I visited your site on clandestine radio. I would like to
update the info on Radio Sadayee Kashmir.
It is now heard at 0230-0330 & 1500-1600 on 6135 (ex 9890). The
first 40 minutes program is in Urdu and the next 20 minutes in
another language.
It seems I was the one who spotted them first and reported in
dx_india reflector.
Id is: Radio Sadayee Kashmir. Its exact site etc. is a mystery.

Patriotic Movement of Lebanon station "Voice of Liberty" starts
broadcasts again on 11515 kHz on Tuesday 25 February 2003:
"New FPM radio programs starting Tuesday 25 Feb 2003 on 11515
kHz SW (Short Wave) from 6h00 PM to 7h00 PM Beirut time, 4h00
to 5h00 GMT" [i.e. 1600-1700 UT]
The Lebanese opposition station had tested via a TDP brokered
transmitter (in Samara?) last year from 22 Nov to 22 Dec also
on 11515 kHz. The TDP website

(An announcement earlier this year had said they would probably

Maiac 999 kHz (Fridays 1800-1830) is aired with 1000kW, acc. to
the same source.

4050 Hit Shortwave
Those weekdays I've had time to check this one at 1800 UT there
always seems to be the religious (?) program for some 25
minutes. 4Program starts with female announcer, some music and
into talks by male. I recall last Sunday (16 Feb) there was
only music at that time. I made some mp3 recordings of this
program, they are at http://personal.inet.fi/koti/jsa
The two "program announcement" are from two different days (18
and 19 Feb), but sound identical to me. The "program" is from
Wednesday, 19 Feb around 1810 UT. It has some ute qrm for a
while, but clears up later. The nasty ute usually starts at
1800 just after the female announcer and lasts about 10 mins.
So, if you speak Farsi (I presume this language is, if not
Dari), or know someone native speaker who could have a listen
to these mp's, I'd appreciate it very much. Just click the

Hallo Jari, Cornel van Ravenswaaij, Guido Schotmans and myself
were in Northern Denmark last week and we also listened to this
station. On febr 14th we also heard at 1800UTC utility QRM
interfering with a female announcer. At 1718UTC there was a
very short announcement: "Hit Shortwave" and at 1732UTC "Hit
Music on Shortwave"

8-9 at 1808 Strong levels of ute QRM Same time Kyrgyz R with

in RR Also Kyrgyz radio oin 4010 was of nearly same signal
strength for the successive days: S5-6 for 1600 and abt S8-9
max for 1900 UTC, Tune ins for 21, 22, 23 and 24.2).

new tune in at 2055 there was programming in English . Man
talking about education policy telling abt a short music gap .

12 m dipole (giving better S/N than the 16m antennas)

I tried to listen to the new Voice of Ethiopia and didn't find
them on the published frequency of 7560 kHz. Instead I listened
to them on the new frequency of 7520 kHz from 20.08 to 20.55
UTC tonight, Feb 23rd. Very good strength!

statement, 2035 recheck commentary in English criticising

eine gute Gelegenheit die Leistungsfähigkeit seiner
Gerätschaften im 31 mb zu testen, ist der Empfang aus
Abkhazien/Georgien. Rumen Pankov in Bulgarien meldete am 10.
Februar, dass Republic of Abkhazia Radio Sukhumi (Suxum) wegen
der Frequenzbelegung von RTB T-systems Juelich und Radio Sweden
in der B-02 Periode von der langjährig benutzen Frequenz v9489
kHz nach 9495 kHz ausgewichen ist.
Die Frequenz der 5 Kilowatt Station ist immer variabel, heute
am 15.2. war das Programm auf v9494.75 kHz um 0530 bis fade-out
um 0715 UTC in SWDeutschland hörbar.
Die Station ist winters um 0400-0915[sommers 0300-0815] sowie
1500 (Samstags 1300)-1800 UTC hörbar. Aber ist auch mittags
1130-1300 UTC gelistet. Programmsprachen sind Russisch,
Georgisch, sowie Abkhazian und Ossetian. Agygei Radio wird
samstags um 1310-1400 UT gesendet. Siehe auch verschiedene

Die Störsituation auf den Nachbarkanälen, 'eingeklemmt'
zwischen:
9490 0400-0600(-0700 Sa) RTB Juelich, 0600-0800 u. 1100-1130 R

über Ballempfang vom UKW tx in Sochi auf 71.93 MHz übernommen.
Dann kann das Programm auch \\ über den starken Sender auf der
Frequenz 1089 kHz aus Tbilisskaya gehört werden.

listen to thiny five
kilowatt station of Republic of Abkhazia Radio Sukhumi (Suxum)
in Georgia/Abkhazia.
Rumen Pankov in Bulgaria noted on Februar 10th, that Republic
of Abkhazia Radio Sukhumi (Suxum), usually for a decade on
v9489, switched over to 9495 kHz, to avoid co-channel
interference of powerful RTB T-systems Juelich und Radio Sweden
in B-02 season.
The frequency is always variabel. Today Febr 15th noted the
Russian language program on v9494.75 kHz between 0530 til
fade-out at around 0715 UTC in SoWe Germany.
Approx schedule is 0400-0915(winter, 0300-0815 summer),
1500(Sat 1300)-1800 UTC. But also at noon listed 1130-1300 UTC.
Program languages are Russian, Georgian, as well as Abkhazian
and Ossetian. Agygei Radio also noted Saturdays at 1310-1400

Interference on the neighbouring channels pressered by: 9490
0400-0600(-0700 Sat) RTB T-systems Juelich, 0600-0800 and
1100-1130 R Schweden. and 9500 0400-0630 Radio Bulgaria in Ru,
Bulg, Ru. 1130 Greek, 1200 Alb, 1230 Serb.
Often the program GTRK (State TV and Radio Comp) "KUBAN", Radio
Rossii/Sochinskaya GTRK/GTRK Kuban from Krasnodar in Russia is
relayed, feed/picked up via FM tx Sochi 71.93 MHz, which
receive the regional program simultaneously by micro wave
network. This has a \\ outlet via the powerful MW station
Tbilisskaya in Russia on MW 1089 kHz.

Re : Re: v9494.75 : Please note - Abkhaz State Radio broadcasts
primarily in Abkhaz with some Russian, but not in Ossetic (this
language is not spoken in the region). There may be programmes
in Georgian, but I haven't seen them confirmed. As for "Adygei
Radio" (i.e. GTRK "Adygeya" in Maykop, Respublika Adygeya,
Russia) - the Krasnodar regional programme traditionally relays
these broadcasts (the Adygei Republic was part of Krasnodar
kray until the early 1990s), this is how they "end up" via the
"pirate relays" of R.Rossii & Krasnodar/Sochi reg in Suxum.

9494.72 Abkhaz Radio (tentative) 0411-0452 Decent carrier
strength (S5-S6) at tune-in, but weak modulation produced only
the faintest of audio; could recognize YL vocals. Brief talk by
YL a t 0414, then more pop music with female vocals. Audio
began improving at 0424, when alternating talk by OM & YL was
heard, but I wasn't able to recognize the language. Some pop
ballads with occasional announcements by a YL. At 0440 a
discussion between two men and a woman was heard up till 0452
when the audio was gone. SINPO was 24332 during the peak in
audio.

Aqui va una captacion que llevo escuchando ya dos semanas pero
no escuche su identificacion hasta el dia de ayer. Esta emisora
solo se escucha los dias lunes y jueves :
Escuchada ayer día 20-2-03 la emisora Radio Khara por la
frecuencia de 4875 kHz, la hora de escucha fue de 17:13 UT a
17:30 UT que finalizo la emisión con la identificación de la
emisora. La identificación es Radio Hara. En el momento de la
escucha había un hombre y una mujer hablando alternativamente
en un idioma que no reconocí probablemente seria Abkahaz,
seguidamente se pasa a escuchar la pieza operística conocida
por todos como "O SOLE MIO" después siguieron hablando OM y
la YL y después se paso a otra pieza de opera, la emisión
finalizo a las 17:30 UT con la identificación de la emisora.

not a clandestine station. It is a licensed, non-commercial
Georgian broadcaster, based in T`bilisi, which is dealing in a
comprehensive way with the relationships between Georgians and

Program originates not from Pakistan I guess. Some guys in NAm
heard also familiar pips tones like CIS opening procedure...
and 9890 looks like Mr. Titov's dept.
I read so far: Program starts at 0230, the carrier was found on
already at 0208. There were talks about "hets on 9889 and
9891", so obviously a continuous 1 kHz test tone was aired
prior to the program start. This behaviour reminds me on the
gone V. of Afghanistan transmissions, suggesting that this is
again stuff from London. Regarding the transmitter site, what
about Merlin or WRN brokerage in
one of the countries BBCM uses to paraphrase as "Central Asia"?

Radio Sadayee Kashmir 6135 : Friends, Radio Sadayee Kashmir
which was reported at first in dx_india on 24 Jan 2003, is now
noted on the new frequency of 6135 (ex 9890) at 0230-0330. At
0230-0310 it is in Urdu and at 0310-0330 in another language.It
is very strong at my location. Its transmitter location, adress
etc. is still a mystery Please note that the new frequency is
close to AIR's frequency of 6155 which also broadcasts in Urdu
to Pakistan at 0015-0430.

Dari [?] language. I am not yet 100% sure of the ID, but I am
checking every day. This one comes up behind an Arab, which
closes down shortly after, when this one can be heard
reasonably well. Nice India type singing. Lots of talk about

Programming was in urdu. signal fair to weak in my location in
kolkata. Report on pakistan governments activities in

The attacks on Afghan President Hamid Karzai's administration,
civilian aid groups and U.S.-led coalition forces come daily.
Afghan and American officials now believe that 90 percent of
the attacks are coming from across the Pakistani border. They
also fear things will get worse if war starts in Iraq, reports
the South China Morning Post.
"I think the security situation in eastern Afghanistan is going
to be a problem for some time to come just because of the
freedom of operating back and forth from the Pakistan border,"
said Gen. Richard Myers, U.S. Joint Chiefs of Staff chairman,
during a visit to troops at Bagram air base outside Kabul.
It did not take long for his prophetic words to translate into
action.
More than 400 American and U.S.-allied Afghan troops, backed by
B-1 bombers and helicopter gunships, are fighting the largest
group of guerilla fighters to surface in almost a year.
Coalition spokesmen claim 18 rebels have been killed since the
battle erupted Jan. 27 in southeastern Afghanistan, out of an
estimated 80 in a group possibly armed from Pakistan.
The ominous issue is not that they are there - but that they
assembled in Pakistan. Hundreds more terrorists are mobilizing
in Waziristan, in the Pakistani tribal belt adjacent to eastern
Afghanistan, with heavy weapons, sophisticated communications
equipment for a clandestine radio station, and posters and
pamphlets announcing a jihad against U.S. forces and the Karzai
government.
The fighters come from different groups - a few Arabs from
al-Qaida, former Taliban members, Afghans loyal to the renegade
commander Gulbuddin Hekmatyar and Pakistani extremist groups.
Mines and rockets have exploded near Bagram. In the capital,
young men have thrown grenades at vehicles carrying soldiers of
the 4,800-member strong International Security Assistance Force
(ISAF), responsible for security in Kabul.
Frequent communiques from various guerilla leaders, including
Gulbuddin Hekmatyar and former Taliban leader Mullah Mohammad
Omar, all promise the same thing - more to come.
Many officials in the region are convinced that Pakistan is now
pursuing a dual strategy of capturing foreign militants while
going soft on domestic groups, which are rebuilding their
strength in the ethnically Pashtun-dominated tribal border
areas that gave birth to the Taliban movement.

The bishop of Uije, D Francisco da Mata Mourisca, today said
that the incidents provoked by Media Minister Hendrick Vaal
Neto's comments "does not mean a lack of good relations with
the church".
In his opinion, Vaal Neto's comments "were unfortunate" and
showed that we are a still a "small democracy". He said it must
be borne in mind that in a democratic country the media have
the freedom to speak as long as they speak the truth. Regarding
the radio, he hoped that it would be valued for its true
purpose because it provides the nation with a good service.
This was D. Francisco's reaction to the controversy following
Neto's comments that accused Radio Ecclesia of practising a
"form of radio terrorism" that is "used as a vehicle to defame
and issue false and harmful propaganda against individuals and
institutions in the country"...

Luanda, 14 February: Taking into consideration the fact that
the remarks made by the minister of social communication,
[Hendrik Vaal Neto], in the course of the "First Hand"
["Primeira Mão"] programme of the National Radio of Angola, RNA
have attracted all types of interpretation that are not in line
with the spirit, or the aims of the government. In light of
this, the Ministry of Social Communication hereby makes public
the following views:
1-It has been with a great deal of concern that this ministry
has stayed in touch with the posture adopted by Radio Ecclésia
-Catholic Broadcasting Station of Angola. In its programmes, it
makes it clear that there is an eventual campaign to turn
citizens against the Angolan government, and the ruling party.
2-Ever since the end of the conflict, it has been noticed that
the transmissions of Radio Ecclésia reflect a rather unusual
but growing persistence in the broadcasting of reports and
comments that rather tarnish the government's image.
3-This has happened on a number of occasions, the most recent
one being the rather serious insult of comparing the president
of the republic with Satan. This happened during the
transmission of the morning of Saturday, 1 February 2002 [year
as received].
4-Including in programmes that have the participation of the
public by means of a telephone line, there is this rather
strange coincidence that by and large all the people who speak
show a complete aversion to the government and the ruling
People's Movement for the Liberation of Angola, MPLA party.
These people are given air time to blurt out all types of
inappropriate and offensive comments about government
officials, thereby placing in jeopardy the dignity of these
officials, and consequently violating the laws in force in the
country at the moment.
5-This tendency, which reflects a real deviation from the
station's electoral profile, and from the general purposes that
should guide the media as set down by the law, and even the
more elementary principles of Christian doctrine, was in
evidence yet again with the response to the interview given by
the minister of social communication in the "First Hand"
programme of RNA. In it, Radio Ecclésia did nothing more than
to let the public think that there is a conflict between the
government and the Catholic Church in Angola. This is false.
6-In the face of this situation, the Ministry of Social
Communication hereby reiterates that there is no conflict at
all between the government and the Catholic Church. The latter
is an institution of spiritual character that the government
respects. The ministry further clarifies that the Catholic
Church must not be confused with Radio Ecclesia which, in its
normal discharge of duties as a commercial radio broadcasting
station must be subjected to the disciplinary norms that govern
radio broadcasting, for the management of which the government
is ultimately responsible.
7-The Ministry of Social Communication stands for freedom of
communication and diversity of opinion, but always showing
respect for the Law, and for State institutions.
In light of this, the ministry hereby calls on Radio Ecclésia
to keep its transmissions within the parameters of its

Minister of Social Communication Hendrik Vaal Neto has accused
Radio Ecclesia of carrying out "broadcasting terrorism" against
the Angolan government.
Minister Vaal Neto put across these views in an interview with
the National Radio of Angola, RNA, today. In the course of it,
he criticized this Catholic radio station for "carrying out a
kind of broadcasting terrorism that would not be acceptable in
any other country of the world". He further complained that
Radio Ecclesia uses its aerials "as vehicles to outrage,
besmirch the good name and put out false and harmful propaganda
against the individuals and institutions of this country".
Minister Vaal Neto did not think however, that the aims
underlying this editorial approach will bear any results. From
his point of view, these aims are manipulate innocent people,
and to induce the government to take measures that would
provide good ground for accusations of a lack of freedom of the
press.
By way of conclusion, and in a subtle reminder of the ruling
People's Movement for the Liberation of Angola (MPLA) victory
in the 1992 elections, this government official made it clear
that "at the appropriate time, (the people of Angola) will know
what stand to adopt".
Radio Ecclesia's response
The management of Radio Ecclesia responded with an editorial at
the opening of its 1830 news service, after engaging in
consultation with the highest ranks of the Catholic Church, the
proprietor of the above mentioned radio station.
In its editorial, Radio Ecclesia stressed that it had noted
"the minister's remarks with astonishment and indignation,"
having found them to be "grave in the extreme" in light of the
senior post he holds in the Angolan Government. It was also
concerned because this "appeared to be a very well orchestrated
strategy, taking into account the tone of its presentation,
which suggested that this was something both premeditated, and
well defined".
The management of Radio Ecclesia also found that, in describing
it as terrorist, Minister Vaal Neto was by extension describing
the Catholic Church of Angola as a terrorist institution, even
though he is a member of its congregation. The editorial
further pointed out it was odd that such remarks should come
from a minister at a time of national reconciliation and
reconstruction, the foundations of which should be the minds of
government officials. "Through such pronouncements His
Excellency the minister elected to go down the road of
intimidation as a way of achieving these goals. In the process,
he caused much uncertainty and insecurity among the staff of
this radio station," the document stressed.
Finally, the management of Radio Ecclesia called on Minister
Vaal Neto to engage in "frank and open dialogue with the
management and workers of Radio Ecclesia".

GOVERNMENT TAKES "GOOD NOTE" OF EPISCOPAL CONFERENCE'S APOLOGY

Luanda, 22 February: The Angolan government said it "took good
note" of the communiqué issued by CEAST (Episcopal Conference
for Angola and Sao Tome), broadcast on Thursday 20 February
where an apology was made to President Jose Eduardo dos Santos
over insults contained in programmes broadcast by Rádio
Ecclesia, the Angolan Catholic radio station.
The Angolan Executive said in its communiqué published on
Friday 21 February, that it hopes CEAST's position will "in
fact mark the reintroduction of Rádio Ecclesia abiding by its
scrupulous editorial stance, in order to respect the truth,
promote people and institutional dignity and spread evangelical
and moral values."
The government feels that during this phase of national
reconciliation, Rádio Ecclesia can play a positive role towards
forgiving and overcoming the grief and trauma caused through
the armed conflict, bringing Angolans closer together and
consequently contributing towards establishing more fraternal,
just and dignified
relations among all citizens.
As Rádio Ecclesia is incorporated into the national information
system, it has the same rights and obligations as any other
media body, "that is given the right to educate the conscience
by respecting truth, spreading different opinions, engaging in
open and honest debate, without resorting to insult and
falsehood, exercising the right to criticize and revealing
illegal and immoral situations by way of helping to construct a
united, prosperous and fair nation for all of Angola's
children."
In the communiqué, the government acknowledges, the importance
of private media allowed in the Angolan democratic system, but
recalls that all development projects, especially those on
radio, are subject to the country's legislation.
The communiqué ends by congratulating CEAST, for the "edifying
position" taken at its last meeting.

Government launches Radio Peace and Liberty
As of 4 June, the Central African Republic's national
broadcaster, Radio Centrafrique, remains unheard but the
government has launched an FM station in Bangui on 88 MHz. The
radio, which is believed to have commenced broadcasting on 31
May, identifies itself as Radio Peace and Liberty. It has
reportedly been set up in President Ange- Felix Patasse's
compound with the support of the Libyan government and it is
run by some of the national radio staff. So far no defined
programmes have been heard on the radio, which is broadcasting
only music and intermittent presidential statements. The
independent Radio Ndeke Luke, run by Hirondelle Foundation
http://www.hirondelle.org continues to broadcast.

Media behaviour on 7 June Radio Peace and Liberty, the FM
"crisis radio" launched by the government, was still
broadcasting at 1130 gmt on 7 June. The station was playing
mainly music. Ndeke Luka radio and the Roman Catholic Notre
Dame de Bangui radio stations were also broadcasting, but not
their full programmes. The national TV resumed its broadcasts a
few days previously but as of 7 June had again stopped
broadcasting.

Zenawi is hoodwinking the international donor community by his
rhetorical lip service to democracy and free market economics.
We believe that Mr. Zenawi’s Marxist ideological addiction and
his strong attachment to the communist thought and gridlock, is
responsible for the current economic woes and massive human
rights violations in Ethiopia.
We believe that democracy is the cure for all the ills of
Ethiopia. In our view, development without the rule of
democratic law is a dream, which can never be attained. We
believe that freedom secured by institutions of democracy is
not only the mother of all inventions but also the mother of
all development! We are convinced that only free people can
think freely, and development is possible only when a
democratic law guarantees freethinking! The reason why Ethiopia
is in such a dire situation is not because of bad weather but
because freethinking has been smothered by the disciples of
Stalin currently at the helm of power in Ethiopia.
We have another reason why fifteen million Ethiopians are in a
life and death predicament too. We believe that the top echelon
of the Ethiopian regime is not only in the business of massive
human rights violations but also it is engaged in a massive
money laundry into its foreign bank accounts!
We believe we have embarked on a sacred and worthy cause. The
cause is massive; it needs the help and good will of good
people the world over. We need volunteers of all kinds. We

TEHRAN TAKES STEPS TO COUNTER 'U.S. PROPAGANDA.'
The Iranian legislature on 5 February approved a 12.5 billion
rial (about $1.6 million) budget to counter alleged U.S. plots,
Iranian state television reported the same day. The money will
support Iranian lawsuits against the U.S. in international
courts and "enlighten public opinion" inside and outside the
country about America's "cultural onslaught." This has become a
regular part of the budgetary process in Iran. The legislature
also allocated 20 billion rials for the Center for Dialogue
Among Civilizations. Supreme Leader Ayatollah Ali Khamenei on 4
February met with officials from the official Islamic Republic
of Iran Broadcasting (IRIB) and told them that the IRIB must
counter the propaganda of Western countries that were harmed by
Iran's Islamic revolution, IRNA, "Iran Daily," and the "Tehran
Times" reported the next day. Khamenei said the Islamic
revolution ended the dependence of Iranian governments on
foreign powers and provided the people with political freedom
and that this is another reason why Iran is a target. The IRIB
should "expose the enemy's plots and revive hope about the
future," he said. Khamenei added that historically all youth
have the same qualities -- dynamism, energy, and idealism --
and the third postrevolutionary generation in Iran is no
different. He also called on the IRIB to improve the quality of
its radio and television programs.

RADIO FARDA LAUNCHES FIRST OF THREE PROGRAMS SPOTLIGHTING
DEVELOPMENTS IN IRAN

Radio Farda, a new Persian-language radio station aimed at
Iran’s young listeners, has launched, "This Week in Iran," a
30-minute roundtable discussion program that will explore
political and social topics each week.
"This Week in Iran," which runs every Friday, is the first of
three half-hour programs that Radio Farda

others, "Democracy and Human Rights Roundtable" and "The Youth
Scene," will air later in February."Our Iranian listeners – all
those people who want to see freedom and democracy introduced
to their country – will be well-served by the news feature
programs that we’re introducing on Radio Farda," said Kenneth
Y. Tomlinson, chairman of the Broadcasting Board of Governors
(BBG), which oversees all U.S. international broadcasting,
including Radio Farda.
In its inaugural Feb. 14, 2003 show, "This Week in Iran"
featured experts from Tehran, Paris and Geneva evaluating the
legacy of Iran’s 1979 revolution on the 24th anniversary of the
event. In addition, Radio Farda broadcast a two-hour special
live program on the United Nations’ inspectors’ report on
Iraq’s weapons and the U.S. and international reactions.
Correspondents from Washington, New York, Moscow and Rome
contributed to the report, along with prominent Iranians in
Tehran.
Radio Farda, which debuted on Dec. 18, 2002, has attracted wide

The tale of Soviet-Iranian relations over the past decade is
one worthy of more attention than it generally receives. In
late 1978, for instance, as General Secretary Leonid Brezhnev
was publicly confirming his support for the shah, the
Soviet-backed National Voice of Iran radio, broadcasting from
Baku, capital of Azerbaijan, Soviet Union, was issuing rabid
calls for the shah's overthrow and the installation of an
Islamic government.

... Baku would be used as a propaganda centre for instigating
Communist revolts in Iran. These endeavours have been
reinforced by the recurrent theme of Soviet propgandists and
litterateurs that their brothers in Persian Azerbaijan should
be redeemed. In this way an irredentist ideology has been kept
alive in Soviet Azerbaijan. Soviet Azerbaijan is the sanctuary
of Iranian Communists and a centre for funding the Iranian
Communist Party. On its Iranian border is positioned a radio
station, called the National Voice of Iran which beams
communist propaganda to Iran. As many as 28 Soviet divisions
are stationed for action in Iran and this border is connected
by road networks with the metropolitan cities of Soviet Union.
In other words Soviet Azerbaijan is being keyed to play a vital
role in the realization of Soviet plan to reach Gulf waters.
Communist Party of Azerbaijan remained an important source of
help for Afghan communists before they took over.

"Radio Free Lebanon to be launched on 25 February. Paris, 20
February: Free Lebanon Radio will to be launched on 25 February
following the finalization of all preparations. The broadcast
will be on the shortwave frequency 11515 [kHz, at 1600-1700
gmt]. It is also possible to listen to the radio programmes by
logging on to the Free Patriotic Movement's web site and also
through a satellite TV broadcast. The daily broadcast that is
directed at the Middle East will include several programmes
including the daily news bulletin and political commentaries."
(A radio station identifying itself as "Voice of Liberty" was
heard broadcasting test transmissions in Arabic on 11515 kHz
from 1600-1700 gmt during November-December 2002. The Lebanese
newspaper The Daily Star on 20 November reported that the
station broadcast on behalf of the France-based Rally for
Lebanon, part of the Free Patriotic Movement of former Army
Commander Michel Awn. Gen Awn has been in exile in France for
the past 11 years.)

INFORMATION WAR RAGES IN CHECHNYA

On 2 February, Chechen President Aslan Maskhadov appeared on
pirate Chechen television to say militants are prepared to
launch a new drive against Russian troops ahead of a scheduled
23 March constitutional referendum. The broadcast underscored
questions about how opposition information is disseminated to
the Chechen public as the war grinds on in its fourth year.
An information war is raging alongside the military campaign in
Chechnya. The pro-Russian Chechen administration controls all
the official media in the republic. This includes the
Chechen-language newspaper "Daimohk" and the Russian-language
paper "Vesti Groznogo," both of which are circulated throughout
Chechnya. The administration also controls the republic's local
papers, as well as all legal radio and television broadcasts.
As a result, there is no easy way for Chechen separatists to
get their message to the public.
But they still manage. Maskhadov recently used a pirate
television broadcast to denounce next month's scheduled
constitutional referendum and to warn that rebels are ready to
launch a new drive against Russian troops in the republic. The
broadcast was seen in districts on Chechnya's western border
with Ingushetia, the Russian region that has housed hundreds of
thousands of displaced Chechens. A subsequent broadcast
featured footage of Chechen fighters training for battle.
Musa Khasanov, a journalist with RFE/RL's Russian Service who
lives and works in the Chechen capital Grozny, says that in
addition to Chechen- and Russian-language newspapers, the
pro-Russian administration has control of the republic's radio
and television programs, which he characterizes as short on
hard news and long on Kremlin ideology. RFE/RL attempted on
numerous occasions to reach Beslan Chaladov, the head of
Chechen State Radio and Television, but with no success.
Khasanov said that the public in Grozny is relatively well
informed about the attitudes and actions of the separatist
government, largely due to the underground newspaper
"Ichkeria." "For instance, recently it has become almost
routine that in the morning, as you leave your home, you find a
bunch of 'Ichkeria' newspapers placed at the front door. The
latest issue was about [the former prime minister of Chechnya's
pro-Russian government] Mikhail Babich, and devoted not to the
nicest aspects of his biography, but to some of his [alleged]
criminal activities." The source of the newspaper is unclear.
Khasanov says people believe "Ichkeria" is printed outside
Chechnya and smuggled across the border for photocopying and
distribution. He says even bribes as small as $2 are usually
enough to get the newspapers past the Russian checkpoints along
the republic's border.
Television is a more complicated matter. During the first
Chechen war (1994-96), Khasanov says, separatists could seize
broadcast frequencies for short periods, and announcements by
former Chechen President Dzhokhar Dudaev were inserted into
soap operas and other programming. The current situation is
more complicated. Now, Khasanov says, Chechen militants are
believed to have set up a mobile broadcasting unit in the
mountains, and surfing television frequencies has become
standard practice for many Chechens hoping to catch one of
TV-Ichkeria's irregular 30-minute broadcasts. Khasanov
described Maskhadov's 2 February address: "The last program was
clearly seen and heard in Chechnya's Achkhoi-Martan and
Shunzhevskii raions. It was a one-hour program in which Aslan
Maskhadov spoke about the readiness of Chechen resistance
forces and the situation within the armed resistance. [He] said
that now, on his orders, large detachments of Chechen fighters
have split into small groups and are waiting for the end of the
winter and that with spring big operations against the Russian
forces in Chechnya are planned."
Khasanov says that rebels have their own Radio Ichkeria as
well. The programs are thought to be produced by the rebels and
then transmitted through a system created by so-called "radio
hooligans," who use homemade broadcasting equipment to transmit
the newscasts as far as 200 kilometers away. He said the
start-up network of amateur broadcasters also keep one another
informed when Russian interceptors are in the area.
In short, Khasanov says, the separatists' system works -- but
imperfectly: "You can listen to the radio and watch television
in Grozny, but there are some regions where the signal is of
bad quality -- in places where Russian troops are deployed,
near the buildings of the [pro-Russian] administration. The
signal is bad there." Ruslan Badalov is the chairman of the
Committee of National Salvation, a nongovernmental organization
working to support Chechen displaced persons in neighboring
Ingushetia. He says displaced persons from Chechnya bring
copies of "Ichkeria" as well as videos and audiotapes produced
by the separatists. "['Ichkeria'] writes about the crimes of
Russian forces in Chechnya," Badalov said. "Some analytical
articles are published on relations between Russia and
Chechnya. Some translated texts from the foreign press are
presented. It depends on the events. Let's say a session of
[the Parliamentary Assembly of the Council of Europe], its
resolution [on Chechnya], or an appeal by President Maskhadov
were covered."
Badalov says the Russian authorities are very angry about the
circulation of so-called "bandit" newspapers among the
displaced persons. In the camps, most Chechens get their
information about the war by word-of-mouth. "People often try
to predict their future based on rumors," Badalov says. All the
same, both he and Khasanov say the pro-Russian administration
is losing -- and the separatists are winning -- the information
war in Chechnya.

Holocaust denier returned deported from United States to Canada
TORONTO Feb 20 (AP) - A German man who ran a neo-Nazi
publishing house and denied the Holocaust happened was deported
to Canada after his U.S. visa expired, a U.S. immigration
official said Thursday.
U.S. officials handed Ernst Zundel over to Canadian authorities
Wednesday, two weeks after the 63-year-old was arrested in
Tennessee, U.S. Immigration spokesman Michael Gilhooly said.
Zundel, who ran a white supremacist publishing house in
Toronto, had been living in the foothills of eastern
Tennessee's Great Smoky Mountains for about two years.
He immigrated to Canada in 1958 to escape the draft in West
Germany, according to the U.S.-based Anti-Defamation League.
By the 1970s, he was running a Toronto-based publishing company
that produced white supremacist books with titles such as "The
Hitler We Loved and Why."
In the 1980s, Canadian officials temporarily suspended his
mailing privileges and later sued him for "knowingly publishing
false news." He was convicted, but Canada's Supreme Court
struck down the "false news" law in 1992 before he could go to
jail.
Canada later refused to grant him citizenship, prompting his
move to Tennessee.
A Web site, "Zundelsite," which the Canadian Human Rights
Commission tried to outlaw, also moved to Tennessee.
Although Zundel is a German citizen, U.S. officials sent him to
Canada because he entered the U.S. through Canada.
Zundel's wife, Ingrid, said she was kept in the dark as to
Zundel's final destination.
"This is bizarre," she told The Mountain Press newspaper in
Sevierville, Tennessee. "Never once has any official told me
anything."
Keith Landy, the president of the Canadian Jewish Congress,
said Zundel should have been deported to Germany.
"He is a citizen of Germany. He ought to be sent there," Landy
said. "The last thing we need is a hardcore hate monger and
holocaust denier like Zundel."
Canadian immigration authorities had no comment on Zundel's
arrival
Zundel once aired his "Another Voice of Freedom" via shortwave
in the 1990's. It never lasted long anywhere due to its
controversial nature. Ironically, his website has audio files
on demand.

I see via NYT for 2/22/03 that notorious Holocaust-denial
propagandist Ernst Zundel is being held by Canadian immigration
while he tries to earn refugee status in Canada. He previously
left Canada in 2001 when it got too hot for him there, with
actions to shut down his website beginning. He was recently
arrested in the USA for overstaying his visitor's visa, hence
the return to Canada. He never took Canadian citizenship and
faces charges in his native Germany.
In the late 1980s I used to listen to Zundel's program over
WRNO, New Orleans. I think the show was called "Voice of
Tomorrow". The program had some horn fanfares announcing the
show --- these were the same trumpet fanfares that the German
radio in WW2 used to herald battlefield victory announcements.
When I was listening to his show, I used to be thinking that
this was the closest thing one could experience to the crude
WW2 nazi radio propaganda. My opinion was that he was not very
well educated in either science or history, and just about any
listener with any breadth of reading could find glaring errors
to easily refute. Of course, how hard is it to defeat someone
who claims UFOs were actually an invention of the Third Reich
