I noted the Kurdish channel on 27/12, 1724, up to well after 1900, on
6310.22. No jamming. Just music / songs. SINPO 24433. I re-checked
again today (2/1), 6310.19, at 17:05, same format, SINPO up to 35544.
At 1728, only 25433. Had disappeared when I re-checked at 1759. At

(Z.Liangas-Dec 30, 2004 for CRW)

Noted also here on 2 Jan afternoon/evening on approximately 6310.2
(heard also couple of days earlier). Continuous ME/Central Asian
sounding songs. I had a brief check against some clandestines in the
3/4/6 MHz band for parallels but none matched. There was also audible
at times some pirate on 6310 (or a bit lower).
(J.Savolainen-FIN Jan 2, 2005 in HCDX via DXLD 5-003)

Right now, Jan 3rd at 1530 I am listening to the new station on
6310.2 kHz. Programming is nonstop played music, seemingly Kurdish or
Turkish. No ID heard. Strength is rather good from time to time.
Yesterday at 1630 I heard two stations; on 6310.1 was Radio Malaisi
asking for reports to a famous German pirate address, the other was
the above mentioned. So - who can ID this one?

(R.Scaglione-I Jan 3, 2005 in HCDX via DXLD 5-003)

Re unID 6310.2 --- On 3 Jan at 1358 UT there was a brief announcement
with male and female voices alternating. I don't know the language,
but the beginning sounded to my ears like "Asad Radio Rusha", then
female "dengi hi...". Male repeating "Radio Rusha". There was also
words "kurt" and "kilohertz". Apparently they gave transmission time
and frequency. The format of the program seems similar to that of Hit
Shortwave from Kyrgyzstan months ago. The beginning of the
announcement may of course be something like "Dear radio listeners"
etc., and not referring to the station name. I heard this station
also on 4 Jan at around 0600 UT on 6310.2 with weak signal. The
mentioned announcement is available as (non-HiFi) .wav file at
http://personal.inet.fi/koti/jsa
(J.Savolainen-FIN Jan 4, 2005 in DXLD 5-004)

6310 wav=Radio Roj? Hallo, As far as I can catch this language, which
sounds to me Kazakh; I can understand something as Aja(tajik=inja?),
Radio Roj dengi ... besh kilohetrz ( ...5 kHz)

Yesterday 4. Jan, I have heard for more than 2 hours starting from
1350 fade in (S0 and below) the station playing for at least 15+ with
clearly Turkish / Kurdish songs instead of the region which is
different. As for example at 1420 there was a Turkish replica of a
Greek song, then a Kurdish song on 'Irani'. At 1445 I found a short
but different ID of 'Radio Roj' by the same speakers followed by
clearly Turkish songs and once again short announcement (80 secs) by
YL with more Turkish/Kurdish songs to follow. I think that after 1530
or 1600 the songs were more eastern.

My question comes now: if this Radio Roj has a relationship with Roj
TV, a Kurdish satellite TV program that transmits via Hotbird. I am
to upload a file on my web site with the ID from the 1445 soon. For
the moment there is a server error.
(Z.Liangas-GRC Jan 5, 2005 in DXLD 5-005)

I would think the ID sounds like "Azad Radyo Roja" / "Radyo Roj". The
letter "j" is pronounced "zh" in Kurdish. "Roj" means "Sun" in
northern Kurdish (Kurmanji) and is an important word for the Kurdish
identity, the sun is a central motive in the Kurdish national flag.
There are a number of Kurdish massmedia outlets named this way, like
for example Roj TV in Denmark (which is the former Mezopotamian Radio
& TV which a.o. leased airtime via TDP some years ago):
http://www.roj.tv --- the Belgian company Roj NV which produces the
radio station Dengê Mezopotamya, or the German-Kurdish Internet
provider "Roj online".

(Z.Liangas-GRC Jan 7, 2005 in HCDX-ML)

I had some Kurdish speaking persons to listen to my recording of the
6310.2 unid station. As expected, the recording was not very clear to
their "normal" ears. Bernd Trutenau was right in assuming that the
station name is ROJ (meaning sun). What I've got together from the
e-mails from these Kurdish persons is:
- station name "Radio Roj"
- language is Kurdish, they use the dialect spoken in northern
Kurdistan and Turkey.
- they announce they're broadcasting on 6310 kHz for the Middle-East.

We still need info, which organization is behind this station. It
might be announced in the recording, and I'm still waiting for more
feedback. If you know a Kurdish person willing to listen to the
announcement, it's available as a .wav file at
http://personal.inet.fi/koti/jsa

Radio Free Asia Guild Unit – News Dec. 23, 2004
TENATIVE AGREEMENT! (FINALLY)

The Guild and RFA management Wednesday, December 22, 2004 reached a
tentative agreement on a three-year contract that would be
retroactive to October 1, 2004. The agreement came after nearly 15
months of bargaining, and more than a year and a-half after RFA
employees voted overwhelmingly to be represented by the Guild.

Most of the details of the contract will be provided a little later,
but the final agreement calls for a restructuring of the Broadcaster
job classification as of October 1, 2005. Under that restructuring,
the seven current Broadcaster grades will be condensed into three.
The lowest level Broadcaster will have a starting annual salary of
$43,000 (compared to the current $37,148) and a top of $51,389. The
middle level will start at $49,895 and top out at $59,629. The top
level will start at $54,884 and end at $65,591.

Under the restructuring, no Broadcaster can be moved to a lower
salary. Dozens will receive raises of 3% or more next October.
Broadcasters who are currently at Grades 4 and 5 will get at least a
3% pay raise. Anyone who does not get at least at 3% pay raise will
be eligible for a one-time performance based lump-sum payment of 3%
of the their salary.

The October 1, 2004, step increases will be paid retroactively, and
all employees will receive a 3.5% pay increase as of January 1, 2005.
This agreement must be approved by the members, and a vote will be
scheduled for early January. We also will schedule a membership
meeting to go over the details of the agreement prior to the vote.
This tentative agreement is the result of the strong support of the
members in the language services but especially due to the hard work
and dedication of the rank-and-file bargaining team: Karma Zurkhang,
Liu Hong and Poly Sam

9955 WRMI I asked Jeff White of WRMI to comment on some of the
programs I had recently heard, here is his response.

"Radio Oriente Libre" in the morning is a repeat of their regular
Sunday evening program (8:30-9:30 pm ET on 9955) that has been on for
a few years now.  It's sponsored by the Municipio de Oriente en el
Exilio -- executive producer and main host Pedro Peñaranda.

"Entre Nosotras" is program by Cuban women exiles for women in Cuba.
This group is affiliated with the Electrical Workers Union in Exile
program "Radio Revista Lux" which we have broadcast for many years,
but is on a sort of hiatus for a few months until sometime after the
new year.  The women's program is fairly new, having started earlier
this year.

RFE/RL Caucasus Services Launch New Regional Discussion Program

(Washington/Prague--January 7, 2005) The Armenian, Azerbaijani and
Georgian broadcast services of Radio Free Europe/Radio Liberty
(RFE/RL) are launching a new jointly produced, regional program
designed to help bridge the divisions that exist among the several
nations living in the South Caucasus.
The 20-minute program will be heard as part of RFE/RL's regular
programming every Saturday at 6:00PM (local time) on Georgian State
Radio and at 5:15PM and 11:15PM (local time) on Azerbaijan's
Teleradio network, and on Sunday evenings at 7:00PM on Armenian State
Radio. The broadcasts will be available on RFE/RL's local private
affiliates as well as on the Internet and via shortwave and
direct-to-home satellite broadcast (see www.rferl.org/listen for more
schedule information).
Every other week, the program will be made up of a live roundtable,
moderated from Prague, but conducted either from RFE/RL's studios in
Tbilisi, Georgia or via phone with guests located in each of the
three capitals -- Tbilisi, Yerevan, Armenia and Baku, Azerbaijan.
Programs for those weeks when a roundtable will not be broadcast
(including the first broadcast January 8) will be prerecorded by
local journalists in Tbilisi, Yerevan and Baku and packaged by RFE/RL
editors in Prague. Editorial control of the program will remain with
RFE/RL.
According to RFE/RL Associate Director of Broadcasting Nenad Pejic,
the topics addressed on the program will "concentrate on the future
and on issues that citizens in the region share as common problems,"
in an effort to counteract the general practice in the Caucasus of
using mass media to perpetuate negative images of adversaries and to
promote one-dimensional views of the various conflicts that divide
the residents of all three countries. "Our aim is to engage
communities in a dialogue that will show how much they share rather
than repeat how much divides them," Pejic said.
As a result, while not shying away from sensitive political issues
such as the region's foreign policy orientation, upcoming programs
will address such issues of broad concern in all three countries as
health care reform, education reform, energy and pipeline policy, and
transport and communications issues.
The new program is being produced in cooperation with the
Organization for Security and Cooperation in Europe (OSCE) and the
German Gesellschaft fuer Technische Zusammenarbeit GmbH (GTZ, German
Technical Cooperation).
RFE/RL's Armenian, Azerbaijani and Georgian Services broadcast a
combined 12 hours of programming a day to the South Caucasus,
produced in Prague and in local bureaus in Yerevan, Baku and Tbilisi
and transmitted to listeners via satellite, shortwave and AM, FM, UKV
and cable signals provided by local affiliate stations. Programming
aired by all three services is also available via the Internet, at
www.rferl.org and at the respective service websites:
www.armenialiberty.org, www.azadses.org, and www.tavisupleba.org.

Don Cheadle stars in "Hotel Rwanda", the true-life story of Paul
Rusesabagina, a hotel manager who housed over a thousand Tutsi
refugees during their struggle against the Hutu militia in Rwanda.
One of the aims of the movie is to establish the degree to which the
extremist Hutu radio station RTLM fomented the genocide by spewing
nonstop hate and venom against the Tutsis. The film, nominated for
three Golden Globes, is rated PG-13 in the US. The reviews I've read
so far rate this as a very good movie. If any of you have seen it,
I'd be interested to know your opinion.

The Official Website for Hotel Rwanda is at
http://www.mgm.com/ua/hotelrwanda/main.html. where we were pleasantly
surprised to discover a direct link to the Rwanda page in our dossier
Counteracting Hate Radio. Click on 'facts' and then 'Rwandan Radio
Announcements'. This explains why the page has suddenly been getting
an average of several hundred page views each day.
