ZIMBABWE : SW Radio Africa saved from closure

The Station Manager of SW Radio Africa, Gerry Jackson, has sent out a
press release stating that the station has been saved from closure. SW
Radio Africa will therefore be able to continue broadcasting on
mediumwave 1197 kHz from 0300 to 0500 UT every morning. This signal is
clearly heard throughout South Africa and over most of Zimbabwe.
Programming can also be accessed worldwide, 24 hours a day, at
http://www.swradioafrica.com where the broadcasts are streamed live and
also archived.

Gerry Jackson adds that regrettably, due to the relentless jamming of the
shortwave signal by the Zimbabwe government, the station is unable to
provide a shortwave service at the moment.

SW Radio Africa is also experimenting with Podcasting. To hear the
station this way, download ipodder, open the application and in the box
'Add feed manually' paste this address:

RFA currently bcs from 1100-0700; there are no txions between 0700 and
1100. Daily programming incl Mandarin for 12 hrs, Cantonese for two hrs,
Uyghur for two hrs, and Tibetan for eight hrs.

USA   RFA schedule in A-05, valid from March 28, til October 30th, 2005.

RFA uses IBB txs in IRA/I=Iranawila Sri Lanka, new KWT/K=Kuwait,
SAI/S=Saipan, TIN/T=Tinian NoMariana Isls.

And relays in HBN/P=KHBN Palau Isl, IRK=Irkutsk-RUS, TWN/N=Taiwan, UAE=Al

the host countries. Are we to assume that China has no way to find out

was totally covered on 11620 by AIR, Delhi, broadcasting its Letterbox in
English and promising QSL's.

Radio Partow

5810 The station you questioned might be "Radio Partow", an Iranian
clandestine station, tested at the beginning of April for a short period
on 5810 kHz at 1530-1600 UT over Tashkent-UZB.

"Partow" means "light" in Persian. Radio Partow's website
www.radiopartow.com provides internet on-demand broadcast, but it seems
they no longer transmit on SW.I noticed that the name of their audio
files includes "CFC" such as "0402satCFC.wma" "0403sunCFC.wma". So the
word "CFC" has some relation to this station.

Made a point of listening to Hmong Lao Radio, via WHRI South Carolina,
Saturday June 25 on 11785: there were brief bits of different kinds of
Hmong Hmusic, but mostly talk; first tuned in at 1227 with a bit of
instrumental; 1237 a YL vocal; 1241 hmentioned Brooklyn Park, hMinnesota,
and somewhere in Wisconsin; there was weak co-channel interference under,
seemingly Chinese. Yes, that would be the VOA via Thailand at 30 degrees
towards China and North America ---or the inevitable Chinese jammer. 1236
with St. Paul P O Box; 1247 string hmusic and ID which sounded to me like
regular Lao rather than Hmong, starting with ``Thini Sattani Withayu``;
1254 what sounded like a sad love song (a lot of their hmusic would be
classified that way by a Western ear --- but is it really?); 1258 a bit
of very rustic hmusic; 1259 to WHR OCS ID.
Also during the hour-later broadcast on Sunday, June 26, 1313 with a
Hmong song, but too much else going on to stay with it, so I`m not
certain if the Sunday show is a repeat of the Saturday show or a
different one. Beamed 315 degrees from Furman, per HFCC A-05, this is
obviously a domestic SW service. To pretend it were beamed from SC to
Laos the azimuth would need to be closer to due hnorth, er, north.

Zimbabwe, 27 June. Jamming is on 15137 by the local regime, so SWRA can
be heard almost totally in the clear. DXers should check 15137 to report
on any jamming of SWRA which is on 15145.

Peshawar, 11 June: The Taleban have set up two more radio stations in
Afghanistan and say that the total number of Taleban radio stations will
reach 20.

Speaking to the Afghan Islamic Press from an unknown location today,
Taleban spokesman Mofti Latifollah Hakimi said that the Taleban have
recently set up two more radio stations, which have begun broadcasting
fairly successfully. Hakimi added: "With the setting up of these two
stations, the total number of active Taleban radio stations is now three.
We are intending to activate more such stations."

BBC MONITORING ASSESSMENT OF NEW TALEBAN WEBSITE

BBC Monitoring has observed a new website operated by the Taleban Islamic
Movement of Afghanistan. The site, which was first observed on 20 June,
is called Voice of Jihad (Pashto: Da Jehad Zhagh) and is located at
http://www.alemarah.com/ The website declares that it is run by the
Cultural Commission of the Islamic Emirate of Afghanistan. The site's
Arabic page (Sawt al-Jihad) is still under construction.

A separate pro-Taleban website in Pashto is published by the Aadad
Cultural Society at http://www.aadad.com It says the Aadad Cultural
Society is an independent, non-aligned organization aiming to promote
true Islamic culture among young people.

Los "piratas informáticos" chinos reaccionaron a las últimas medidas de
censura en Internet, iniciadas por el gobierno chino, con un ataque a la
página web del Buró de Seguridad Pública de Pekín, informó hoy la prensa
independiente.
Cinco días después de que saliera a la luz que el mencionado Buró recluta
a 4 mil vigilantes que controlarán los contenidos de las páginas web, los
" piratas informáticos" chinos lograron entrar en su página oficial y
modificar su contenido, como pudo comprobarse durante varios días en la
red.
"Una compañía de seguridad que no puede proteger su propio sitio web no
debería de hablar sobre seguridad", escribieron, desafiantes, los hackers
(piratas informáticos) en la sección de noticias de la mencionada web,
que funcionó varios días sin que sus responsables se percataran del
cambio.
Los vigilantes que capta el Buró, cuya denominación oficial será
"oficiales de seguridad de Internet", tienen la misión de "borrar toda
clase de información insana y salvaguardar las páginas web".
Realidad. En la práctica, deberán comunicara a la policía cualquier
visita de un cliente de cibercafé a una página web pornográfica, intentos
de obtener datos confidenciales o la distribución de "falsa información",
según señaló con anterioridad el diario South China Morning Post.
Los reclutados han de estar especializados en informática e Internet y
tener "un buen conocimiento de la política gubernamental", lo que parece
indicar que su cometido también implicará el control de información
contraria a la línea oficial del gobierno comunista.
El gobierno chino utiliza cada vez medios más sutiles y sofisticados para
ejercer su censura, desde el uso de filtros que no dejan pasar web sobre
el Tíbet y Taiwán hasta falsos foros en Internet en los que internautas
pagados por el Gobierno crean discusiones artificiales en las que
introducen propaganda estatal.
China es, con 92 millones de internautas, el segundo país del mundo en
número de usuarios de la red de redes, después de Estados Unidos, y se
espera que a finales de año la cifra ascienda a 120 millones.

Alos más altos niveles de Washington, D.C., una discreta pugna se viene
desarrollando por el avión C-130 de TV Martí, que trasmite semanalmente
programación hacia Cuba.
El secretario de Defensa, Donald Rumsfeld, a cuya oficina pertenece el
aparato, lo quiere de vuelta en las operaciones en Irak y Afganistán,
mientras que la secretaria de Estado, Condoleezza Rice, se ha opuesto
firmemente y ha cabildeado con la Casa Blanca al respecto.
El aparato comenzó a volar en agosto del año pasado, pero diplomáticos
estadounidenses admitieron a El Nuevo Herald que el régimen de la isla ha
tenido cierto éxito en interferir las transmisiones, porque éstas se
siguen haciendo en las frecuencias habituales.
Esta semana, al tanto de la polémica y preocupada por su posible
desenlace, la congresista Ileana Ros-Lehtinen escribió sendas cartas al
presidente George W. Bush y a la secretaria Rice, a las cuales El Nuevo
Herald tuvo acceso. "Lo felicito por sus esfuerzos" antiterroristas, pero
"le escribo en este contexto para manifestarle mi preocupación por
informaciones según las cuales el Departamento de Defensa quiere dar otro
destino al [avión] C-130 Commando Solo que está actualmente dedicado a
actividades relacionadas con Cuba", escribió la congresista en la carta a
Bush.
"No podemos ni debemos olvidar la amenaza que representa la dictadura de
[Fidel] Castro en nuestro espacio de influencia", por lo cual el avión
"es un instrumento crítico en la implementación de esta agenda [...] y en
nuestros
esfuerzos para precipitar el final del régimen castrista y llevar una
transición hacia la democracia a la isla", manifestó Ros-Lehtinen.
En la carta a Rice, la representante republicana recordó cómo semanas
después de los atentados terroristas de septiembre del 2001, fue
arrestada la analista del Pentágono Ana Belén Montes por espiar para
Cuba, precisamente porque sus informes ``podían ser enviados a quienes se
encuentran enfrascados en actividades terroristas contra Estados Unidos".
Según fuentes del Capitolio, la pugna de Rice y Rumsfeld tiene como base
un punto de vista diferente en cuanto a cómo lidiar con el régimen de La
Habana. Si bien la secretaria de Estado es conocida por sus duras
criticas al régimen cubano, el secretario de Defensa ha sido muy parco en
ese aspecto. "Si miramos las cosas en su justa perspectiva, hasta hoy el
Pentágono no ha dado marcha atrás en el informe militar sobre la amenaza
cubana. A lo mejor no ha habido cambio de posición o no han querido
cambiar de posición", dijo una de las fuentes a El Nuevo Herald.
En 1998, el Pentágono publicó un informe en el cual sostuvo que el
régimen de la isla no representa una amenaza militar para Estados Unidos.
El informe ha sido fuertemente cuestionado por analistas y cubanos
exiliados, particularmente tras la revelación de que Belén Montes
participó en su confección y pudo haber influido en sus conclusiones.
Pero en una rápida consulta a las pocas declaraciones de Rumsfeld sobre
Cuba, se constata que desde que llegó al Pentágono no ha exteriorizado
una preocupación particular sobre una posible amenaza militar cubana.
En una entrevista con la cadena Univisión en febrero del año pasado,
Rumsfeld dijo abiertamente que el conflicto con la isla debe ser tratado
diplomáticamente.
"Eso es algo que se está manejando por canales diplomáticos. Sé que a lo
largo de diversas administraciones el gobierno ha estudiado diversas
políticas que indican nuestra posición", pero ``también creo que hay
cosas que son diferentes en situaciones diferentes".
En abril del 2003, cuando le preguntaron directamente si abogaba por una
invasión a Cuba, el secretario de Defensa dijo: ``No podemos intentar que
todos en este mundo vivan igual que nosotros".
"En un mundo complicado hay países que viven de forma diferente, y por lo
tanto no es un asunto para Estados Unidos tratar que los demás sean como
nosotros", añadió.
Y en una fecha tan reciente como el pasado 5 de mayo, cuando en la
conferencia anual del Consejo de las Américas, en la capital
estadounidense, alguien se interesó por su opinión sobre la situación en
Cuba, Rumsfeld no dejó margen para dudas con una respuesta evasiva.
"Bueno, usted sabe, miramos a nuestro alrededor en todo el mundo y vemos
que hay cubanos por doquier, en este país, en muchos países. Y son
inteligentes, trabajadores y activos. Y yo me acuerdo cuando Castro llegó
[al poder], y apuesto a que usted también se va a acordar cuando él se
vaya", dijo el secretario de Defensa.

De momento y hasta nuevo aviso, el avión C-130 que asegura la transmisión
semanal a Cuba de la emisora TV Martí no será desplazado hacia Irak o
Afganistán como pretende el Departamento de Defensa.
Según dijo ayer un alto funcionario del Departamento de Estado, bajo cuya
supervisión se encuentra la Oficina de Transmisiones hacia Cuba (OCB), la
Casa Blanca mantiene la postura tomada en agosto del año pasado de
dedicar el aparato a la estación televisiva gubernamental.
"El Presidente [George W. Bush] sigue comprometido con romper el bloqueo
informativo del régimen [del gobernante Fidel] Castro, y hasta que no
haya un medio más permanente, el avión no será desviado de esta misión",
dijo la fuente, que no quiso identificarse por la sensibilidad del tema.
El miércoles, El Nuevo Herald reveló que el avión de TV Martí se
encuentra en el medio de una sorda pugna entre los departamentos de
Defensa y de Estado, ya que el primero quiere enviarlo a las labores en
los conflictos de Irak y Afganistán, mientras que el segundo desea
mantenerlo en su misión actual, pese a que diplomáticos estadounidenses
indicaron que el régimen de la isla ha tenido un éxito relativo en
interferir las transmisiones.
El C-130, conocido como Command Solo, es uno de los seis aviones que el
Pentágono dispone para realizar emisiones de radio y televisión, indicó
una fuente legislativa que investigó el tema. Cuatro de ellos están
dedicados a otras actividades, y uno se mantiene de reserva.
Pero los costos de su mantenimiento corren por cuenta del Departamento de
Estado, quien no dispone de un avión propio para esas actividades. Uno de
los elementos de la pugna entre el Pentágono y el Departamento de Estado
es quién asumirá los $10 millones que cuesta un nuevo aparato para
dedicarlo a TV Martí y su mantenimiento, valorados en $4 millones
anuales. Desde hace unas semanas, el Congreso ha estado discutiendo las
asignaciones financieras en el marco del presupuesto del 2006, pero ni el
Departamento de Estado ni el de Defensa han incluido esos $10 millones en
sus presupuestos, como desea la Casa Blanca.
En los últimos años, el presupuesto de Radio y TV Martí tradicionalmente
ha rondado los $25 millones al año.
Una fuente legislativa que ha presenciado las discusiones congresionales
dijo a El Nuevo Herald que ``es evidente que ninguno de los dos quiere
asumir esos gastos".
El escollo consiste en que el Departamento de Estado piensa que debe ser
el Pentágono quien compre y opere el avión nuevo, mientras que el
Departamento de Defensa piensa que eso corresponde al de Estado, porque
es quien controla el presupuesto de TV Martí.
El lunes, la representante republicana por la Florida Ileana Ros-Lehtinen
envió sendas cartas al Presidente y a la secretaria de Estado,
Condoleezza Rice, manifestando preocupación por un posible desvío del
C-130 de sus funciones actuales.
Ayer, el alto funcionario del Departamento de Estado admitió que las
gestiones para conseguir los $10 millones para el nuevo avión "no eran
pan comido", pero ``la administración confía en que conseguirá el
dinero". Según el representante republicano por la Florida Lincoln
Díaz-Balart, vicepresidente del Comité de Reglamento de la cámara baja,
``no hay nadie en la administración cuestionando decisiones en las cuales
el Presidente se encuentra fuertemente comprometido".

FUNDING ROW THREATENS TV AND RADIO MARTÍ AIRBORNE BROADCASTS

A report in the Miami Herald says that a yearlong delay in the purchase
of an airplane to broadcast TV and Radio Martí's signals to Cuba has
stoked concern on Capitol Hill that the C-130 currently being used may be
reassigned to Iraq.

Two government departments in Washington disagree about who's going to
pay the $10 million to buy a replacement for the the C-130 turboprop
currently used, known as Commando Solo. The Defense Department would be
responsible for purchasing and operating the aircraft, but the State
Department has funded the Martí broadcasts for more than a decade.

The purchase and equipping of a new plane specifically dedicated to Cuba
broadcasts was part of a long list of initiatives against Cuba launched
by the White House last year, but because of the internal disagreement
between government departments the administration has yet to purchase the
plane.

The Miami Herald says that in letters to Defense Secretary Donald
Rumsfeld, Secretary of State Condoleezza Rice and President Bush, Miami
Republican Representative Ileana Ros-Lehtinen refers to "grave concerns
about reports that the C-130 Commando Solo airborne platform transmission
currently dedicated to Cuba-related activities may be reassigned."

The "Save Egypt Front" [Arabic: jabhat inqadh misr], a grouping of
Islamists, liberals and "London Brothers" tendency members, will start
test transmission of its radio station on the Hot Bird satellite at the
end of this week.

Egyptian Islamist Usamah Rushdi, the press spokesman for the Egyptian
opposition front and the political spokesman abroad for the Islamic Group
in Egypt, said in a telephone contact with Al-Sharq al-Awsat: The new
radio will broadcast around the clock and will include three hours every
evening that will be dedicated to live relay by hosting Egyptian figures
from inside the country and abroad and provide a platform for telephone
contacts with the opposition leaders. But Dr Ahmad Sabir, executive
member of the front, disclosed to Al-Sharq al-Awsat that the new radio
would be called "Al-Inqaz" [salvation] and it was bought from a group
called Al-Balagh that transmitted on Hot Bird a radio under the same
name. He added that six hours have been leased daily to the
representatives of Al-Ghad party that is led by Egyptian Deputy Ayman
Nur.

BBG Works to Overcome Iran's Jamming of Persian Satellite News Broadcasts

Washington, DC, June 17, 2005 -

The Broadcasting Board of Governors today announced it is using a third
satellite to help overcome jamming of Persian-language news broadcasts
during Iran's election period.

The broadcasts affected include Voice of America's (VOA) direct-to-home
Persian-language satellite television news programs, Radio Farda, and VOA
English. The three are carried on the Eutelsat Hotbird satellite and
Telstar 12. Today, the BBG Office of Engineering added a third satellite
transmission. This additional signal makes it more difficult for Iranian
authorities to block the broadcasts in many locations.

BBG Chairman Kenneth Y. Tomlinson condemned Iranian attempts to jam
satellite television and radio services that carry U.S. international
broadcasting for Persian audiences: "That the government of Iran would
jam Persian television and other U.S. international broadcasts
illustrates how threatened the authorities are by truth." Tomlinson said
the BBG would continue to counter efforts to block open and free
information by providing programs on multiple satellites and
transponders.

VOA's Persian service features News & Views, a daily one-hour television
news and information program repeated four times with news updates. This
week's 90-minute Looking Ahead program, also produced by VOA Persian,
featured Principal Deputy Assistant U.S. Secretary of State for Near
Eastern Affairs Elizabeth Cheney. Radio Farda, a joint venture between
VOA and Radio Free Europe/Radio Liberty, is a youth-oriented 24/7
Persian-language radio service that broadcasts political, social, and
economic news, information, public affairs, and music to Iran. Iran also
has stepped up jamming on Radio Farda AM and shortwave frequencies.

Iran's presidential elections are being held today and a runoff is
possible. In the past, Iranian jamming of satellite television has
occurred around the time of elections and other key political events. The
BBG constantly works to overcome jamming.

Iranian authorities also direct Iranian Internet service providers to
filter out the ability to connect to the VOA News and Radio Farda
websites www.VOANews.com and www.radiofarda.com. They also prevent
e-mails from VOA from being received by their citizens. The BBG has been
working to counter these efforts through an Internet anti-censorship
program.

VOICE OF THE MOJAHEDIN OBSERVED ON MEDIUMWAVE

BBC Monitoring observed radio Voice of the Mojahedin on mediumwave 720
kHz at 1200 gmt on 25 June 2005. The previously-observed parallel 90.1
MHz frequency could not be confirmed on this occasion as it is now
blocked in Baghdad by a new local FM station, Today Radio. The service is
no longer observed on the Hot Bird satellite at 13 degrees east, and
their website and accompanying audio stream at
http://www.radiomojahedin.com no longer exists. Voice of the Mojahedin
uses Iranian facilities to broadcast in Arabic to Iraq. The station's
programming suggests it is affiliated with the Tehran-based Supreme
Council for the Islamic Revolution in Iraq, which has an Arabic/English
website at http://www.sciri.org

also appears to be a program produced in the studios of IRIB. The now
defunct website www.radiomojahedin.com was hosted on an IRIB server, so

Durante más de un año, el satélite Hispasat, propiedad de España, ha sido
el vehículo con el que los terroristas de Hizbulah han inundado de
mensajes y propaganda millones de hogares de Américas Latina. Este
miércoles y tras una airada protesta de la Federación de Comunidades
Judías en España, el ministro de Industria, Turismo y Comercio, José
Montilla, anunció que el Gobierno Zapatero ha decretado el cierre de las
emisiones del canal libanés Al Manar, utilizado por Hizbulah.

El anuncio de Montilla tuvo lugar durante la respuesta a una pregunta de
la diputada socialista por Barcelona Lourdes Muñoz, quien manifestó su
extrañeza ante el hecho de que el canal Al Manar se emita en el
continente americano a través del satélite Hispasat. Montilla aclaró que
el cierre fue decretado el pasado 23 de junio.

"Desde esa fecha los mensajes de Hizbulah no llegan a América Latina
utilizando el satélite español Hispasat, con lo cual el Gobierno español
pone fin a
una situación que nunca debió producirse y que, desde luego, no es
responsabilidad de este Gobierno", alegó Montilla.

El Gobierno Zapatero afirma no haberse enterado de lo que pasaba hasta la
una denuncia realizada el 20 de abril de 2005 por la Federación de
Comunidades Judías en España.

Montilla afirma que "el Gobierno se movilizó inmediatamente" para
determinar si eran ciertos los hechos.

El ministro dice que una vez realizadas las indagaciones oportunas, se
determinó que la organización utilizaba el canal libanés Al Manar, que a
su vez tenía el enlace ascendente desde España a través de la empresa
Globecast, que es quien tenía el contrato con Hispasat.

En dichas investigaciones, según Montilla, también se determinó que
Globecast "firmó el contrato con Hispasat el día 1 de abril de 2004"
siendo presidente del Gobierno José María Aznar y presidente de Hispasat
Pedro Antonio Martín Marín, antiguo secretario de Estado de Comunicación
con el anterior Gobierno y, por tanto, "persona de confianza de Aznar".

El ministro ha apuntado que después de estas constataciones y consultada
la Comisión del Mercado de las Telecomunicaciones (CMT) con fecha de 20
de junio, "se confirma que Globecast no tiene autorización administrativa
para el servicio de difusión de televisión y, en base a tal hecho, con
fecha 23 de junio de 2005, el Gobierno decreta el cierre de las
emisiones".

The Islam Online website gave details of a secret Israeli radio
transmitting station which broadcasts in the Arab language and is aimed
at the Lebanese people.

The paper noted that the station started to broadcast in the summer 2002
and its transmission station is in the Metula area, close to the mutual
boarder. The paper added that the radio broadcasts on the AM-756
wavelength and its purpose is to encourage popular opposition of the
Syrian occupation and of the continued stationing of Syrian army troops
in Lebanon. The station also operates an Internet site called
www.carmelnews.org. The paper also added that the station is operated by
the Israeli secret service just as the other Arab language stations.

Zapatistas decretan “alerta roja general”

La Comandancia General del Ejército Zapatista de Liberación Nacional de
México decreto este 20 de junio una aleta roja general en respuesta a las
acciones emprendidas por el gobierno del presidente Fox, en el marco del
“plan de lucha contra el terrorismo y contra las drogas”, según
denunciaron los miembros del EZLN. Dentro de la estrategia del gobierno,
se ha orientado al ejercito mexicano la realización de un trazado de toda
la zona de influencia zapatista, “colocando cuarteles e instalando
campamentos militares, abriendo caminos, haciendo ejercicios de
patrullaje y entrenamiento, sobretodo en la zona de Montes Azules,
considerada reserva de la biosfera; además se realizan una serie de
operativos para destruir cultivos de marihuana presuntamente en tierras
zapatistas y evitar el tráfico de migrantes de la frontera con
Guatemala”.

En un pronunciamiento de siete puntos, los zapatistas comunican al pueblo
mexicano y al mundo entero su decisión, la cual incluye “el cierre de los
caracoles y las oficinas de las juntas de buen gobierno que se encuentran
en las comunidades zapatistas de Oventik, La Realidad, la Garrucha,
Morelia y Roberto Barrios, así como todas las sedes de las autoridades de
los distintos municipios autónomos rebeldes zapatistas”. Se anuncia
además el proceso de evacuación de los miembros de las diferentes juntas
de buen gobierno y de las autoridades autónomas, a fin de ponerlas a buen
resguardo y de manera indefinida. Aclaran que los servicios básicos de
salud comunitaria se4 mantendrán en funcionamiento, bajo la
responsabilidad de personal civil.

El EZLN anuncia que ha llamado a filas a todos sus miembros destacados en
labores de tipo social y que a partir de la fecha han sido suspendidas y
por tiempo indefinido, todas las transmisiones de la radio insurgente,
«la voz de los sin voz», en frecuencia modulada y en onda corta.
Igualmente fueron suspendidos los servicios del Centro de Información
Zapatista

Los zapatistas exhortan a los miembros de comunidades civiles nacionales
e internacionales que se encuentran en trabajos de campamentos de paz y
en proyectos en comunidades, para que abandonen el territorio rebelde,
aclarando que la permanencia allí será bajo la absoluta responsabilidad
de los cooperantes.

Por ultimo, deslinda de las acciones que pudieran desarrollar a futuro, a
todas aquellas personas y organizaciones civiles políticas, culturales,
ciudadanas, no gubernamentales, comités de solidaridad y grupos de apoyo
que se han acercado al movimiento indígena mexicano encarnado en el EZLN
desde 1994, en apoyo de una lucha civil y pacifica por el reconocimiento
constitucional de los derechos y las culturas indígenas

Nepal : Maoist Radio on the Rise

Following is a translation of a report by nepalinfo.civiblog.org, titled
Dueto government failure: Maoist Radio are [sic] becoming popular.

Dang-based Swargadwari F.M. used to provide news from time to time in
thedistricts of Gulmi, Arghakhanchi and Pyuthan. However, the
establishment ofcontrol over the media having brought a halt to news
broadcast, peoplelooking for true and factual news have had no choice but
to listen to eitherLondon-based BBC Radio or the Maoists' Janaganatantra
Nepal's broadcast.
Currently, even if the residents of these districts are not able to
listento Radio Janaganatantra's main regional broadcasts, they have been
scouringfor locations at a height in order to listen to the evening and
morningnews.
In the latest issue of Janadesh, which is considered to be a
Maoistmouthpiece, Gulmi's Kishor Panthi has written: In addition to
Gulmi,Arkhawang, Purkot, Dhurkot, Nayagaun, Arkhale and the district
headquarterTamghas, one is able to listen to Radio Janaganatantra in
various locationsof the eastern region. However, since the Maoists do not
have the modernequipment the government does, it is difficult to catch a
transmission whennot at a height. Moreover, several locations have not
been able to receivethe broadcast after Chaitra 5 (March 18, 2005). A
businessman from the thebordering town of Gulmi and Palpa, Kharjyang,
says, "When there is a newincident, we are obligated to listen to this
radio to get reliableinformation because since Magh 19 (Feb 1, 2005), we
have found the newsbroadcast from government radio to be untruthful."
Likewise, a fairly-known journalist based in the district
headquarterTamghas holds the view, "Radio Janaganatantra has displaced
the government'sRadio Nepal. We want Radio Janaganatantra to be even more
establishedamongst the people."
Claiming to be a regular listener of Radio Janaganatantra, a teacher
fromthe Gulmi-Arkhale region says, "We have to make it possible to listen
toGanatantra F.M. in all places. In this situation where the king has
chainedmedia and press, Radio Janaganatantra has fulfilled the needs of
thepeople." On the question of Janaganatantra, a businessman
fromArghakhanchi-Bhagwati shares a fond memory, "One day while I was
listeningto the radio [public] in the morning, Bahini said - Dai, it
looks like people's rule has come to Nepal. Having heard this from a
campus-going bahini, I went to listen as well. Radio Janganatantra was
playing, and from it the news was being broadcast. Since then I have been
listening regularly. Prior to this I had not known that Radio
Janaganatantra was available inthis area."
On the topic of Radio Janaganatantra, a journalist from the
Kathmandu-based newspaper Kantipur has said, "When an incident occurs, to
obtain rightful information we have been listening to Radio
Janaganatantra in Kathmandu over the phone."
Recommending that Radio Janaganatantra ought to give instant information
on any incident, a journalist from Butwal told us, "I have listened to
Radio Janaganatantra even here over the phone. It has to gain more weight
and by communicating rightful news it has to prove itself to be people's
radio." An elderly man of over 75 years from Gulmi-Purkot says, "Not only
is it pleasing to listen to Radio Janaganatantra's news, but also the
songs and the tunes that aspire for a people's rule. But I think the
duration is very short." When there is any incident, BBC Nepali service
is also heard, and the people have taken it upon themselves to decide the
truthfulness of any news.
With a view that this report only wishes to paint a picture on what the
intrusion on public radio has resulted in, we have presented this
reportage with some editing. The control over media has caused problems
for citizens not only in the west but all over the country. For this
reason, some have also had no choice but to listen to India Radio or the
Chinese broadcast; some watch BBC, and some CNN.

can fall short of its potential, too.

SW Radio Africa

...Who pays for the station remains an issue. SW Radio Africa is clearly
not working for commercial gain and must therefore be reliant on
donations. So, where does the station get its money from? Gerry Jackson
explained, "We get our funding from non-government organisations (NGOs)
and foundations --- we don`t name them because talking about it allows
the Zimbabwean government to hit us with a hammer. The important point is
that we have complete editorial control, and this is the point where
nobody believes me, but it`s true: nobody tells us what to say".

Reports indicate, however, that SWRA may not be being entirely honest
when it says that it is entirely funded by NGOs. It seems likely that the
station is in receipt of money from the US government, even if not
directly from one of the intelligence agencies.

Even if SWRA is entirely funded by NGOs, the whole issue raises the
question of `soft money` in broadcasting: is a station financed by an NGO
any less propaganda than one supported by the CIA or MI6? According to
Nick Grace, this has led to the situation with clandestine broadcasts
becoming more confused than ever: "The USA government is beefing up
funding for Iranian exile programming and perhaps more to Syria and
Lebanon. How is that funding to be distributed?"

Nick continues, "In the old days we knew the CIA and MI6 were behind
stations. Now the web has gotten muddled; with all the NGOs getting
involved, it`s like chaos theory has been applied. You have the Open
Society Institute, the International Bar Association and so on. Then you
have stations like the Democratic Voice of Burma, supported by a
Norwegian organisation to the tune of $1 million".

The question is, what about SWRA? "Looking at the logistics of SWRA, it`s
clear that they definitely have support from a variety of sources. Now,
the Mugabe government would love a quote like that to bash the station,
but does that make the programming illegitimate?" asked Grace
rhetorically. "SWRA`s programmes support freedom of speech, not the
Movement for Democratic Change, and freedom of speech is a threat to the
stability of the regime," he said.

SWRA openly works with the International Bar Association, but no other
potential funding source is in the public domain. The so-called National
Endowment for Democracy (NED) is a likely candidate for the funding of
stations like SWRA.

Despite describing itself as a private foundation, the NED was created by
the US Government in 1983. Since then it has been regularly criticised by
both left and right for interfering in foreign countries. It also
illustrates the difficulty in conclusively labelling a station as
government-funded; despite being a private organisation, the NED is in
receipt of money from the US government, money which is then distributed
to groups worldwide. According to Peter Baker, writing in the Washington
Post on 20 March, the NED receives $80 million per year. Ironically
SWRA`s reluctance to divulge its supporters is likely to intensify
speculation about their backers, not quash it
