BBC Monitoring observed Voice of Iranian Kurdistan on the Hotbird 6
satellite at 13 degrees East, frequency 12597 MHz, vertical
polarization, symbol rate 27500, FEC 3/4, at 1300-1400 gmt on 13
February 2005. The programme was in Kurdish for the first 40 minutes,
identifying as "Aira Dengi Kordestani Irana", then in Persian for the
remainder of the broadcast, identifying as "Seda-ye Kordestan-e Iran".
The broadcast is also available in the form of on-demand audio files
from the station's web site at http://www.rdki.com. The files are dated
in accordance with the Iranian calendar, a conversion chart for the
Gregorian equivalent can be found on the internet at
http://alavi.us/jcal
The station was also observed with a Persian programme in progress on
the same day at 1510 gmt on 3960 kHz shortwave. Reception was poor due
to jamming interference.
Voice of Iranian Kurdistan broadcasts in support of the Kurdish
Democratic Party of Iran, which advocates independence for the Kurdish
region of Iran. The party has a multilingual web site at

KURDISTAN: VOICE OF IRAQI KURDISTAN OBSERVED ON SATELLITE
BBC Monitoring observes Voice of Iraqi Kurdistan (also known as Voice
of Kurdistan) on the Hotbird 6 satellite at 13 degrees East, frequency
11137 MHz, horizontal polarization, symbol rate 27500, FEC 3/4.
Broadcasting hours on satellite are 0300-1800 gmt, and programming is
in Arabic and Kurdish. The station also broadcasts terrestrially on
1116 kHz mediumwave, 6335 kHz shortwave, and 91.5 and 93.3 MHz FM, and
is available online from the web site of the Kurdistan Democratic Party
at http://www.kdp.se

SW Radio Africa is very pleased to announce that starting Wednesday
23rd February we will be broadcasting into Zimbabwe on medium wave.
Between 5 and 7 am every morning listeners can tune in to 1197 kHz in
the medium wave band. These morning broadcasts are also available on
shortwave on 3230 kHz in the 75 metre band. Our evening broadcasts
remain unchanged on shortwave 6145 kHz in the 49 metre band.

Re RFA Mandarin - earlier reports. : Not heard at 1700 hours, but a bit
later 2100 hours, the following noted at 2052-2130 on RFA Mandarin.
13745 Main frequency for a report, excited talk in Chinese dialect but
RFA clearer of the two stations. Tune in 2052. By 2100 interference had
totally gone and SIO was a you beaut 555, by 2132 the strength had
dropped but still no interference SIO 454.

7310 Sound of Hope (P) Thanks WRTH tip. Chinese program heard at 2323.
Pretty good signal, but certainly had another station co-channel.
Music, didn't sound quite like the fire drake with all the crashing
cymbals, but similar. So perhaps jammed with this signal. Of course, I
don't understand their programming, but they do have a link to Falun
Dafa Radio on their website, which might explain why they seemed to be
jammed. Chinese talk, short segments. At 2359 the jamming ended, the
Sound of Hope program went off about 30 seconds later. Channel was then

11765 'Sound of Hope' Broadcast. Noted on the 20th from 1645 with
alternate talk in Mandarin Chinese ( interference from Chinese Jammer
with continuous Orchestra Music , which was parallel with 9680 ) with
telephone call-in at 1649. Noted afterwards with Pop music. What was
strange was at 1659 the jammer had 3+1 time notes (off by one minute)
but the Sound of Hope BCB went off at 1700 with just 2 Time notes
before the plug was pulled. The jammer went off at 1701. The signal was
over the jammer with a nice copy. Also noted on the 27th from 1635 with
the Chinese version of the Vienna Waltz played. The rest of the program
consisted of Choir to Trumpet music, with few announcements. 1659 a
brief comment by male speaker, with possible ID, then a trumpet I.S.
followed with 2 Time notes at 1700 before the plug was pulled.. The
jammer was just audible at best. Signal was best heard on the loop with
a nice s7 signal. Rather a confusing situation as there is no definite
ID that I could make out. Needs more work......

I was following a possible "Sound of Hope" as well, with frustrations
similar to Ed's (see my earlier item, below). Rcpn on 11765 was varying
a good deal from day to day. I found that it came on exactly at 1557 in
mid-prgm. There was always a man with a CH ". . . guangbo dientai" ID
at 1600, then a drama, but I never got much further than that, as the
signal sank down pretty quickly here. I compared what I could get of
the ID with a CH ID on the "Sound of Hope" website, but I couldn't get
a match. There were 5+1 pips at 1600, which would suggest a PRC signal.
Maybe that's all this was. It appeared that the firedragon was in there
as well. During the last week or so there was something on 11765, but
nowhere near as good as before, and during the last few days the fqy
was silent at 1600. I thought it might be KNLS, which PWBR has on 11765
in CH at 1600-1700, but the KNLS website shows their CH at that hour on
7355. I made some recordings of 11765, and I'll see if I have a decent
one and post it.

Feb 24 at 1430 encountered R. Seda-ye Mellat-e Iran (V. of the Iranian
Nation) on 11625; not sure of ID beyond Sedaye at first, but a break at
1441 repeated full ID clearly along with frequencies and a bit of music
before a speech began. This had been on 11620, but clashed with India.
However, no sign of AIR here, tho there was a bit of intermittent
utility interference on the low side of 11625; also fortunate for us,
as this gets it out from under WYFR 11615 skirts; now on a clear
frequency. Fair reception, worsening slightly by 1500* This one
supposedly covertly via CIA, Egypt.

Checked the new Sunday morning broadcast of Hmong Lao Radio via WHRI
South Carolina, 15105. Feb 20 around 1410 all talk, and at several
subsequent chex; was very strong, probably aimed at Hminnesota, but
dropped off abruptly at 1445; suspected a SID, but 15130 Florida, 15170
Costa Rica and 15190 Antigua remained unaffected. THEN the hmusic
started, at 1448 barely audible, but somewhat recovered at 1452 for
something very rustic from a field recording, sounded like a badly

Polisario Front's 1550 outlet is missing for a few days' time this week
while \\ 7460 kHz is on & regular. The Moroccan jammer is still on
though as noted on 7th & 8th inst. while DXing on the SW coast site
while hardly perceived these days when listening from the capital, but
the signal is vy. weak, probably meaning it's on reduced power; at any
rate it's certainly not comparable to what it "looked" like in the
past. Curiously, it's on even when Tindouf 1550 kHz is off (it's off
today too as I write this).

Polisario Front, checked RASD 7460 this morning; and at 1700, 1930; and
2120 UT on 7460 kHz. But signals strength from Tindouf is lousy now.
Either tx power of 20 kW is something lowered from 20 to let's say 5
kW, or a different in-efficient reserve antenna is now in use. Maybe on
this winter season they suffer fuel consumption problem on the refugee
camp? At 2120 some RFA program is ahead co-channel.

7460 Polisario Front's being silent for quite some days on 1550 kHz;
7460 is either occasionally silent too as far as their evening b/cast
is concerned or simply very poor under RFA via MNG. Meanwhile, I found
them on the short lived outlet of 700 kHz only this evening (Sat, 19
Feb, at 2250 UT) so maybe they were active here all the time while
silent on // 1550; the signal is considerably worse than on 1550,
varying S5~S9+5 dB, plus some splash from non immediately adjacent chs.
700 kHz also active on Sun. 20 Feb as obs'ed at 1928 & rated 44444 at
its vy. best; using the elevated K9AY, it seems the azimuth is somewhat
different from that for the 1550 kHz tx.
As I said when I first reported them using 700 kHz (back in Oct'03 I
think) and without wishing to speculate now, it wouldn't be too
surprising if this a completely different RTA site, eastwards of the
one for 1550 kHz Obs'ed on 21 Feb at 0715 UT (700 kHz rated 25342) and
at 0740 when the signal had already faded; // 7460 was strong & good,
gone at recheck 0800 but with the carrier on for quite some time after
that.
No jamming noted underneath 700 kHz, but it's detectable on 1550 kHz,
eve
if the target stn is off. The Spanish freq ann. at 2300+ reads "7470 &
1550 kHz."

Hi Glenn, SW Radio Africa's first MW frequency 1197 kHZ & a new SW
frequency 3230 kHz. Only found out today. Station transmission time is
0300-0500 UT. Location site, most likely Sentech, South Africa. The
0300-0500 UT SW frequency of 3230 kHZ could likely reach the NE coast
of the USA, so folk should check it out.

Hi Glenn, Thanks for including the latest on SW Radio Africa in DXLD
5-035. Monitored SW Radio Africa this morning Friday 25th February from
Harare, Zimbabwe, using a Yaesu FRG 7700 communications receiver. The
new MW frequency 1197 kHz was heard from 0300 to 0345 UT (0500- 0545
Zimbabwe time) with a signal strength of S3. Propagation path was
closed out around 0345 UT. The new SW frequency 3230 was heard from
station open at 0300 UT (0500 Zimbabwe time) with a signal of S9 until
it finally faded at 0445 UT (0645 Zimbabwe time), just before station
close down at 0500 UT.
What is interesting to note is that a station announcement was made at
0430 UT (0630 Zimbabwe time) explaining that the MW frequency can be
heard in South Africa and parts of Southern Zimbabwe only at this time
and that they, quote "were working on the problem of the Medium Wave
signal reaching the Northern parts of the country".

Jewish leaders expressed relief after a federal court judge ruled that
Ottawa was free to deport infamous holocaust denier Ernst Zundel back
to his native Germany.
Justice Pierre Blais called Zundel a danger to Canadian society in a
64-page decision released on Thursday.
"Mr. Zundel's activities are not only a threat to Canada's national
security but also a threat to the international community of nations,"
Blais said.
The judge wrote that "reasonable grounds" exist "to believe Mr. Zundel
is inadmissible on security grounds for being a danger to the security
of Canada," The Globe and Mail reported.
Blais' ruling was a scathing denunciation of Zundel, who he said was a
"leader of international significance" among white supremacists.
"He also tried, by all means possible, to develop and maintain a global
network of groups that have an interest in the same right-wing,
extremist, neo-Nazi mindset," Blais said.
Blais also described him as a Hitler-sympathizer who set out to expand
the neo-Nazi movement and was proud of his influence.
"I remember how proud he was when he mentioned in cross-examination
that his Zundelsite received hits from 400,000 people a month, and that
after his arrest, the number grew to 1.2 million people accessing his
website each month," Blais said.
Zundel, 65, was arrested in the United States and deported back to
Canada over an immigration violation in 2003.
He has been in solitary confinement in a Toronto jail for the past two
years on a national security certificate signed by Canada's solicitor
general and the federal minister of citizenship and immigration.
The certificate allows the federal government to hold Zundel
indefinitely pending his deportation.
Jewish leaders praised the judge's decision and hoped the deportation
would be quick.
Ed Morgan, president of the Canadian Jewish Congress, told the Toronto
Star the judge's decision was "a victory against racism and hate.
"It is certainly a victory for all Canadians who believe in a peaceful,
multicultural society," Morgan said.
Bernie Farber, executive director of the Canadian Jewish Congress,
echoed his sentiments.
"He could be gone tomorrow," Farber told The Globe.
"All I know is, it's going to be quick. Canadians can breathe easier
now."
Zundel's defence counsel Peter Lindsay told The Globe that he plans to
make a couple of last-ditch efforts to stay the deportation order.

Kidnapped Female Iraqi TV Presenter in Mosul Found Dead, Husband Says

MOSUL, Iraq (AP) - A female Iraqi television presenter kidnapped in the
northern city of Mosul last week was found dead, her husband said
Saturday.
Raiedah Mohammed Wageh Wazan was abducted Feb. 20 by several masked
gunmen. Her corpse was found Friday, said her husband, Salim
Saad-Allah. She had been shot in the head.
Wazan was working for local state TV in Mosul. It was unclear what
prompted the kidnapping, but her TV station was attacked last week with
mortar rounds that wounded three technicians.
An Arabic-language Internet bulletin board recently carried a statement
from al-Qaida's Iraq affiliate claiming responsibility for the mortar
strike, but there was no way to verify the veracity of the claim.
The U.S. military says insurgents have contacted the station and
threatened employees there.
Saad-Allah said there would be no funeral procession for Wazan because
he'd received threats not to hold one. He gave no details.
This week, the station aired extensive interviews with alleged
insurgents - including Syrians, Lebanese, Egyptians, Sudanese and
Iraqis - that security forces captured in Mosul.

Seoul, 24 February: South Korea's border propaganda broadcasting
facilities have been reborn as an educational radio station for the
military, eight months after they were halted in accordance with
inter-Korean rapprochement agreements.
In mid-June, South and North Korea halted decades-long propaganda
loudspeaker broadcasts along their tense 248-km land border. The
South's "Voice of Freedom" station, for instance, had boomed out
propaganda broadcasts towards the North for about 15 hours a day. An
official at the Joint Chiefs of Staff said Thursday [24 February] that
his office has established a new military radio station to utilize the
remaining Voice of Freedom facilities and its staff members.
The new station plans to provide South Korean soldiers with news and
various programmes in the fields of culture, education and history, for
three hours a day, starting from next Tuesday, the officer said. "We
worked out measures to prevent the station's radio waves from crossing
over the Military Demarcation Line. This is on-base broadcasting and is
not targeting the North," the officer said.
The Koreas started border loudspeaker broadcasts in the early 1960s to
lure opposing soldiers to defect. While North Korea stressed ideology,
South Korea focused on nonpolitical themes such as pop music and
weather forecasts.
In mid-June, the militaries of the two Koreas made a package of
agreements aimed at easing tension on their disputed border, including
the suspension of the propaganda broadcasting.
The two Koreas are still technically at war, with no peace treaty
signed at the end of the 1950-53 Korean War. The border is the world's
most heavily armed, with hundreds of thousands of troops deployed on
both sides.

RFE/RL BROADCASTS IN KYRGYZSTAN CLOSED BY REGULATOR
The state broadcast regulator in Kyrgyzstan has shuttered the popular
Kyrgyz Service of Radio Free Europe/Radio Liberty, known as Radio
Azattyk, just three days ahead of the country's parliamentary
elections, according to local and international press reports. The
Committee to Protect Journalists has called on the government to
overturn the decision immediately and allow the station to resume
broadcasting.
The Production Association for Relay Lines, Television and Radio
Broadcasting (RPO RMTR) told Radio Azattyk Director Kiaz Moldokasymov
that an upcoming auction for the station's frequency had prompted the
sudden closure, The Associated Press reported.
The auction date is March 10. The station normally signs an annual
contract with RPO RMTR for the frequency; it submitted documents for
renewal on February 8. Radio Azattyk reporters said they believed the
suspension was related to politically sensitive parliamentary elections
set for February 27, the Russian news agency Interfax reported.
The popular station's national reach and its willingness to criticize
government officials have been particularly important to rural
audiences who have little other access to independent sources of news,
according to local reports.
"We are deeply concerned by the government's decision to silence an
important news source in the run-up to parliamentary elections—the very
moment that citizens most need independent sources of information," CPJ
Executive Director Ann Cooper said. "We call on the government to
immediately reverse this act of censorship and to allow Radio Azattyk
to return to the air."
The broadcasts of Radio Azattyk are usually carried by 13 AM/FM
affiliates across the country. The closure does not affect the
shortwave or online broadcasts.

KYRGYZSTAN SAYS RADIO LIBERTY CUT "NOT POLITICALLY MOTIVATED" |

Bishkek, 27 February: The Kyrgyz Foreign Ministry issued a statement on
27 February regarding comments made by the head of OSCE centre in
Bishkek, Markus Mueller.
The statement by the head of OSCE centre in Bishkek, Markus Mueller,
published in the print media on 25 February, expresses serious concern
over the situation around a number of media outlets, including Radio
Liberty and the Media Support Centre publishing house.
The Foreign Ministry expressed regret about the cut in the power supply
to the publishing house, although it noted that according to
information from the Severoelektro joint-stock company, in this case
the reason for the power cut was of a technical nature. The Media
Support Centre's Freedom House publishing house previously used to get
power from the Ibragimov private enterprise, but having decided to get
electricity from a different substation, the publishing house did not
fulfil the necessary requirements and procedures for drawing up the
relevant package of documents for the functioning of the new
substation, taking into account the standard safety regulations, the
Foreign Ministry says.
As for the suspension of Radio Liberty [Azattyk] broadcasts, given the
high commercial demand for TV and radio broadcasting means, and also
the limited frequencies available, the right to broadcast on the
territory of Kyrgyzstan is awarded on the basis of open bidding. The
foreign broadcasting bureau which ensures the work of Radio Liberty was
officially informed of this. At the same time, on 31 December 2004, the
Production Association of Relay Lines, Television and Radio
Broadcasting informed the bureau of foreign broadcasting that the
deadline for submitting documents for the tender was 24 February 2005
and the open bidding would be held on 10 March 2005. Nevertheless, the
foreign broadcasting bureau did not submit the necessary documents to
take part in the bid.
Thus it becomes obvious that the Kyrgyz government has nothing to do
with the afore-mentioned incidents. It is a regrettable that such cases
as stopping the electricity supply to the Media Support Centre's
Freedom House publishing house and the suspension of Radio Liberty
broadcasts are being given a groundless political hue as an attempt to
restrict the rights of voters to free access to various information
sources, the Foreign Ministry says.
The Foreign Ministry considers such assessments to be hasty and says
that breaches in the power supply and the suspension of Radio Liberty
broadcasts at the initiative of economic entities in the run-up to the
parliamentary elections are not politically motivated. Moreover, the
government would have hardly allowed these media outlets to operate in
the country to start with had it no interest in strengthening
democratic values and freedom of speech in Kyrgyzstan, the statement
says.

This station continues to claim it has a weekly shortwave broadcast.
The photos, text and slogan on the 3rd anniversary page suggest it is
broadcasting clandestinely using its own equipment. The slogan is
"transmitting from the mountains of Southeast Mexico". Surely someone,
somewhere, sometime must have been able to hear this shortwave
broadcast if it really exists?

Mogadishu: The Shabeelle Media Network today officially announced that
Shabeelle Radio is on satellite and that the Somali people could
receive the radio anywhere in Africa, Europe, and the Middle East.
Abdimalik Yusuf Mahmud, chairman of the Shabeelle Media Network, said
the network had taken steps to ensure that the Somali people wherever
they are, are able to receive Shabeelle Radio. The radio is already on
short-wave and FM.
The chairman added that the network had ensured that the radio was on
satellite 24 hours a day. Listeners is Africa can receive the radio on
3.551 GHz while those in Europe and Middle East can receive it on Hot
Bird, 12.207 GHz.
Mr Mahmud also revealed that Shabeelle TV will be available worldwide
in the next 24 hours. He said the TV broadcast will be in digital and
will provide plenty of local news, entertainment and various other
programmes. The Shabeelle Media Network which is based in Mogadishu, is
an independent media organization that promotes peace and
reconciliation. It is now an international media organization with
international radio and satellite television.
