New WRMI Schedule
Greetings from Miami.
Below you will find the new WRMI schedule in effect as of the local
time change here in North America which took place April 2.
As the Elian Gonzalez case continues to make news around the world,
you can hear the Cuban exiles' viewpoints direct from the source on
several programs in Spanish that are aired on WRMI, including "La Voz
de la Fundacion" UTC Monday-Saturday at 1000-1200 and 2300-0000 on
9955 kHz; and "La Voz de Alpha 66" UTC Monday-Friday at 0930-1000 and
Tuesday-Saturday at 0000-0030 also on 9955 kHz; as well as a number
of weekend Cuban exile programs.We are also dealing with the Elian
Gonzalez case in some of our "Viva Miami" programs in English
throughout our broadcast schedule.

All broadcasts on 9955 kHz are beamed 160 degrees to the Caribbean

AFGHANISTAN - logs from Hawaii
Having returned from Maui last Monday, this is the first opportunity
I have had to sit down for more than a few minutes to describe my
recent vacation in Kaanapali, Maui.I succumbed to the DX bug and
brought my Kenwood R5000 receiver with me, and monitored virtually
every morning from 1400 to 1800, before heading to the beach.Life
is tough :) !!
Used a random wire of approximately 250 feet, set at about 330 deg,
along a 10 foot hedge.Very small gauge, and barely visible, so I
was able to leave it up the whole time.A quiet site, especially
during the early morning hours.I used a matching transformer from
Aurora, and a Wellbrook Antenna Feeder Isolator.
Afghanistan was audible every morning, including their English
broadcast and the Russian broadcast, corresponding to local dawn
enhancement.Reception was occasionally nearly excellent, except for
persistent QRM from hams and utes.Monitoring this station stretched
my dxing capabilities to the max, with it's extreme drift, and the
need to constantly flip from USB to LSB for best reception.I
suspect the English broadcast should be audible in the Pacific
Northwest, at least for the next while.I was able to hear a het
this morning.

sync, with crisp sound for my ears, though QSB unlocked it
frequently.

CLANDESTINE from/to CONGO: Radio Liberte. Further to myprevious
report, I got a note from MLC confirming that they arebroadcasting
from Gbadolite in the Congo. The MLC also provided mewith some more
contact information as well as the URL for theirofficial website.
Not much about radio on their web site, there is a mention of an MLC
station in Kisangani known as Radio Freedom, but Ibelieve that this

6713 Radio Bukavu is now controlled by the rebel Rassemblement
congolais pour la democratie (RCD)- Goma faction.
Radio Candip, which uses both 3390 and 5066, is controlled by the RCD
faction of Ernest Wamba dia Wamba: the Rassemblement congolais pour
la democratie - Mouvement de liberation (RCD-ML)

1999, is back on the air on this fqy, hrd at 1800 Apr 2 with Somali
songs by M&W, 1850 nx by woman, then ID by man and the usual military
tune followed by recital of Koran and 1859* after NA.Clear rcpn,
and the best among all the Somali stns.

7530Radio Hargeisa.Heard initially at 1635 on 22 March.Did not
seem to be daily, though propagation may have accounted for this.
Frequently covered by a Chinese station, but this is also irregular.
Clear with fair signal with mild hum.Signal improved when rechecked
at 1652.Lot's of talk interspersed with Horn of Africa music.
Better yet at 17:26.Barely audible by 1802.Following day heard at
1559 with ?interval signal and ID, but obliterated Chinese station at
1600.Didn't hear them again for a few days, but found them again on
1 April at 1508 on 7530.02 USB.Poor signal.Better at 1515.
Possible ID at 1526.Monotonous long songs, mainly instrumental or
accompanied by a lone female voice.Again obliterated by Chinese
station at 1600:30, but in clear again when rechecked at 1700.At
this time it is stronger than the other Somali stations.At 1702
"Somaliland" clearly heard.Almost totally faded out by 1725.
Nothing heard on 2 April.
7012 USBtentatively Radio Gaalkacyo.Fair signal with same Horn of
Africa music and talk at 1640 on 22 March.Not heard again until 30
Mrch at 1604.Weak audio.Better by 1617, but with lots of ham QRM.
When I rechecked them at 1653, they were definitely in English!!.
Heard "Somali language", but soon reverted to Somali.Possible
national anthem at 1659, then carrier off without further
announcements.Listened again on 31 March at 1558, and carrier was
there (either in Am or DSB?), but very weak.
Nothing more came that day.1 April, tune in at 1626, barely
audible, but great fade-up to 1632, then gradual fade again.
Possible Koran at 1658, then same interval signal once only that is
heard at sign-on, and carrier off.Not heard the next day.
6900 tentative for Radio Kismaayo.First heard at 1605 on 1 April,
either DSB or Am.Very weak audio, but same type of Horn of Africa
music.A bit stronger by 1627.Continues past 1700, but fading.
Still audible to 1726.Possibly off at 1730.Heard also the
following day, 2 April at 1559 with open carrier, but weak audio when
rechecked at 1604.Continued past 1625.
No other Somali stations were heard during my two week stay in Maui.

Being an eternal optimist, I tried sending a report to Radio
Hargeisa, Somalia. Returned today with a stamp on the back in French
indicating that there is no mail service to that country, looked like
it was stamped in Frankfurt.
Is there any alternate route to Somalia, or alternate contact for
this station?

FURTIVENESS. Radio Free Asia appears paranoid about not disclosing
details of its various sites. This is rather like the old days of
Radio Moscow, when it was virtually impossible to secure reliable
data from that organisation, and even more impossible to get a QSL
with a site actually shown! RFA appears to be oblivious to the
obvious: one site is via KWHR, Hawaii, and full introductions are
given in English from KWHR at the start of each RFA broadcast,
including programs in Khmer and Vietnamese. You may also find those
details in the World Harvest Radio Program Schedule, at their Web
site.
If you want the RFA sites you can easily find these from the publicly
available HFCC master schedule, and compare this with the RFA Web
page schedule (the latter which does not give sites). The Chinese
jammers start up their rubbish well ahead of actual broadcasts, and
the thing is in my opinion a charade. The public IBB FMDS listing
(Frequency Management Database System) does not show RFA
transmissions!

** U S A. RFE/RL to reduce Bulgarian, Romanian programming; Text of
Radio Free Europe/Radio Liberty (RFE/RL) press release
Washington, DC, 30th March 2000: [RFE/RL] President Thomas A. Dine
announced today that Radio Free Europe/Radio Liberty is restructuring
its broadcasts to Bulgaria and Romania to make programming in those
languages more accessible to a wider range of listeners. Extensive
audience research in these two countries has demonstrated, Dine said,
that ``programs that are more compact, that are aired at times of
greatest radio listenership and that are available on FM will
increase listenership and thus contribute to the mission of RFE/RL.``
To achieve these ends, Dine announced a reduction in programming in
both services, from 44 hours and 15 minutes a week to 24 hours and 25
minutes a week in the Bulgarian Service and from 27 hours and 25
minutes a week to 20 hours and 25 minutes a week in the Romanian
Service. RFE/RL will be introducing new program schedules in these
services this summer. In addition, the station will be reducing the
number of Prague-based staff and in freelance expenditures as well,
in order to bring the size and cost of these services into line with
other RFE/RL broadcast services that produce similar amounts of
programming. Because these reductions are taking place in the context
of RFE/RL's efforts to better reach its listeners, Dine pointed out,
they will not reduce the number of listeners the two services reach
but may even increase it. Dine said that these reductions are
entirely in line with RFE/RL's constant effort to become ever more
efficient, to do more with less.

"New" Mogadishu radio station reported
** SOMALIA. "New" Mogadishu radio station reported; Text of report
by Somali newspaper `Xog-Ogaal'
A new radio station, whose owners and location still are unknown, has
been heard in Mogadishu in the past few days. The station has been
test-broadcasting on a shortwave frequency, and it has so far been
carrying only music. It becomes the sixth radio station broadcasting
from Mogadishu. The number of radio stations has been increasing in
the city.
Meanwhile, pro-Husayn Muhammad Aydid radio, Voice of the Somali
People radio, has been off air quite for some time now. Radio
Mogadishu Voice of the Somali Republic and Voice of the Somali
Pacification which support [Mogadishu faction leaders] Ali Mahdi
Muhammad and Uthman Hasan Ali Ato respectively have also been off
air. The pro-Ato radio is said to have ceased broadcasting due to
technical problems which are being sorted out. The radio is expected
to resume broadcasting soon. [The pro-Aydid radio station Voice of
the Somali People in fact resumed broadcasting on 2nd April. It was
observed by BBC Monitoring from 1630-1900 gmt on 6760 kHz shortwave.]
