CIA Leaks Used by Al Qaeda to Justify Terrorism

A stream of leaks to the Los Angeles Times and the Washington Post about
covert allied counterterror operations is now playing a strategic role in
al Qaeda's propaganda campaign. Following the November 9 triple bombings
in Amman, the chief of al Qaeda in the Land of the Two Rivers, Abu Musab
al-Zarqawi, cited a Los Angeles Times report that disclosed covert
relations between U.S. and Jordanian intelligence as justification for
the attacks in an audio file posted on Jihadi Web forums on Friday.

"The Los Angeles Times newspaper mentions that Jordanian intelligence
strengthened the U.S. Central Intelligence Agency and made it more
effective in the Middle East for its war," he said. "The American
newspaper indicated that Jordan and the United States maintain close
consultation in the interrogation of suspects and is resulting in
widespread criticism around the world for its methods and human rights
violations. The newspaper discovered that the American Central
Intelligence Agency provided a budget for the interrogations and its
cadres participated from their headquarters in Amman..."

The article, "U.S., Jordan Forge Closer Ties in Covert War on Terrorism"
by Ken Silverstein and published on November 10, is one of a string of
recent stories that focus a spotlight on the alleged involvement of U.S.
allies, ongoing covert operations and intelligence liaison agreements,
and even specific information on chartered aircraft used in conjunction
with the shadow war being waged against terrorism. The Washington Post
also published two recent articles by Dana Priest based on leaks that
expose covert efforts central to U.S. national security.

A report by Priest and published on November 18, "CIA, Foreign
Intelligence Align," include an allegation of nepotism backed by "four
sources" that former Director of Central Intelligence George Tenet
facilitated the entrance of a "relative" of a former Indonesian
intelligence chief "into a top-rated American university." Multiple
Indonesian sources who spoke to Clandestine Radio Watch on condition of
anonymity confirm that a relative of the official is indeed in the U.S.
but also state independently that the Washington Post story failed to
provide the context that this relative is a former Indonesian Special
Forces officer who was central to the capture of Omar al-Farouq, al Qaeda
Southeast Asian operations chief, in 2002. One source questioned the
purpose of the leak and pointed out that it is highly damaging to any
relationship that Jakarta and Washington may maintain - at a time when
such cooperation could be vital to counter a planned December terror
campaign unearthed after recent raids. The story, he said, has already
made the rounds of the Jakarta press.

While Washington continues to focus on the parlor game of "whodunnit"
surrounding the Fitzgerald investigation and bicker over pre-war
intelligence on Iraq, the leaks about ongoing CIA operations are
exacerbating the hostile online and foreign information environments and
are being used strategically against U.S. policy. Al Qaeda supporters and
its operatives on the Internet are quietly translating the damaging
Washington Post and Los Angeles Times stories into Arabic and spreading
the information across the Tajdeed Forum, Baytalmaqdes and other Jihadi
message boards that serve to promote terrorism, attacks against U.S.
military and government personnel, and the establishment of the global
Islamic caliphate.

The leaks, which Senate Majority Leader Bill Frist stated are a
"legitimate concern" earlier this month, have yet to be investigated.
Zarqawi's direct use of the allegations to justify the murder of 57
innocent civilians in Jordan and push for continued violence against the
Kingdom, however, remove any doubt as to the impact that these Los
Angeles Times and Washington Post stories are having against U.S. efforts
in the War on Terror.
