Exile radio up to fight Movement
KAMPALA - Ugandans living in exile have started a short wave radio
station to 'give an alternative view on the politics of the country'.
A Ugandan political activist living in exile said that the radio, based
in the German city of Berlin, will be launched on August 16 by two exiled
politicians, former President Milton Obote and Col. Kizza Besigye, a
losing presidential candidate in 2001.
Col. Besigye and Mr Obote will be hosted together in a one-hour talk
show, Mr Godfrey Elum Ayoo told The Monitor in a telephone interview from
his German base.
"They will talk about politics and the need to redirect the
democratisation process in Uganda," he said.
The two leaders will speak on the radio again on August 17 from 6-6:30
p.m.
"It's an opportunity for them to use this platform to reach out to people
in Uganda without endangering the lives of journalists working in
Uganda," he said.
Ayoo said yesterday that Radio Rhino International-Africa (RRIA) will
broadcast in English from 17.555 Short Wave. The radio will broadcast
from 6-6:30 p.m. on weekdays and from 6 a.m. to 7 p.m. on weekends.
Ayoo, who is also the director of RRIA, said the station's signal would
be received in east, central and parts of South Africa.
He said that for proper reception, listeners in Uganda would have to
place antennas of their respective radio sets at 145?.
Obote, the President of Uganda Peoples Congress and twice deposed by the
army from State House, has been living in exile in Zambia since 1985.
Besigye fled the country in August 2001 in the aftermath of that year's
disputed presidential elections. He cited harassment from security
agencies. He lives in exile mostly in South Africa.
Ayoo said yesterday that the radio would help counter the Movement
government's 'intolerance to free and independent press in Uganda'.
"RRIA is a declaration of an airwave campaign in the liberation,
protection and promotion of the freedoms of expressions and the rights to
information by the press, mass media and the people of Uganda," Ayoo said
in an e-mailed statement to The Monitor.
He said the radio would cover news on current events, politics, economy,
health, education, culture and environment in its daily broadcasts.
The activist, who has been living in exile since 1985, said RRIA will
counter the NRM regime's 'intimidation, harassment, and forceful closures
of private independent radio stations and newspapers and barring of
accurate reporting especially on wars and insecurity where the UPDF is
overtly or covertly involved in and outside Uganda'.
"Certainly we shall show that there are things you cannot control and
these include the airwaves," he said.

UGANDA : New opposition radio station heard broadcasting to Uganda
A new shortwave radio station has been heard broadcasting to Uganda. It
calls itself Radio Rhino International-Africa and is clearly opposed to
the government of Ugandan President Yoweri Museveni and his ruling
National Resistance Movement (NRM).
The new station - which describes itself as a "voice of freedom and
democracy" - was heard on 5 September with an English-language broadcast
at 1500-1530 gmt on 17555 kHz. Reception in east Africa was excellent.
The transmission was described as a trial and announced that regular
broadcasts would be launched in mid-September.
Telephone and fax numbers in Germany were announced for contacting the
station, along with a web site - www.radiorhino.org .
This web site says the trial broadcasts began on 3 September and that
regular programming is to begin on 16 September. It says the station will
be launched by messages from Milton Obote (a former president of Uganda
and currently leader of the Uganda People's Congress) and Kizza Besigye
(who stood unsuccessfully in the 2001 presidential elections and is
currently leader of the opposition group known as the Reform Agenda).

Africa.)
The web site describes Radio Rhino International-Africa as "your voice
for freedom, liberty, democracy, justice and equally developed Africa".
It says the new radio intends to "break the chains of state concealment
of the NRM's man-made gruesome inhuman sufferings on the people" and
"unravel the Uganda NRM regime's propaganda of misinformation, lies,
concealment and denials of the inhuman effects of its militaristic
political ideology".
The web site does not disclose details of the station's transmission
arrangements. However, it is believed that it is hiring airtime from the
German communications company Deutsche Telekom, which has a record of
leasing shortwave transmission facilities to a variety of exiled
political organizations, including a number broadcasting to Africa,
notably Ethiopia and Eritrea.
The Ugandan newspaper The Monitor had reported on 18 July that it had
received a statement from a Ugandan exile, Godfrey Elum Ayoo, saying that
Ugandan exiles living in Germany planned to launch Radio Rhino
International-Africa, which would be based in Cologne.
On 5 September, The Monitor reported Ayoo, whom it described as the
radio's director, as saying that it would be based in Berlin.

Uganda: Former presidential candidate denies knowledge of exile radio
station
Text of report by Emma Mutaizibwa, "I know nothing of Radio Rhino",
published by Ugandan newspaper The Monitor web site on 8 September
Kampala: Dr Kizza Besigye, a losing candidate in the 2001 presidential
election, has denied that he is scheduled to speak at the launch of a
radio station by Ugandan exiles in Germany.
On Friday [5 September] The Monitor reported that Besigye, together with
former President Milton Obote, would speak at the launch of Radio Rhino
International-Africa on 16 September.
The RRIA director, Mr Godfrey Ayoo, had claimed that Besigye and Obote
would be aired on 16 and 17 September.
"I have never heard of or been in touch with anyone by the names of
Godfrey Elum Ayoo or any other person acting on behalf of Radio Rhino
International-Africa (RRIA)," Besigye said by e-mail yesterday.
"I have no knowledge of any launch of such a radio or my joint
participation with former President Milton Obote in any radio programme,"
he wrote.

Reform Agenda Welcomes German-Based Radio

THE Reform Agenda (RA) has welcomed the establishment of Radio Rhino
International-Africa (RRIA), a German-based station to broadcast views of
Uganda's opposition leaders.
RA deputy secretary general Louis Otika said during the weekly press
conference yesterday that although RA leader Dr. Kizza Besigye had not
yet been contacted by the radio's proprietors, RA welcomed any moves that
would give the opposition more voice.
Godfrey Elum Ayoo, the RRIA proprietor, recently said the 17.555 short
wave radio would be launched on September 16, adding that Uganda People's
Congress (UPC) exiled leader Dr. Milton Obote and Besigye would address
listeners during the launch.
Ayoo said the radio would broadcast between 6:00am and 7:00pm on weekdays
and up to 6:30pm on weekends.
"We have not yet bought broadcasting equipment of our own and we do not
have any immediate plans to buy such equipment. So if there is an
opportunity for us to contribute positively to Uganda's political
development using that station we shall take advantage of it," Otika
said.
RA environment secretary Kagulire Ssebowa and David Kanyerezi, the RA
youth league chairman, were present.
Ssebowa said the Movement director of information, Ofwono Opondo,
confirmed what RA said about the harassment of its supporters.
Opondo said on Capital Gang on Saturday said Uganda had very good
relations with the African National Congress, South Africa's ruling
political party.
He said South African-based Besigye's activities were therefore being
monitored by the Government of Uganda.

Radio Sedoye Yaran or Radio Yaran? : There are two US-based
Farsi-language satellite stations relayed to ME via European SW tx's:
Radio Sedoye Iran (="Voice of Iran") and Radio Yaran ("Radio Friends")
aka AFN Farsi Netlink, but as far as I see it, there is no "Radio Sedoye
Yaran".
A DX publication reported "Radio Sedoye Yaran" earlier this summer, but I
think it was a misunderstanding ("Iran" instead of "Yaran" is easy to
confuse), and this name started to circulate without correction. [The
name 'Radio Sedoye Yaran' is used in the schedules by E.Bierwirth (see
CRW 141) and even I did not correct the name in the log published in CRW
141 -M.Schöch-CRW]
On 15790 there is Radio Yaran (see

Vietnamese by male speaker. This was followed with two other
commentaries, all dealing with Human Right Violations by Vietnam towards
the Degar People. The 'only' ID I heard was at 1320 repeated
words...Degar..Degar....The program ended with a very rustic, string
viola selection and off without any fanfare. This was noted on the 2nd
with very strong signals, on the 4th, there was no sign of this
broadcast, but on the 6th( with strong signals) from *1300-1326* again
sign-on in mid-sentance with the repeat of the broadcast of the 2nd.
Again off with out any 'formal' station ID. The sudden sign-ons and the
sign-offs indicates possible problems with the audio links, as on the 2nd
there was notice hum on the audio, but nothing on the 6th.

I've just got round to listening to a recording of the Degar Voice
broadcast on 9th September 1301-1327. As usual, it crash-started with the
programme already in progress. The very last word of a 15-minute (approx)
talk in Degar (presumed) was "Amen", followed by a short piece of ethnic
music and a switch to Vietnamese. So it would appear that these
broadcasts are religious in nature... You can hear a clip of this on the

Radio ship "Goddess of Democracy" scrapped in Taiwan
TAIPEI, Sept 1 (AFP) - Taiwan on Monday began to scrap the radio ship
"Goddess of Democracy" which has been in mothballs after it was blocked
from beaming messages of freedom and democracy to China in 1990 following
Tiananmen Square massacre, officials said.
The demolition work scheduled to take about 70 days kicked off following
a ceremony at Anping, a harbour in the southern Tainan county, said Wu
Meng-wu, the owner of the 1,200-tonne ship.
"This is a blow to those who have been pushing for freedom and democracy
in China," an angry Wu told AFP in a telephone interview.
Wu was ordered to scrap the ship in March after he lost a lawsuit filed
by the Anping Harbour authorities, who insisted the ship must be removed
to make way for harbour expansion and that Wu must pay at least two
million Taiwan dollars (about 58,650 US) in harbour-related fees.
Wu agreed to begin dismantling his ship by September 10 but he denied he
owee the authorities any fees.
Wu claimed that after he bought the ship, the government promised to help
him take care of it.
Wu purchased the ship for 550,000 US dollars from the France-based
Chinese Shipping Association, a group set up in Paris by exiled Chinese
dissident leader Yan Jiaqi, after pressure from Beijing scuttled the
group's bid to broadcast freedom and democracy messages to China in April
1990.
He later turned the ship into a floating museum displaying photographs
and information about the bloody suppression of Chinese pro-democracy
activists at Beijing's Tiananmen Square on June 4, 1989.
Wu said he had spent nearly 100 million Taiwan dollars (2.93 million US)
on the ship.
However, Wang Tien-chu, chief of the Anping Harbour Bureau, said the ship
must be removed.
"To tell the truth, it is nothing but an abandoned ship. It has not
received an updated certificate of sailing worthiness," he said.
"Mr Wu may have some complaints towards me. But what can I do? What I can
do is to implement official policies, although I do respect what he has
done for the mainland's democracy movement," Wang told AFP. cty/sdm

Founder of Radio Rebelde died
Sad day for Cuban radio: both bcing and amateur radio in Cuba today are
mourning the death of Eduardo Fernandez, CO7RR, the founder of Radio
Rebelde stn that from the Sierra Maestra mountains in 1958 made daily bcs
telling the people of Cuba and the Americas about the revolutionary war
in progress at that time against the Fulgencio Batista dictatorship.
Eduardo was a very dedicated and enthusiastic radio amateur operator, and
for a number of years was the President of the Cuban Federation of Radio
Amateurs.
I met him in 1959, just as he came down from the mountains where he was
what could best be described as the chief engineer of Radio Rebelde.
Eduardo Fernandez loved radio and it he helped every one he could to
become a radio amateur. Among his favorite aspects of ham radio was
operating using radioteletype, a mode that he simply loved. From the days
of the mechanical teletype machines, Eduardo patiently explained to every
Cuban radio amateur willing to listen, how radio teletype worked, and his
participation in several international RTTY contests was always much
expected, because at one time CO7RR and later his newer call CO2BB were
the only RTTY stns operating from Cuba.
A very modest and humble person, he was promoted to the highest military
rank of the Ejercito Rebelde, the Cuban Rebel Army that fought against
Batista, where he was one of the Comandantes de la Sierra.

PAVEL TIGRID DIES IN PARIS
The former Czech culture minister, writer, journalist and dissident in
exile Pavel Tigrid has died in Paris at the ago of 85. The former Czech
president Vaclav Havel said he had received the news with a heavy heart,
describing Mr. Tigrid as a good and brave man who had left behind a
precious legacy. Culture minister Pavel Dostal described him as a legend
of Czech journalism. Pavel Tigrid emigrated from his homeland twice: once
during the Nazi occupation and again after the communists took power in
1948. During the war he worked as a journalist for the London based
Czechoslovak government in exile, and in later years he worked for Radio
Free Europe/Radio Liberty. He returned to Czechoslovakia after the fall
of communism in 1989.
Veteran writer, politician and broadcaster Pavel Tigrid dies aged 85 The
Czech Republic woke up to some sad news on Sunday (August 31st) - the
death at the age of 85 of the veteran writer, politician and broadcaster
Pavel Tigrid. Tigrid spent much of his life in exile, and many Czechs
remember him for his broadcasts on the BBC during the Second World War,
and later Radio Free Europe during the Communist

Radio Free Europe move from Czech capital centre postponed

Prague, 9 September: The US Congress will delay the move of Radio Free
Europe/Radio Liberty (RFE/RL) from the centre of Prague because of a lack
of funds and is considering ending broadcasts in Croatian and Slovak, the
daily Hospodarske noviny writes today.
Foreign Minister Cyril Svoboda said during the summer that a location for
the radio station has been selected.
The government has considered moving the station from its current
location on one of Prague's busiest streets as an important preventive
measure in light of the 11 September terrorist attacks. RFE/RL is
considered a possible target for terrorists.
The government offered several locations outside of Prague which the
radio's management rejected because of their complicated transport. The
rent contract on the current building expires in December of 2004.
Transport has been limited around the building and it is guarded by
police and soldiers.

BBC unit to monitor 'hate speech'

BBC Monitoring, the corporation's government-funded arm that tracks the
world's media, is to turn cyber-spy and monitor internet chat sites in a
bid to pick up "hate speech" that could point to new areas of ethnic
unrest around the globe, writes Leigh Holmwood.
A special team of 10 people has been set up at the division's base in
Caversham, Berkshire, in order to monitor new areas such as discussion
forums and message boards as well as radio phone-in programmes for views
that could be considered hateful.
Information gathered will be distributed to BBC Monitoring's customers,
such as the Foreign Office, as well as to BBC newsgathering for use in
briefing reporters.
BBC Monitoring has previously tracked more traditional print and
broadcast media outlets but the new approach has been taken in the wake
of the war in Iraq, director Dr Chris Westcott told Broadcast.
"The new initiative means us starting to collect and monitor and
understand new types of sources," Westcott said. "Whereas traditionally
we would focus on mainstream news and foreign affairs programmes, we now
need to look at other types of media."
Westcott said particular countries would be focused on to begin with,
including Bosnia and Serbia in Europe and Congo and the Ivory Coast in
Africa - areas where ethnic tensions run high.
BBC Monitoring staff would not take part in chat room discussions but
would merely track what was said, he added.
The initiative is currently a pilot scheme but it is expected to become
part of BBC Monitoring's core operation.

RADIO LIBERTY KEEPS ON AFTER SALVATION CLOSURE

SEOUL, South Korea (AP) -- Every day, a South Korean public radio program
broadcasts news, hit pop songs, talk shows and lectures over its northern
border -- material that North Korea says it can't tolerate any longer.
KBS's Radio Liberty program was created in 1948 to provide Koreans living
in Russia, China, and North Korea with news of Korea. It used to contain
condemnations of North Korea. Now it features interviews with North
Korean defectors describing their new lives in South Korea, and provides
information such as the number of computers in the two Koreas.
Many South Koreans are unaware of the program. But for decades, North
Korea has considered it a propaganda tool aimed at destabilizing the
isolated communist state.
Last month, North Korea halted its own three-decade-old anti-South
propaganda radio, the Voice of National Salvation, and demanded that
South Korea reciprocate by nixing the KBS program.
KBS said it would not comply. "Since our program is one of the few means
of providing truth to North Koreans, we have no intentions of halting our
programs," Yoo Woon-sang, chief producer at KBS's radio overseas service
department, said this week.
"North Korea's hidden intentions seem to be to prevent outside
information from coming into its country," said Koh Yu-hwan, a North
Korea expert in Seoul.
The pressure to end the South Korean broadcasts came as North Korea held
talks this week with the United States, South Korea, China, Russia and
Japan to discuss its nuclear program. A U.S. government official said the
North threatened to carry out a nuclear test.
North Korea tolerates no independent news media and no public Internet
access. Control of information buttresses Pyongyang's totalitarian rule
over its 22 million people.
In past weeks, North Korea has accused Washington of waging
"psychological warfare" by sending transistor radios into its territory
and boosting airtime of the Washington-based Radio Free Asia
and the Voice of America.
In North Korea, tuning into private radio broadcasts is banned. North
Koreans in possession of private radios must report to authorities, who
mechanically alter them to catch only local stations. Those caught
listening to outside radio broadcasts can be sent to prison, according
to North Korean defectors.
Nonetheless, the number of North Koreans listening to outside broadcasts
is rising with the help of radios smuggled from China, they say. People
also remove the frequency jammers [sic] on their state-issued radios.
"For many North Koreans, South Korean broadcasts make more sense than the
local ones, and by listening to them, they spot inconsistencies in their
regime," said Lee Joo-il, a 38-year-old defector who arrived in
Seoul in 2000.
For decades, the two Koreas waged fierce propaganda battles. The sides
used balloons to scatter leaflets on each other's territories.
Loudspeakers traded slander across the 2.5-mile-wide Demilitarized Zone
separating the two countries. Radio stations infiltrated each other's
populaces with political programs. They featured interviews of defectors,
who typically described the countries they left behind as "hell" and how
they were enjoying a new life in a "paradise."
In both Koreas, it was illegal to listen to those broadcasts. Following a
historic 2000 inter-Korean summit, such propaganda subsided. In July, the
two sides even agreed to consider ending "slanderous broadcasts." North
Korea's state-run media, which can be monitored in South Korea, still
issues saber-rattling remarks against the United States and is full of
praises of its leader Kim Jong Il, although its anti-South Korean slander
has dwindled with progress in reconciliation

Mosul: Guven Radyo [Radio Trust], which broadcasts in Iraq, is calling on
the members of the terrorist PKK/Kadek [Kurdistan Workers' Party/Congress
for Freedom and Democracy in Kurdistan] organization to benefit from the
Rehabilitation Law.
Guven Radyo, which belongs to the Turkish security forces and which
broadcasts in northern Iraq on FM 96.3, is carrying programmes aimed at
informing the members of the terrorist organization about the
Rehabilitation Law.
In the programmes, those who have benefited from the law are also calling
on the terrorists and urging them to surrender to the security forces,
just like them.

Nepal cracks down on 'illegal' foreign media equipment

Kathmandu, Oct 15 (IANS) Nepal has asked foreign organisations, including
the BBC, to seek government approval before "donating" media equipment
here which was reportedly being used to broadcast their programmes.
"The ministry of information and communications (MIC) has learnt of some
frequency modulation (FM) radio stations getting communication equipment
from foreign organisations and broadcasting foreign programmes without
prior approval of the ministry," a government notice said.
Donor countries were reportedly giving FM transmitters to local stations
and then re-broadcasting their programmes in Nepali from these stations.
"BBC radio is one of the organisations that re-broadcast Nepali language
programmes from a Kathmandu-based FM station without officially informing
the government as per existing rules," a senior MIC official told IANS.
Authorities claim BBC was exploiting Nepali resources illegally and the
government was losing revenues that the channel was supposed to pay.
Defending the government decision, an official said: "This is not an
unfair decision, a similar situation had arisen in India as well. When
India asked foreign media representatives to pay royalties many of them
fled India but those who remained are following the rules."
He also said it was unclear what some of the equipment given by donor
countries -- especially Pakistan and the U.S. -- was used for.
"Foreign organisations are exploiting our ignorance of latest media
technologies and equipment has entered the country under different
pretexts. We have information that the equipment may be used for spying
and to support terrorist activities, especially after the crisis in
Afghanistan."
The U.S. is conducting military strikes against Afghanistan to flush out
Saudi born Osama bin Laden, the prime suspect in the September 11 terror
attacks on American soil.

can't say for sure, but don't think this is about sagarmatha. there is
another station, radio lumbini, which has been broadcasting bbc and voa
without permission of the government. there have also been stories of
maoists using radio, but these are unconfirmed to my knowledge. a lot of
equipment has come into nepal from abroad (with and without foreign donor
support) for radio because very little is available locally. government
regulation and bureaucracy make it very tempting to circumnavigate rules
of import. often it is hard to sort through the rumours and suggestions
to find out what actually might have irked the government. they have
recently published several ads warning foreign organisations not to break
the rules.

Radio Galkayo is now on a new frequency 7.335 MHz in the 41 metre band
shortwave.
This is within the International shortwave broadcast band.
Previous broadcasts were outside that band so as to escape the powerful
International broadcasters.
There are 3 daily broadcasts.
1. Good morning Somalia: uses 800 Watts from 7.15 am till 10.30 am local
time. 0415 UTC to 0730 UTC.
2. Good afternoon Somalia: uses 100 Watts from 1 to 3.30 am local time.
1000 to 1230 UTC because our generator is faulty and there is no town
electricity in our afternoon.
3. Good evening Somalia: We are back on 800Watts from 7pm to 8.55 pm
local. 1600 to 1755 UTC.
These short wave transmissions are also broadcast on 89.6 MHz FM.
Radio Galkayo needs the following if anyone is coming to Somalia or able
to send by DHL courier.
1. Radio Galkayo is expecting a small standby 5KVA generator but we also
need a 16 to 20KVA 220Volt AC diesel generator to replace our current
one.
Currently we can not broadcast on high power in the afternoons or when
the main town power fails during its normal available time in the morning
and evening.
2. There are no double cassette decks with out problems here. THREE would
help.
These are used in both studio program production and in the transmitter
room. A second studio room is now available but we have no equipment to
put in it hence there is a big daily demand on the one studio program
production room and the faulty equipment there.
3. Audio Mixers are showing problems and THREE would help.

[BDXC-UK] R Rhino Intl - 17555 : Thanks to tip from Chris Greenway in
Nairobi (who heard the station yesterday 5 Sep at 1500 UTC on 17555),
just heard sign-on of R Rhino Intl at 1500 UTC Sat 6 Sep on 17555 kHz
(via Juelich) in English, targeting Uganda. Broadcast announced as a
trial with official launch "middle of September" (16 or 17 Sept according
to website). Fair signal here - but best on lsb to avoid splatter from
strong Chinese (Voice Intl?) on 17560.

A new Ugandan opposition station is now on the air at 1500 on 17555! It
is called Radio Rhino International-Africa. I was tipped off to it by an
article in a Ugandan newspaper yesterday. Heard here in Nairobi yesterday
(5 September) with excellent signals. It announced that the current
broadcasts were a "trial" and that regular programming would be launched
in mid-September.
The broadcast gave telephone and fax numbers in Germany (+49) and they
also announced their web site - www.radiorhino.org - which I have checked
and which says that the tests only began on 3rd September..... and that
regular broadcasts will start on 16th September. However, the web site
gets in a muddle with the times, which it says are 1800 GMT in winter and
1700 GMT in winter. Obviously 1800 means Ugandan time, not GMT, and it
means that the broadcasts are aired at 4 p.m. German local time. Very
confusing for listeners in Uganda who understandably know little or
nothing of European summer/winter time!
Apart from that detail, I think the schedule fits in with a mystery entry
in the DTK schedule which was highlighted in DXLD recently, right down to
being daily except Mondays. So, it's coming from Juelich.

alert from Alan Pennington msg in BDXC-UK NL. All EG, some African vocal
and instr. mx but mostly talk about the stn. This was ancd as a trial
prgm, with official start to be in mid-Sep. Pretty clearly displaced
persons are one of their target audiences. Said would not announce
identities of people who contact them. Twice gave tel. and FAX numbers in
Germany for contact, also URL www.radiorhino.org Fady, tho pretty good
signal overall. Closed 1559* in middle of "If I Had A Hammer." Website
gives E-mail address as mail@radiorhino.org and postal address as:
RRIA-Project (VOVI-Uganda. eV), c/o Allerweltshaus eV, Koernerstr. 77-79,
50823 Köln, Germany. However, neither E-mail nor postal address were

Im "Ankuendigungsprogramm" wurde zwar nur auf Uganda eingegangen, auch,
dass in der ersten regulaeren Sendung zwei Uganda interviewt werden, die
aus politischen Gruenden das Land verliessen, aber ich stimme auch der
Meinung von Wolfgang zu, dass man sich erst einmal die regulaeren
Programme etwas naeher anhoeren sollte, bevor man diese Sendungen als
Clandestine einstuft.
Es wurde in dem Programm, das ich empfing, mehrmals als Stationskennung
"Radio Rhino International Africa", nicht aber "Radio Rhino International
Uganda" genannt.

English. "This is your voice for Freedom and Democracy." Then song in
English. Mentioned that trial transmissions were about a week old, but
that official launch would now be on September 23rd instead of September
16th. Former President Obote would be heard at that time. Mentioned that
they had gotten reaction from the USA, Europe, Australia, and Asia.
Announcer added that although Ugandans might not have access to the
Internet, they could send him a text message to his mobile phone in
Germany-

Announcer said that the broadcasts had caught the government off guard
and it did not how to react.
Station would attempt to report from all areas of Uganda, especially
war zones.
Comment on current president of Uganda who intends to remain in power,
something that the people should say no to. Those in the army should just
leave the army and not support the regime. Nor should the police take
orders from the current "dictatorship."

Glad to note Radio Rhino International Africa with s/on 1502 UTC on 17555
kHz broadcasting in English. This broadcast is beamed to Uganda via
transmitter in Germany by DTK. Pretty good reception in spite of splashes
from Chinese speaking station on 17560 kHz. Nice IDs like from R Rhino...

Heard them announcing on 12th Sept @ 1526 UTC that official launch has
been pushed back to 25th Sept (Instead of 16th Sept). Good signals with
occassional splatter from Voice Intl in Mandarin. They also announced a

Anderson sentenced to 15 years on weapons charges
LONDON, Ky. Steve Anderson, a former militia member who shot a deputy
sheriff's cruiser and eluded capture for more than a year, was sentenced
to 15 years in prison on Friday.
Anderson, 55, of Pulaski County, pleaded guilty in May to various federal
firearms charges, including illegal possession of a machine gun, carrying
and firing a gun during a crime of violence and possessing unregistered
firearms.
He was sentenced before U.S. District Judge Danny Reeves.
As Anderson was driving home from a gathering of white supremacists in
North Carolina in October 2001, he was pulled over in Bell County by
deputy sheriff Scott Elder because of a broken taillight. Elder saw
ammunition in the truck and asked whether Anderson had guns with him.
Anderson then riddled the deputy's cruiser with at least 20 bullets.
Elder was not hurt and shot back before Anderson drove into the hills of
eastern Kentucky.
When police searched Anderson's home after the shooting, they found
illegal weapons, including a machine gun and silencer, a sawed-off rifle,
two homemade bombs and 25 fragmentation grenades, according to a federal
indictment.
Federal agents arrested Anderson in Cherokee County, N.C. in November
2002. A tipster called investigators after Anderson appeared on the
television show "America's Most Wanted."
Anderson was once a member of the Kentucky State Militia. The
organization said it dismissed Anderson because he made inflammatory
comments about the U.S. government, blacks, Jews and immigrants over an
unlicensed radio station he operated from his Pulaski County home.
David Tapp, Anderson's attorney, told Reeves on Friday that Anderson was
remorseful.
"He is sorry for the things he said on his short-wave radio program,
which caused a great deal of alarm, and he is very sorry for his actions
in Bell County which led to his imprisonment," Tapp said. "I think the
court accepted his apologies and I think the government accepted them as
well. I believe he is sincere."
