CHECHNYA. Mobile radio station to shortly begin broadcasts
A medium-wave ``Metel`` radio broadcasting station of 100 kilowatts
will be put into service in Naursky district of Chechnya within the
next two or three days, Itar-Tass was told on Tuesday by officials of
the press service of the federal government's plenipotentiary
representative in Chechnya. This broadcasting station will be heard
practically on the entire territory of Chechnya and ``Radio Russia``
will do away with information shortage even in the remotest parts of
the republic. Broadcasts of the ``Mayak`` and ``Radio Russia``
stations can now be heard on seventy per cent of the territory of
Chechnya, chiefly in its lowland part. Radio relaying stations ensure
the reception of broadcasts from Vladikavkaz and Tbilisskaya, a town
in Krasnodar Territory. Moreover, radio programmes are transmitted on
short waves to Chechnya from Moscow and St.Petersburg. kli/ezh All

And the frequency is of absolutely no importance, ITAR-TASS obviously
thinks. A previous report we had said the mobile station would be
aboard a train (G.Hauser-USA in DXLD 00-56 April 23, 2000)
A while ago Anatoly Klepov was running in his "RUS-DX" newsletter a
frequency list for Radio Chechnya Svobodnaya, which also included
828 with 100 kW from a "mobile transmitter in Chechnya". The
mentioned radio train was described to be able to cover the whole
Caucasus region on both long- and mediumwave, suggesting more
powerful transmitters than this 100 kW one, which I understand is
put on a car instead. Perhaps the 828 frequency is actually
operational already for a while and the now reported transmitter the
second one

COLOMBIA QSL received from Voz de la Resistencia
Voz de la Resistencia, has sent Patrik Willfor in Finland two E-mail
ltrs from elbarcino@laneta.apc.org, the first one signed by Olga
Lucia Marin and saying that the rpt had been forwarded to the FARC HQ
in Colombia for a direct reply from them; the second one, also sent
from the elbarcino address, signed by Voz de la Resistencia, etc.,
acknowledging and thanking Patrik for his "timely report." In it
there were five further paragraphs dealing with FARC's political
commitments, etc. When Patrik asked me for advice I suggested an
indirect approach, so he sent a query in Swedish (Patrik's mother
tongue) to FARC's Swedish-based news agency, Anncol
http://home.swipnet.se/anncol/ asking them where to send his rpt.
In his reply, the editor-in-chief said he was surprised to know that
the stn could be rcvd in Scandinavia. Subsequently, Patrick sent an
MP3 clip of his rcpn to the news editor, who may have forwarded it to
the elbarcino address where Patrik also sent a standard-type rcpn rpt
in SP. Olga Lucia Marin of the Commission Internacional de las
FARC-EP is a daughter to the aged FARC leader "Tirofijo." Joined by
various guerilla representatives and members of the Colombian govt's
peace negotiators, she toured several European countries in February.
So Patrik's rpt was well timed. Patrik says he is now regularly
receiving FARC news updates from the elbarcino address.

CONGO-KINSHASA QSL received from R. Liberte
15725, R. Liberte, E-mail verie from V/S Olivier Kamitatu (Secretaire
General du MLC) for rpt sent to MLCongo@compuserve.com He confirmed
rcpn and that the stn is located in Gbadolite in the north of the
country. Rcvd in 17 days after initial FR rpt just put me on their
weekly nx mailing list. A follow-up explanation of what I wanted in
the way of a QSL produced the goods. -- An item in FR from the
Mouvement de Liberation du Congo www.mlc-congo.org [presumably the
weekly nx--JB] mentions the stn. Here is a hopefully not too
inaccurate translation of the text: RADIO LIBERTE IN FULL OPERATION.
RTL, R. Tele-Liberte, which has been b/cing since the start of the
year on SW on 9.800 MHz in the mornings, 12.925 MHz in the
afternoons, and in the evening on 15.725 MHz, has established a
balanced schedule. The stn, activated by young journalists from the
liberated territories, has developed a prgm schedule consisting of
105 broadcasts/weeks (?) [b/cs per week? JB]. Three editions of the
Journal prgm are b/c at 0800, 1230 and 2000, and, as well, three nx
bltns per day at 1000, 1400 and 1600 [all presumably in Eastern
Congo-Kinshasa Time of UTC plus 2--DF] are supplemented by two daily
editions of nx in natl langs. RTL operates with 25 staff and
numerous helpers. Located at Gbadolite, R. Liberte also operates at
Kisangani, where it b/cs on FM.

W SAHARA Polisario radio moves dial-position after interference
On 21st April and subsequent days, the Moroccan state broadcaster RTM
was noted using the same frequency, 7470 kHz, as Polisario radio,
National Radio of the Saharan Arab Democratic Republic. The
programmes of the Moroccan National Channel were effectively causing
interference to the 2200 gmt Polisario radio transmission.
There has been an apparent response to the interference: Since 23rd
April Polisario radio has been heard on a new frequency - 10 kHz
lower on 7460 kHz.
The Polisario Front campaigns for an independent Western Sahara.
There has been a recent clampdown on the Moroccan domestic media,
following attempts to criticize Morocco's policy towards the disputed
Western Sahara.
According to the Polisario radio's web site ( http://web.jet.es/rasd ),
it broadcasts from Bir Lehlu in a Polisario-controlled part of
Western Sahara, about 200 km south-west of Tindouf, Algeria -
although this has not been confirmed. The radio also broadcasts in
the range 1540-1550 kHz mediumwave.

Afghan Taleban radio said on 21st April that its English-language

A quick check of the new clandestine operation from Grigoriopol
[Radio Voice of Iran – is this really new?? -gh]
1630- 1830 on 12065 showed a striking narrow audio bandwith. Perhaps
the signal is forwarded simply by phone line to Bush House and from
there forwarded by Merlin through regular circuits to Moscow and from
there to Grigoriopol.

A quick check of the new clandestine operation from Grigoriopol
[Radio Voice of Iran - is this really new?? -gh]
At least new from Grigoriopol`. Otherwise I was not aware of a "Voice
of Iran" until now, but I am no expert in this field;
actually I am not even sure whether or not there are connections
between this station and "Radio Internationale", which was on 7520
and is according to the Merlin operational schedule now 1730-1800
(except on Mondays and Wednesdays) on 15565 from Grigoriopol`, too.
While checking today at 1840 their broadcast had lots of hum,
interrupted by every cut, so it was no feed disturbance but a spoiled
record, also the lack of brilliance seems to have this cause and no
telephone feed as I first supposed; the whole thing sounded like
recorded with a DEM 20 rig. At tune-in I came across somebody`s phone
talk in English, some phrases around "future of our country".

Hi Nick and all, Today heard it at 1640 and further on, with an ID
"Huna Sawt-il- Kurdistani-Erak", i.e. must be the Voice of Iraqi
Kurdistan. Barzani, one of the Kurdish liberation movement leaders,
was often mentioned. ILGRadio database gives 0.5 kW in Salah-al-Din,
Iraq, but it's obviously nonsense. I presume, the program is relayed
via facilities in Turkey or Iran. Any reliable info on this matter,
guys?

unid on 9495 : This is Voice of Iraqi Kurdistan - it does indeed
broadcast from Salah al-Din in northern Iraq (Iraqi Kurdistan). It is
operated by the Kurdistan Democratic Party lead by Masud Barzani and
has broadcast regularly since 1963. I would guess that transmitter
power on 9495 is probably around 10 kW. Many of the Iraqi Kurdish
stations that we hear on SW also run local FM, MW and television
services in the Kurdish autonomous region and are not really
"clandestine" operations these days.

a minute later. Gradually improved, but noticed that there is still
the same problem of mixing with RN' Ins sce as both were heard on
17490. Tamil Oli and RN were at about an equal level and it was hard
to understand either stn. I guess Tamil Oli has no audience or a very
dedicated one as this problem has been around for many months.

Morocco has placed a powerful transmitter on 7470 kHz which was
formely used by Radio Nacional de la Republica Arabe Saharaoui.
Sahara has now moved 10 kHz lower to 7460. Noted w/ Spanish program
on April 23rd after 2300 UTC.

I'm hearing Sahara 7460 kHz parrallel with 1550 kHz. Programme is in
Arabic with chants. The signal is very good 7460 (SIO 454) and very
poor 1550 (SIO 222 with interruptions). No trace 1540 kHz. Is this a
return to 1550 kHz ? Morocco get 7475(booming signal). I hear it at
South West Madrid, now, with R-5000 and Kiwa pocket loop.

Are you sure it was 1550 kHz? I was on Canary Islands Fuerteventura
only 100 km from the Moroccoan occupied Sahara and heard Sahara
radio daily on 1540 kHz. This was 13.-19. April. On 1550 there was
nothing, on 1548 I heard VoA Kuwait and the Iraqi bubble-jammer.

I'm 100 % sure, of course. Yesterday April 29th 2000, was the first
time what I listen 1550 kHz, poor signal and qrm from London. Today,
now,April 30th 2000, 20:45 UTC I'm listening Sahara in the same
frecuencies. 1550 is audible only in USB. 1548 London, and 1557
Marseille booming in my QTH South West Madrid.

Sahara 7460 and 1550 kHz : Yesterday they were definitely on 1550,
nothing heard on 1540! Checked it at 2130 UTC. Quite good during
peaks, but station suffers from long and deep fades.

The "mystery" stn on 9155 is still active - and now heard before
1600, but have not yet determined what time it actually opens. I
shall keep trying!

Mystery on 9155 kHz : A station playing continuous music without
announcements was heard with fair to good reception here in the UK
from tune-in at 1530 to sign-off at 1700. The music sounded vaguely
middle eastern. Some of the songs were definitely in Arabic, and
others possibly Kurdish. My guess is that these are test
transmissions from a Kurdish clandestine.

suggestions as well as cooperation when make progrs.

V/S who said their fqy arrangements are made by Oystein Alme
oystalme@online.no He also added that the presence of the Dalai Lama
in Dharamsala attracts thousands of intl tourists every year. Many
take spiritual courses or "bask in the psychedelic experiences this
town offers, like trance parties and ganja." Any takers?

CUBA
I can hardly believe how little coverage Radio Martí is giving to the
Elián González story. With the exception of one panel discussion a
couple weeks back, this seems to be a matter of policy. Of course
now, after the raid, the whole issue becomes a tiger-by-the-tail
which the Fundación Cubano-americana can't tame. What a shame,
though, that VOA hasn't exercised enough oversight so that the
station would at least give a true picture of news related to Cuba.
Come to think of it, it's been a while since they've used that
carefully worded formula: "Radio Martí; programa de servicio para
Cuba de la Voz de los Estados Unidos de América".

U.S. propaganda war preceded exile landing at Bay of Pigs

Newly declassified documents on the Bay of Pigs invasion reveal a
monumental CIA propaganda operation that began almost a year before a
CIA-trained force of exiles landed on Cuba's southern coast on April
17, 1961.
The documents speak of success in distributing propaganda inside Cuba
and elsewhere in Latin America in the months leading up to the
invasion. They outline plans for using seized newspapers and radio
stations on the island if the invasion force was able to occupy Cuban
territory. And they reveal that the CIA took direct control of radio
broadcasts after becoming disillusioned with infighting among Miami
exile groups that had been conducting them.
Directed by David Atlee Phillips, who also headed the CIA propaganda
effort in the overthrow of Guatemalan President Jacobo Arbenz seven
years earlier, the propaganda effort included leaflet drops,
pre-recorded radio programs made by Cuban exiles and distributed to
about 40 stations around the Caribbean, and recruitment, training and
infiltration into Cuba of "small provocateur teams".

GUATEMALA
A fascinating article (Re: [HCDX]: Radio Swan). For anyone interested
in Radio Swan & the Bay of Pigs, I sugges you also read my article on
La Voz de la Liberacion at

La Voz de la Liberacion was used by the CIA to overthrow Guatemala's
democratic government in 1954. David Atlee Philips, who later ran
Radio Swan, was also behind La Voz de la Liberacion. There are many
interesting parallels between the two stories/stations. Of course,
there is also one major difference - the Guatemala coup was a
stunning operational success (although certainly an immoral one) and
the Bay of Pigs a total failure.
