15455 Voice of Justice A carrier was opened at 0934 on 15455,and
strange enough, I heard at around 0957 AWR singing on for VO Hope in
Chinese which is supposed to be on 15450! This momentary chaos ended
up at 1001 with a female voice abruptly giving ID and reading a
schedule in presumably Khmer with a clear mention of Samleng
Yuttethoa. That was followed by 2 male voices in succession, whereby
the latter was apparently a short speech. At 1007 a folk song by a
female voice then at 1012 a long talk by female voice till 1048*
where every thing was washed out from the band including the carrier,
SINPO/44444. I later checked 15450 to find about VO Hope, it was
still operating in Mandarin till signing off at around 1100 with

Radio Bopeshawa

I checked 9960 at 1500 today, and it was no doubt the same presumed
BUL txer that used to be on 9450. 1 kHz tone up to prgr start. Now
they opened with an Ar lang version of the TDP plug that has been on
WFDR for several months. At 1450 the 2nd hx on 19920 was strong, but
it faded before 1500. This indicates a European site not too far
away, while the very modest signal on 9960 indicates a site some
distance away. BUL on 9900 was about 2 S-units stronger, but should
also have a more favourable beam.
(O.Alm-S Apr 2, 2001 in BCDX 514)

I'll try Bopeshewa 9960 again today - propagation, so far, sounds
more favourable. All indications are that this one is from BUL. Last
night, I could hear Falun Dafa only on 12130 when I tried around
2215. The previous night, 12115 was also on in \\. Maybe others came
on later.

Logs - USA

United Patriot Radio

Dear Glenn, Well, Kentucky State Militia Radio has transformed
itself into United Patriot Radio. After being off for a few days, I
discovered them last night, (Saturday, Sunday UT) at about 0315. So,
I missed the beginning of the program, and any explanation Steve
Anderson might have given as to why they were off, and why the name
change. In fact, I don't even know if last night was, indeed, their
first night back.

Of course, Anderson`s Militia Hour has moved from 0300 to 0200 UT. I
tuned in tonight at about 0155, and they were carrying some other
program. At 0200, Anderson came on with his "You can take my gun from
my cold dead hand" theme song. He said that they have now gotten a
satellite dish and downlink up, and they plan to carry lots of
programming from Genesis Radio. In fact, they plan a daytime
frequency, 12182, USB. He said that programming would begin at 9:00
AM, but I do not know if this is Eastern or Central time, since, of
course, Kentucky is one of those states which spans two time zones.
His town, Somerset, I do not know where in the state it is located.
[EDT -gh] So, I'll check 12,182 tomorrow and see if I hear anything.

I am truly wondering how this station can operate so many hours,
and on two frequencies, as they plan, and not be busted by the FCC.
Could it be that they have a legal license, and are just pretending
to be a pirate? Any thoughts?
(T.Hendel-USA Apr 1, 2001 in DXLD 1-047)

No way; but they continue with the blessing of the Feds, ultimately
under control of the far right
(G.Hauser.USA in DXLD 1-047)

3260 usb, United Patriot Radio, 0215-0235, apparent name change from
KSMR with discussion about emergency aid and assistance relief
militias can provide. Good signal.
(J.Jensen Apr 2, 2001 in CDX 341)

I'm hearing a weak station in 3260 USB starting at 0101 UTC on 3 Apr
01. Signal much weaker than KSMR and not at correct time. Two guys,
Don and Tony, talking about US spy plane downed in China. Also
mentioned that the largest car assembly plant in the world was built
by Henry Ford in the Soviet Union. Something about CBS containing
"BS". Heard "militia" and "patriot" and "God bless you". Could be
another US patriot clandestine.

At 0115, had phone call to Steve (Anderson of KSMR?) and mention of
12182 kHz. Steve needed good satellite receivers and LNBs (assume for
KSMR).
(P.McDonough-USA Apr 03, 2001 in HCDX)

I've been fascinated with this domestic clandestine station of late.
Here's what I heard the past couple of days. I'd be interested in
knowing how the station is being picked up elsewhere in the U.S.

Logged Sunday, April 1, 02:00 - 03:00 UTC
3.260 MHz USB United Patriot Radio

After opening with song "You Can Take My Gun From My Cold Dead Hand,"
Maj.Anderson of Kentucky State Militia
(http://www.freekentucky.com/ksm/contents.htm) presented "The Militia
Hour." Program consisted of news about upcoming militia events,
including a gathering April 6-8 at Norm Creek, from which Anderson
apparently intends to do a remote broadcast.

Anderson spoke briefly about poor propagation conditions and
joked, "The Martians are listening to me tonight." He added that
after the show, he planned to do bake some cinnamon-raisin bread.

On a more serious note, Anderson gave an address for Mark Koernke,
the militia leader known as "Mark From Michigan." The address
Anderson gave is:

Mark Gregory Koernke
Washtenaw County Jail
2201 Hogback Road
Ann Arbor, MI 48105

Anderson suggested that anyone sending a letter should be
circumspect, and said the authorities would be likely to read it.

After reading a list of militia contacts nationwide, an announcement
for the United America (or American) Party was heard, promoting its
Clean Sweep 2004 get-out-the-vote effort. An e-mail for more info was
given as unitedamerparty@aol.com.

At about 03:00 UTC, transmission either ended or began relaying
another program )Genesis?) that I didn't recognize because of
deteriorating conditions.

On Monday, April 2, I heard United Patriot Radio sign-on song, but
reception conditions worsened and, despite heroic efforts with a twin
PBT, I was unable to recapture it.

Location: Northwest Side of Chicago, near O'Hare.
Receiver: Icom IC-R75
Antenna: 8-foot wire thrown out my apartment window.

Re: United Patriot Radio on April 1-2

I just tuned in to this station and heard the last 15 minutes of the
Intelligence Report.
It was loud and clear up here in Northern New York State.
(V.P.Everett-USA Apr 03, 2001 in Shortwaves - ML)

12182U, United Patriot Radio, 2140-2203 Apr 3, relaying "Midas
Report" prgm to 2159 with a discussion of gang members using
computers to track down witnesses against them. ID at 2200, then fqy
switch to 6880U. Fair signal levels but poor audio, and ute QRM on
6880.
(F.Kohlbrenner-USA in NU 1625)

I`ve been monitoring 3260-USB on and off.
They are expanding programming and plan 9 am to 1 am use. Mention of
12182 USB up and running depending on propagation. That`s morning
use. Asking for LNB receiver donations in working order. Putting up
more uplinks. Asking for support, donations for jailed Mark Koernke
defense fund and family fund. Intel reports, United Patriot Net,
programs from Genesis Network. ``WKSM`` [sic], but not a legal call
for them. They seem to be using more ``UPN``, United Patriot`s Net as
ID. From the tech side it`s quite interesting at speed,
resourcefulness, how fast they can set up and get active with little
downtime and failures. Nearly rival some commercial broadcasters!!
Also very nice modulation and I understand their satellite feeds are
superb!! Also pushing HF use for civil defense, weather calamity and
a whole network for comms and aid
(B.Thomas-USA Apr 3, 2001 in DXLD 1-050)

6880/U, 2338-2400+, Genesis Proactive News; Bill & Georgeanne
discussing mind control. UPR ID @2400 then Genesis continued. Bad
ute clatter QRM till 2350 then SIO=4+44
(H.Frodge-USA Apr 4, 2001 in CDX 341)

Also on 12182 daytime.
(H.Johnson-USA Apr 4, 2001 in CDX 341)

UT April 4 on 3260-USB after 0200: the phone was ringing, so Steve
says ``don`t call after 9 o`clock``; from this, he must be in the
Central timezone, contrary to my previous remark. Then I looked at
the atlas and see that Somerset is a few miles east of the boundary,
so evidently his rural location is west of there on the CDT side. He
added that now has good daytime antennas, like this one, resonating
properly. No QSLs under any circumstances, no matter how nice your
letters, how many times you write, or how much return postage. ``This
is not a hobby station. It is intended for patriots in the
continental US.`` Of course QSLs could be used as evidence against
him when he is prosecuted, I remark
(G.Hauser-USA in DXLD 1-048)

3260U, United Patriot Radio, hrd at *0200 Apr 5 with a good signal,
stnd "Don't Take My Gun" theme, and then the ancr ment. that they
would be off the air until next Monday morning, Apr 9, when they
would s/on on 12182U. Signal is easy copy, plenty of discussion
about solar flares and about the new antenna for 12182 working well.

Radio Ecclesia
This Angolan Catholic broadcaster station first came on the air in
1954, but was nationalized by the Marxist MPLA-led government after
Angola's independence in 1975. In March 1997 Radio Ecclésia was
re-inaugurated in the presence of the Archbishop of Luanda and
Angolan political leaders.
Nonetheless the station was subjected to political pressure because
of its editorial policy. Co-operating closely with Portuguese
Catholic broadcaster Radio Renascenca for journalistic training and
news services Radio Ecclésia breached semi-official orders to abstain
from reporting on dissenting voices in Luanda, the capital of Angola
and on the Angolan civil wars going on both in the South as well as
in Cabinda since independence in 1975. In July 2000 Radio Ecclésia
was given 2 hours airtime daily on transmitters of Radio Netherlands
in order to give greater coverage to peace negotiations going on for
Angola.

China Tries To Jam Foreign Radio

Updated 2:42 AM ET March 27, 2001
By MARTIN FACKLER, Associated Press Writer
http://news.excite.com:80/news/ap/010327/02/int-china-hostile-radio

BEIJING (AP) - In the airwaves above Tibet and China's western
deserts, a battle is under way for the hearts and minds of restive
ethnic minorities. The communist government is pitted against an
array of foreign broadcasters ranging from exiled Muslim separatists
and Saudi religious radio to Western news services such as the Voice
of America and Radio Free Asia.

In a region fought over by outside powers for centuries, the
broadcasters are trying to cement ethnic unity - or kindle rebellion.
It's a high-tech update of the "Great Game," the 19th-century rivalry
between Britain and Russia to control Central Asia.

The official Xinhua news agency has warned of the dangers of foreign
broadcasting, noting, "Infiltration by hostile radio stations from
abroad into our region has lately become more serious." Beijing is
fighting back by expanding programming in local languages - new
transmitters are extending Chinese radio into remote corners of Tibet
and the Muslim region of Xinjiang - and stepping up efforts to jam
foreign shortwave broadcasts.

Western broadcasters say jamming, usually the airing of noise at the
same frequency, has increased since last fall, and Chinese officials
have confirmed they are building jamming facilities. VOA has heard
Chinese opera and banging sounds drowning out its programs in Tibetan
since September, said John Buescher, head of the U.S. government
agency's Tibetan service.

"The jamming is being called China's new 'Great Wall,"' said Dru
Gladney, a Xinjiang expert at the University of Hawaii. "It's all
part of a general package to rein in Xinjiang" and Tibet.

The stepped-up interference coincides with China's "develop the West"
program. The effort begun last year is aimed at binding the economy
of China's western regions, Tibet and Xinjiang farther north, more
closely to Beijing and raising living standards.

The two regions have been the scene of a separatist struggle since
communist troops arrived in 1950. Over the past decade, Tibetan and
Xinjiang cities have seen a wave of protests and bombings. China
claims foreigners incite the unrest and train militants.

Two of the biggest foreign broadcasters are financed by the U.S.
government. VOA transmits four hours of news a day in two Tibetan
dialects. Radio Free Asia, set up after the 1989 crackdown on
pro-democracy activists, has eight hours daily of Tibetan
programming. Xinjiang's biggest Muslim ethnic group is the Uighurs.
Though Radio Free Asia has broadcast one hour a day in the Uighur
language since 1998, most programming in the language comes from
Muslim countries.

A state-run Saudi station beams out two hours a day of Islamic
religious programs in Uighur, but experts say it attracts few
listeners. An Uzbek government station broadcasts secular news in
Uighur.

More worrisome to China is programming by Uighur exiles broadcast
from Almaty, capital of the neighboring Central Asian republic of
Kazakstan. Uighurs are ethnically related to Kazaks and other Central
Asians.

Radio Almaty broadcasts one to two hours a day into Xinjiang's Yili
valley, the site of anti-Chinese rioting in 1997.

It carries news of Uighurs living abroad and a "mildly anti-Chinese
message," said Nicolas Becquelin, a Xinjiang specialist at the School
for Advanced Social Sciences in Paris. Becquelin said the
broadcasters are forced to temper that anti-Chinese message to avoid
upsetting Kazak authorities.

China has pressured Kazakstan and other neighbors to clamp down on
anti-Chinese agitation, holding out access to import markets as an
incentive. Chinese anxieties about foreign broadcasting got a rare
public airing at the annual session of the national legislature in
Beijing in early March.

The head of the Xinjiang delegation called for more money for radio
and television and to combat "subversive broadcasts," especially in
the Yili valley.

"These broadcasts are fanning separatism ... and carrying out
propaganda by religious extremists," said Abulahat Abdurixit. "Their
ultimate objective is to destroy and break up China." Xinhua said the
delegation wanted much more than the $400,000 spent last year on
those activities.

In Tibet, China has quadrupled its Tibetan-language radio staff to 80
in the last year, according to Western observers. Voice of Tibet, a
private broadcaster based in Oslo, Norway, says it tries to evade
jamming by switching frequencies twice a day. Chinese jammers then
rush to find and block the new signal.

"They move when we move," said Oystein Alme, manager of the service.
"We can see they are getting faster."

1593 VoA/RFE Holzkirchen 1593 shut down.

The US consulate at Munich announced yesterday that the IBB
Holzkirchen- Oberlaindern site will cease txing on MW 1593 but
continue the SW txions "towards the Balkans, CeAsia and into other
geopolitical important regions, which can for the time being reached
by this facility only for technical reasons". (dpa news agency;
original item at http://www.nz-online.de/nz/b6.htm if not removed
meanwhile).

The German text makes not definitely clear whether or not the tx is
still on air, but seemingly not; at least I hear tonight on 1593 only
traces OF weak signals down in the noisefloor, while Holzkirchen was
actually unmistakable here; I guess 1593 was on air for the last time
on Sunday.

The statement of the consulate that the SW txs at Holzkirchen-
Oberlaindern (HOL) are used for bcs into the Balkans, is wrong and
certainly the result of a confusion with the MW outlet, which was
recently used for the Serbian/ Serbocroatian sces of VoA and RFE
exclusively after carrying also other stuff (namely VoA English, also
incl Communications World) some years ago. For that they failed to
mention the European part of the CIS, which is still amongst the main
target areas of HOL.

The only azimuths which are currently used at HOL are 39, 57, 59 and
77 degrees, and I guess that not much further ones are possible, so
the HOL SW txs are likely useful for txs into the CIS and surrounding
targets only. And "technical reasons" are in German a oblique
reference to reasons which one does not want to mention.

Voice of America Seeks New Arab Accent

War of the Airwaves: A Counter to Anti-Americanism
By Norman Kempster Los Angeles Times Service
International Herald Tribune, April 4, 2001

WASHINGTON With pervasive anti-American sentiment in the Arab world
threatening President George W. Bush's new Middle East policy, the
Voice of America wants to remake its Arabic-language broadcasts
completely to appeal to a younger, more radical audience.

Under a plan awaiting approval by the independent board that governs
U.S. government radio outlets, VOA would broadcast round the clock
throughout the Arab world, targeting much of its programming to the
under-30 crowd that is most likely to blame the United States for the
region's ills.

Right now, according to broadcast board officials, only a tiny
fraction of potential Arab listeners tune in to VOA's seven hours of
daily programming. In a region with vast cultural differences and
wide variations in vocabulary and pronunciation, the service beams
the same programs across the entire region, using a formal dialect
that many Arabs consider laughable.

"It is dismal," said Norman Pattiz, chairman of the broadcast board's
Middle East committee. "What we do now is one-size-fits-all to the
entire region. It's broadcast on shortwave, which has minimal or no
listeners."

If it works, VOA's expanded presence in the Arab world would
reinforce Mr. Bush's strategy of rebuilding the U.S. relationship
with moderate Arab governments such as Egypt, Saudi Arabia, Jordan,
Morocco and others - a change from former President Bill Clinton's
intense focus on Israel and the Arab-Israeli peace process.

Even in countries with governments generally friendly to the United
States, there is a seething resentment on the street of U.S. power
and, especially, Washington's support for Israel.

If VOA can neutralize some of that anti-Americanism, it will move
U.S. international broadcasting closer to its World War II and Cold
War roots, when the radio services played a much more direct role in
advancing
Washington's foreign policy aims.

It would also help justify a role for the government broadcasting
services in the post-Cold War world. In the decade since the Soviet
Union collapsed, some critics have suggested there is no longer a
reason for the program.

Created during World War II, VOA broadcasts worldwide in English and
53 other languages, delivering news, music, call-in talk shows and
features on the United States. In recent years, it has branched out
into tightly focused regional news beamed mostly to Africa. It claims
an audience of 91 million people, very few of them in the Middle
East.

In addition to VOA, the independent Broadcasting Board of Governors
supervises Radio Free Europe/Radio Liberty, Radio Free Asia and Radio
Marti, which are targeted to a few generally unfriendly countries
with heavily censored and government-dominated media.

The nine-member bipartisan board was established in 1999 to be a
"firewall," preventing the administration from dictating program
content to the government-funded but legally independent broadcast
services. Board members and top officials of the radio outlets were
unanimous in insisting that the White House, State Department and
other agencies refrain from interfering in broadcast policy. When
they do try to intervene, they are usually rebuffed.

Sanford Unger, VOA's director, said his organization provided
saturation coverage of impeachment proceedings against Mr. Clinton,
almost certainly annoying the White House.

Mr. Pattiz, chairman of Westwood One, a major radio corporation, has
drafted an ambitious plan that would put VOA on the air 24 hours a
day across the Arab world.

For the key broadcast hours of 7 a.m. to 11 a.m. and 3 p.m. to 7
p.m., the network would split into five geographic segments that
could focus on local-interest news and regional accents. The separate
broadcasts would be aimed at Israel, the West Bank and Jordan; Iraq;
Egypt; the Gulf region; and Sudan and Yemen.

VOA's present broadcasts are mostly on shortwave, a frequency band
that cannot be received by most radios. Mr. Pattiz said the new
service would include FM, AM and digital satellite broadcasting,
enabling it to reach many more ears. NO ONE really knows how big the
potential audience is. An estimated 33 million people across the
Middle East listen to some sort of radio each day. U.S. officials say
they have no way of knowing how many of those listeners would tune in
to a revised VOA. The board is expected to approve the plan and
forward it to Congress for funding.

In the meantime, VOA plans to curtail broadcasts in the following
languages: Bulgarian, Romanian, Slovak, Uzbek, Portuguese (to
Brazil), Thai, Turkish, Armenian, Azerbaijani and Georgian. About $4
million of the $5.5-million in savings would be diverted to fund the
start-up of the new Arabic programming.

In recent years, CNN, MSNBC, BBC and other broadcast organizations
have circled the globe by cable and satellite television. But these
programs are in English. They do not generally reach the general
public in developing nations.

The Middle East is awash in Arabic-language radio and television
programming, at least some of it independent of government control.
But U.S. officials say most of it is designed to feed public
prejudices against Israel and the United States.

"Clearly, there is a media war taking place in the region," Mr.
Pattiz said. "U.S. international broadcasting has little if any
impact. Hate radio, incitement to violence, disinformation, state
censorship, journalistic self-censorship are common."

Some experts say much of the current Arabic broadcasts are
anti-Israel and anti-American because that is what the listeners
like. They say VOA might find it difficult to attract an audience for
broadcasts that do not have an anti-Semitic undertone.

Mr. Unger disagreed, saying: "We will tell it straight. The idea is
much the same in Arabic as any other language - VOA has something to
offer in the free flow of information."

Euskadi. En esta entrega Radio España Independiente.

Radio España Independiente tambien llamada La Pirenaica, sobrenombre

trabajando, Pedro Aldamis director, Virgilio Fernandez comentarista
