and very good signal through 0011,
some QRM from Romania on 9570 until 00.

I monitored 9568.5 on Jan 30 from 1510 till 2315 and heard several
clear ID's of the Republic of Iraq Radio, Voice of the Iraqi People
when broadcasting mainly in Arabic, but also noted in Turkmen 1546,
and in Kurdish 1630. SINPO here in Denmark varied between 22322 and
44444 - best 1930-2100.
Parallel 9563.0 was much weaker and only audible on rare occasions,
e.g. at 1515 and 2310.

KURDISTAN
The Voice of Iraqi Kurdistan - one of the two radio stations of the
official political opposition in Iraq (the other one is Voice of the
People of Kurdistan) is now with its new trans- mitter on the air on
short waves.
Noted on February the 15th at +O350- 0530 on new 9495 kHz in parallel
with 4085 kHz, as follows till 0500 in Ara- bic (announcing 3
frequencies, presumed one on medium waves) then in Kurdish; on same
day +1555-1830+ on new 7095 and 4085 kHz (in the 7 MHz HAM band). On
Feb 16th O350-0530 & +1335-1540+ was only on 4085 or in parallel with
unid frequency.

15605, Democratic Voice of Burma, 1435-1455+ Feb 4, mainly a prgm of
man talking, but occasionally instr. mx mixed in. Given the lang., it
was hard to fish out any prgm content.

8000.7 // 9517.3, Voice of Sudan, 0455-0500+ Feb 4, prgm of instr.
mx, into a clear ID with Sudan in it on the hour by man. Clear signal
on both fqys.Also on 12000 at 1615-1630+ Feb 4, upbeat M&W ancrs at
a decent level; the mx was fairly modern for the ME, sort of a new
age or progressive AR mx, if there is such a thing.

8000.73 //9517.29, presumed Voice of Sudan, 0440 Feb 20, vocal mx
which was much stronger at the begining on the 9 MHz fqy, then gave
way to the 8 MHz fqy later.Did not catch an ID at ToH.There was
some unusual tempo African mx at 0500, giving way to a man who seemed
to be reading out fqys.The 9517 fqy also seemed to be drifting
slightly lower with time; at 0500 it was at 9517.27.

morning. Programmes was in Farsi with ID: Seda-ye Mojahed, seda-ye
Mojahedine Khalge Iran. Inpx: talk about Rafsanjani, Khomeinei,
regime Iran and patriotic music.

VOICE OF ISLAMIC REVOLIUTION IN IRAQHeard on 18 Jan.2000 (and
later) on 6195 (SINPO-32432) under BBC WS and on //6065, 6095, 7295
at *0330-0530* via VOIROI (Iran) . The programme was in Arabic with
ID: Sawt al-Thawrah al-Islamiyah fi al-Iraq. Transl. in English:
voice of Islamic Revoliution inIraq. Also aditional ID as: Sawt
al-Shaa'b al- Iraqi muslimns...(Voice of Iraqi muslims people...)
In px: ID, Qur'an, talk about Iran, Iraq also music. In Febr. this
station monitored *0330-0530* on 6095, 6195, 7295, 12015.

al-Mustaqbal, Sawt al-Wifaq al-Watani al-Iraqi. (Radio of the Future,
Voice of Iraqi National Accord). The programme was in Arabic with the
segments in Kurdish. Noted on MW 1575 on 20-21 Febr. 2000 at
1800-2000, 2100-2400, 0100-0200, 0300-0400 UTC.(SINPO-43433 at
2100).In px: information, songs, radioplays, address in
Arabic:P.O.Box 3124, London SW19 1RL ; fax: (0181)5432932 also two
another addresses. The Kurdish segments noted 1851-1900, 2251-2300,
0351-0400 with ID in Kurdish , talk and song. The station located in

I heard first time on 20-21 Febr.2000 on MW 1575 at 1700-1800,
2000-2100, 0000-0100, 0200-0300 UTC. Programme in Arabic with ID:
Huna al-Iraq, Sawt al-quwwat al-Mussallah wa al-quwwat al-niddaqileyh
(two last words -approximately). In px: Qur'an, OM screaming talk,
mostly about Saddam, also patriotic songs and military marches.
Tx location -Kuwait.

July 22nd 1999: I'm on the Black Sea Coast with my portable "Sony".
At the end of the day I am listening to Medium Waves. Poor signals
are coming from Oman, S.Arabia etc. On 1575 kHz at 1759 UTC in Arabic
language there is an ID "Huna Iraq, Sowt-o Iraqi al Musaqbal" (or
translated: "This is Iraq, The Voice of Iraqi Future") followed by
nx.
August 23rd 1999: In Sofia I find the mailing address of the station
in CRW015 (please see above). I do not check - is there a place in
Kuwait named "Gauteng" and why the Zip Code is with 4 Zyphern
(in Kuwait is with 5). I sent my reception report to the above
address published by D.Taylor, Play DX & CRW.
January 27th 2000: In my mailbox there is an envelope from South
Africa and the letter from local Radio Islam (see above). Gauteng is
a province in SoAF, not in Kuwait.
Finally: Let check carefully such mailing addresses. Congratula-
tions to Kuwait mailing authorities which found the right place &
sent my letter to South Africa.

Kabul radio resumes shortwave transmission: The Afghan Taleban radio
station Voice of Shari'ah announced at 1500 gmt on 15th February that
it had resumed broadcasting on the shortwave 41-metre band frequency
of 7000 kHz. Radio Voice of Shari'ah was confirmed by BBC monitoring
on 7002.2 kHz (variable) when checked from 1345-1630 gmt on 17th
February. The shortwave frequency was observed in parallel with 657
kHz mediumwave. Following domestic programming in Pashto and Dari,
the radio carried a news bulletin in English at 1500-1520 gmt

Radio Kabul have changed frequency from 7002 to 7073 and its
programmes too, heard 14.35 and was still on the air at 17.50. No
English and Urdu program has been heard at that time but it would be
interesting to note that there was less religious talk and songs;
instead there was talk on Islamic Conference andhalf an hour talk
on Kashmir. Time pips every half hour then ID as Afghanistan .......
Kabul just before news bulletin in its different programmes and at no
moment the word Shariah has been mentioned; also from time to time

Sharia vs. Takhar : May be it´s obvious for most of us, but the
recent move of Kabul based Voice of Sharia to v7002 kHz might be
connected to the activities of opposition voice Radio Takhar on v7000
kHz. So, take care when trying to identify which of the Afghan voices
you actually hear ;-) As it seems, Kabul authorities take Radio
Takhar quite serious.

I've listened to the ID a couple of times and thought I could hear
the word "shariah/shariat" in there, although the wording of the ID
does seem quite different to the old one. However, reception was poor
so I could not confirm this either one way or another.
Incidentally, the jamming is probably not aimed at Kabul, but at
Iranian clandestine Voice of the Mojahed which hangs around in that
part of the band.

ERITREA/ETHIOPIA. Survey of opposition radios
A recent survey of opposition radios broadcasting on shortwave to
Eritrea and Ethiopia has shown the following:
Eritrea
Voice of Peace and Democracy of Eritrea continues to be heard. It
broadcasts via the transmitters of Voice of the Tigray Revolution,
based in Mekele, the capital of Tigray Region in northern Ethiopia.
Three other Eritrean opposition radios - Voice of Democratic Eritrea,
Voice of Truth and Voice of Free Eritrea - which previously broadcast
from Sudan, have not been heard recently and appear to have gone off
the air following the improvement in relations between Eritrea and
Sudan.
However, Sudanese opposition radio Voice of Sudan, Voice of the
National Democratic Alliance, which is assumed to broadcast from
Eritrea, is still heard.
Ethiopia
Voice of Oromo Liberation, which supports the Oromo Liberation Front,
is currently broadcasting on Thursdays, Fridays and Sundays at 1700-
1800 gmt on 15105 kHz. It is believed to broadcast from a hired
transmitter in Germany.
Voice of the Democratic Path of Ethiopian Unity, which was first
heard in December 1999, continues to broadcast on Sundays at
0800-0900 gmt on 21550 kHz and on Wednesdays at 1600-1700 gmt on
15105 kHz. It is believed to broadcast from a hired transmitter in
Germany.
Ethiopian opposition station Keste Damena (Radio Rainbow) is no

IRAN
Since around the last week of January, IBB monitoring posts have
observed a sudden increase in jamming of IBB broadcasts. These
include the Farsi b/cs from VOA and R. Liberty. Over the last week it
has been observed that every fqy of these b/cs are either bubble
jammed or co-channelled by VOIRI external b/cs. Monitoring
observations of the DW and BBC Persian b/cs also revealed jamming in
the same pattern as for the VOA/RL. In the latest development, it has
been observed that b/cs of the Voice of the Islamic Revolution of
Iraq in AR, "Sawt ath Thow-rah al Islamiyah fi al Iraqa," are carried
on 7200 at 0330-0430 and 12015 at 0430-0630 during VOA and RL Farsi.
This anti-Iraqi stn is sponsored by Iran and is under the leadership
of Mohammed Baqir al Hakeem's Shiite organization.Initial direction
finding, field strength and propagation research reveal that jamming
is carried out from various locations within Iran, possibly from the
various SW facilities of the Iranian b/cing establishment.

Iranian jamming and a strange coincidence. Further to reports on
Iranian jamming of VOA and RFE, the BBC Persian sce is also being
jammed. To counteract this, the BBC has extended the 1615- 1700 txion
by 15 mins on most freqs and has added two extra channels
-
9780 from THA and 5830 from Dushanbe-TJK. An "interesting" freq
choice as 9780 is occupied by YEM.It's a good thing that ISR
recently cancelled its planned move to 5830 (I note it's currently on
5825).
Strange coincidence - last year, clandestine stn R Tomorrow's Iran
was being heard on 5830 at 1700-1730, reportedly from TJK, i.e. the
same freq, time and site as the new BBC bc to IRN.Should keep the
conspiracy theorists in Tehran happy.

United Kingdom/USA/Iran: Interference to US and UK Persian radio
services: Since 1st February BBC Monitoring has received reports of
interference to Persian (Farsi) shortwave broadcasts by USA and
UK-based external radio services targeted mainly at listeners in
Iran. BBC Monitoring has confirmed the presence of new interference
to the following broadcasts: BBC Persian service: 0230- 0330 gmt on
5875 and 7165 kHz; 1615-1715 gmt on 17875 kHz. Voice of America (VOA)
Farsi service: 0300-0430 gmt on 6060 kHz; 1700-1900 gmt on 6160 and
9680 kHz. Additionally during this transmission, the Arabic Service
of the Voice of the Islamic Republic of Iran (VIRI) was heard on
VOA's 11835 kHz. Radio Free Europe/Radio Liberty (RFE/RL) Farsi
service: 0430-0730 gmt on 15290 kHz; 1500-1700 gmt on 6015 kHz and
15140 kHz. During this transmission the Arabic Service of the Voice
of the Islamic Republic of Iran has been heard on the following
RFE/RL frequencies: 9435, 11730 and 15410 kHz. At 1900-2000 gmt, 7280
kHz suffers interference. The Arabic Service of the Voice of the
Islamic Republic of Iran normally operates on two 13 MHz frequencies
at that time of day but neither was observed when checked on 6th
February. Besides co-channel Arabic audio observed to be that of
VIRI, the noises heard have taken the form of "bubble" type
interference of the sort used mainly in the Middle East to interfere

USA/Iran: VOA says its Persian broadcasts "deliberately jammed" by

Washington, DC, 9th February 2000: On the eve of key Iranian
parliamentary elections on 18th February, the Voice of America's
Farsi [Persian] broadcasts have been deliberately jammed by Iran for
the last two weeks, according to monitors in the International
Broadcasting Bureau's Office of Engineering and Technical Services.
Jamming intensified in the first week of February.
"We very much regret that the Iranian government is jamming VOA
broadcasts at a time when our Farsi Service is offering special
programming on the 18th February elections and the 21st anniversary
of the Islamic revolution," said VOA Director Sanford J. Ungar. "It
makes me wonder, `What news and information is the Iranian government
trying to hide from its people?' VOA is committed to covering
important regional events, and listeners in Iran are complaining that
jamming only makes it harder for them to hear these and other VOA
programmes that are of interest to them."
The IBB Technical Monitoring Office in Bahrain and monitors at IBB
headquarters in Washington DC first observed the jamming of the Farsi
services of both VOA and Radio Free Europe/Radio Liberty during the
last week of January. Detailed monitoring of the situation began by
IBB offices in Bahrain and Islamabad; an IBB Remote Monitoring System
in Yerevan, Armenia; and contract monitors in Karkala, India;
Colombo, Sri Lanka; and Auckland, New Zealand. Reports from these
locations confirmed the Iranian jamming in the last week of January
and that it had increased in the first week of February.
Monitoring has identified two forms of jamming. The first is "bubble
jamming," a fast oscillating tone transmitted by a jamming
transmitter operating on the same frequency as the VOA transmitters.
The second is "voice jamming," broadcasts of the external service of
the Voice of the Islamic Republic of Iran transmitted on the same
frequency as VOA Farsi.

Following the enquirers [sic] made by some of our readers, who

various foreign agencies (including AFP) to the effect that on the
eve of the sixth Majlis elections the Persian services of the BBC and
the Voice of America are being jammed to stop the people listening to
them, our correspondent spoke to the managing director of IRIB's
communication department [Mr Ne'mati], who denied the reports.
Ne'mati said: "Those who make such allegations on the eve of the
elections intend to create tension and discord. IRIB denies the

SOMALIA
New radio station reportedly heard on shortwave
Text of report by Somali newspaper 'Qaran' on 17th February
A new radio station was launched in the town of Baydhabo [Baidoa],
Bay Region [southern Somalia], the day before yesterday and was heard
broadcasting on the 31-metre shortwave band. The station, whose
affiliation is yet to be confirmed, was heard broadcasting test
transmissions from midday to 2 p.m. [local time, 0900-1100 gmt].
Some reports says the radio supports the RRA [Rahaweyn Resistance
Army] which controls Bay and Bakool regions.
The new radio will be the sixth to operate in Somalia, in addition
to:
1- Radio Hargeysa [which broadcasts from the capital of the
self-declared Republic of Somaliland];
2- Radio Gaalkacyo [which broadcasts from the self-declared state of
Puntland];

4- HornAfrik radio [which broadcasts on FM from Mogadishu]; and
5- Radio Banaadir [believed to broadcast from Mogadishu].
Except for HornAfrik radio, all the other stations support particular
factions or regional governments.

New SW station in Mogadishu - Radio Banaadir
Text of report by Somali newspaper 'Xog-Ogaal' on 22nd February
A new radio station, called Radio Banaadir [see note below], was
officially opened yesterday in Mogadishu and has started full
operations. The radio station, which had been testing for two months,
is said to be independent. Some reports, however, link it to various
Mogadishu faction leaders. The radio can be heard on the 41 and 49
metre [shortwave] bands. The [opening] ceremony was addressed by
various leaders. [Banaadir is the name of the region encompassing
Mogadishu and its immediate environs.]

7213V Radio Banaadir: This frequency might be a hint that the long
awaited station that bought its equipment in Germany late last year
has finally come on the air. If so, power should be around 1 kW into

New SW station Radio Banaadir heard. The new Somali SW radio station
Radio Banaadir was observed by BBC Monitoring on 28th February. It
was heard from tune-in at 1630 gmt on 7213 kHz. The broadcast
included listeners letters, songs, a current affairs programme on the
Middle East, market prices and a news bulletin at 1700 gmt. The radio
signed off at 1900 gmt. Station identification in Somali: Halkani waa
Idaacadda Raadiyaha Banaadir (English: This is Radio Banaadir).

6900, presumed Hargeisa, arnd 1700, Somali songs were hrd and went
off after Koran recital at 1730. It was on again Feb 15 from *1600
with Koran recital followed by Somali singing by man, 1630 a few
lines of an En song, then talk mentioning SOM, songs after that until
1730* after Koran. Poor rcpn. Holy Koran Radio was usually here, but
it has not been hrd for almost a year.

Radio Hargeysa was heard by BBC Monitoring at 1700 gmt on 26th
February on a new frequency - 7530 kHz.Radio Hargeysa broadcasts in

7530, R. Hargeisa, apparently ex-7071, reactivated after being off
for a long period.Fair rcpn at 1748 Feb 28 with Somali songs and
talk at 1815 ment. "Somaliland," then mx prgm and a clear ID at 1830
as R. Hargeisa.Then talk on Somaliland and Hargeisa, many IDs
interspersed, 1850 nx bltn, 1900* after a nice song by M&W, probably
a signature tune. Hrd again at 1605 Feb 29, Koran, so apparently
