KURDISTAN : Apparently a new station - Voice of Free Kurdistan

Middle East: New "Voice of Free Kurdistan" radio observed on shortwave 

BBC Monitoring observed a broadcast identifying itself as "Voice of Free
Kurdistan" in progress on 4675 kHz shortwave at 1645 gmt on 25 March
2006, going off the air abruptly at 2002 gmt. The programme consisted of
ethnic music interspersed with talks in Kurdish. 
This is apparently a new station, appearing after several weeks of
continuous music being observed on the frequency, typically at 1600-2000
gmt. On 15 March BBC Monitoring identified this music as being Sorani
[Iranian] Kurdish in origin.

"Investigation Commission on Missing Japanese - Probably Related to North
Korea" announced on March 24 that they are planning to extend English and
Korean programs from April 10.

Korean every Monday 14:00-14:30 Nx, 14:30-15:00 Reading of the detailed
data of the kidnapped persons. 19:00-19:30, Repeat of 14:30-15:00.

English every Tuesday 14:00-14:30 Nx, 14:30-15:00 Reading of the detailed
data of the kidnapped persons. 19:00-19:30 Repeat of 14:30-15:00.

Other days Japanese 14:00-14:30 Reading of the letters from victims -
families.

They have received reception reports from Korea, China (7 cities), Laos,

R. Martí spur from Delano 15330, tentatively on 15185v mixing with a
fundamental, March 24 at 1411. I could almost detect bursts of audio //
with 13820, but not completely certain. Previously heard around 15190 and
15195. Nothing audible on other side, 15475

Jamming against R. República, 7205 via Rampisham, March 26 at 0040, but
RR was quite readable. Surprisingly enough, there was also jamming on
7160, the RR frequency via WRMI via Germany, which is not even on the air
weekends, and which will be replaced by 5910 from Monday/UT Tuesday. As
per DTK sked via Kai Ludwig: 
5910 2300 0400 11 101/00 285 216 23456 260306 291006 NAU 100 RMI 

Nothing yet on 5910, not even Marfil Estéreo. Likely the UK relays will
change some frequencies for A-06, but nothing about that yet at
http://www.radiorepublica.org/ and their own website normally lags weeks
behind actual changes.

Altho labeled fall-winter 2006, the R. Martí frequency grid at
http://www.martinoticias.com/frequencies.htm is obviously way out of
date, still showing 4 frequencies at a time instead of 3. 

Noted back on summer channel 11845, along with heavy jamming, instead of
15330, where jamming also continued, at 1508 UT March 27; // 11930
jammed, and 13820 overriding most of the jamming as is often the case
here. So how about a complete A-06 OCB schedule?

frequency via Germany, and not yet jammed; jamming was still attacking
ex-7160 as it did thruout the weekend when it was never on the air
anyway.

Radio Republica. 3/29/06: 5910 kHz. Nauen, Germany. SINPO 44333, 0141 ­
0233+ in Sp. M. and W. with 3 or 4 min. talks, song on ³libertad² (topic
of talks), more talk. ID sequence with slogans, etc. ³piano² ID at 0200
including mention of WRMI. Talk by 2 W. over dance music w/ call in, 2 M.
talking. ID at 0230. Back to same 2 M.

Signal in the clear. An occasional digital signal on USB was the main
interference. Looks like the Cuban jammers haven't found it yet that I
could hear.

7110 kHz. Probably Rampasham, UK. SINPO 43443, 0220 - 0230 in Sp. W.
talking to ID sequence at 0228. Cuban bubble jammer present, but the
signal was booming in over it. Still not parallel 5910.

Radio Republica Nauen, Germany. 3/31/06, SINPO 53443, 0055+. Cuban bubble
jammers found the frequency tonight. RR is besting them here right now
with talk by M., full ID sequence at 0100, and news to 0104+.
I checked the registered 9470 that Wolfgang Bueschel found as tentative,
and there is nothing audible here at 0100 (3/31/06). Worth keeping an eye
on however.

Sawt Alamel / Libya's Voice of Hope

Checking Amal and the Afternoon Visitors, March 14: at 1353, 17660 as
usual had the Arabic music with heavy drumming until 1400*. 17685 with at
least two signals producing a slightly variable SAH of about 140/minute,
one with African music, the other Arabic talk. The latter could be Amal
or another jammer, but it went off at 1401* typical of Amal. The music
kept going, still around 1515. Meanwhile, ANO was active in French on
17630. March 16, Afro music was in the clear on 17690 past 1500.

17680 Sawt Al-amal, 12:00-12:12, escuchada el 19 de Marzo en árabe con
sintonía e identificación "Sawt Al-amal", segmento musical y canto del
Coran, a las 12:07 se inicia señal pulsante de interferencia y a las
12:10 se aprecia que Sawt Al-amal está anulada por completo, SINPO 44454.

Saludos cordiales, chequeando hoy a Sawt Al-amal se aprecia que a
regresado la emisora de música afro-pop que estaba ausente desde el 9 de
Marzo en la que emitió por los 17690 en la segunda hora de transmisión de
Sawt Al-amal que en su primera hora transmitió por 17685, el 10 de Marzo
comenzó su emisión en 17670 y terminó en 17675, pero no hubo transmisión
musical, tampoco el 11 de Marzo en donde Sawt Al-amal empezó en 17690, el
12 de Marzo en 17680, en todos esos días y hasta hoy, Sawt Al-amal se a
podido librar de la emisora musical, no así de otras señales de
interferencia con mejor o peor resultado, hoy 21 de Marzo, Sawt Al-amal
comenzó su emisión en 17680 sufriendo una señal pulsante muy débil que a
penas a supuesto problema en su primera hora de emisión, pero una vez a
cambiado a 17685 a comenzado la emisora musical y Sawt Al-amal a quedado
totalmente anulada.

Saludos cordiales, chequeando hoy a Sawt Al-amal, las emisiones jammer y
África Nº 1 vía Gabón el resultado es el sigiente:
 
17630 África Nº 1, se escucha a las 12:38 en francés con programa de
música pop con una señal pobre, SINPO 25432, posteriormente a las 13:04
se aprecia sin emisión, tan sólo se escucha ruido en esa señal, sin
embargo a las 13:15 se restablece la emisión con mejor señal, SINPO
35333, compruebo la frecuencia de 9580 y no se aprecia emisión alguna.
 
17660 Voice of África, 12:40 en su emisión de música árabe con fuerte
señal hasta el cierre a las 14:00 con un SINPO 55544.
 
17670 Sawt Al-amal, 14:42-13:00, árabe, en su programación habitual con
fuerte señal y ausencia de interferencia, SINPO 45544.
 
17675 Sawt Al-amal, 13:00, a pesar de no sufrir interferencia en su
primera hora de emisión en la frecuencia de inicio, cambia de frecuencia
cómo es habitual en los últimos días, SINPO 45444, sin embargo a las
13:07 se inicia la emisión jammer de música melódica y afro-pop, con
SINPO 54544, a partir de ahí se nota de fondo a Sawt Al-amal,
prácticamente anulada, pocos minutos después la señal jammer se aprecia
con SINPO 55544 , desde ahí hasta las 14:00 ya no se escucha a Sawt
Al-amal.

Lo curioso es que si se compara la fuerza con que se percibe a África Nº
1 via Gabón y la emisión jammer de música afro-pop, no parecen emitir
desde el mismo lugar, no tienen la misma fuerza, la emisora de Gabón
nunca se escucha con tanta fuerza como la jammer, esto me desconcierta,
¿quizás Gabón está utilizando un transmisor mucho mas potente para la
jammer que para sus propias transmisiones?, ¿porqué nunca se escucha a
Gabón con tanta fuerza cómo la jammer aquí en Valencia?, me desconcierta.
 
Escuchen ustedes si quieren las grabaciones y saquen conclusiones, quizás
yo siga equivocado.

Saludos cordiales, la emisora Sawt Al-amal comenzó su emisión a las 12:00
por la frecuencia de 17690, con buena señal y ausencia de interferencias,
sin embargo a las 13:00 cambió a 17685, minutos después inicia la emisión
de música afro-pop y queda anulada.

Hoy también inicia su emisión a las 12:00 UTC pero por la frecuencia de
17680, libre de interferencias en su primera hora de emisión, a las 13:00
cambia a 17685 y minutos después inicia la emisión de música afro-pop con
fuerte señal y anula por completo a Sawt Al-amal.
 
Por otra parte en ambos días por 17660 siguió emitiendo la emisora de
música árabe desde las 12:00 a las 14:00.
 
Respecto a la misteriosa emisora de música afro-pop hoy e recibido una
llamada telefónica de mi amigo Marcos Moya, radioescucha que vive en
Valencia, resulta que comparte piso con un chico de Guinea Ecuatorial, al
escuchar ésta emisora de música afro-pop se a quedado impresionado,
resulta que se trata de música revolucionaria e independentista de origen
Angoleño, algunos temas son de los años 60, cuando Angola estaba en
conflicto armado, a reconocido algunas canciones, sin embargo no el
dialecto, aunque si algunas palabras.
 
Por otra parte e realizado un pequeño experimento, éste fin de semana me
encontraba en Sacañet (Castellón), a mas de 1000 m de altitud, e cogido
el receptor SANGEAN y me e salido a una explanada que hay detrás de mi
casa, con buenas vistas hacia el norte, este y el sur, no así hacia el
oeste, tapado por unas montañas. Cuando estaba emitiendo la emisora
afro-pop e plegado la antena telescópica y la e utilizado sólo con la
antena de ferrita interior del receptor, la señal era débil pero podía
escucharse, aunque si movía el receptor perdía la señal. 
En éstas condiciones e chequeado a la emisora afro-pop, solo cuando
orientaba el receptor hacia el norte un poco escorado hacia el este se
escuchaba la emisora, según me movía hacia el este, la señal se perdía,
cuando estaba mirando hacia el sur, la emisora no escuchaba, lo e
repetido varias veces y el resultado a sido el mismo, me e cambiado de
lugar y repetido el experimento, la señal venía del norte-noreste, nunca
ni del este ni mucho menos del sur, no sé si éste sistema es muy fiable,
pero la señal que recibía no era un rebote, la zona estaba muy despejada
en esa dirección. Esto me a desconcertado, ya que en esa dirección
norte-noreste está Francia, dirección opuesta de Gabón, que es de donde
se presupone que viene ésta emisión.

30 Marzo: En el día de hoy se aprecia a las 11:45 por las frecuencias de
17660 y 17670 un señal sin emisión, el smiter marcaba una señal de 5 pero
no había ninguna transmisión, a las 11:55 en 17660 empieza una emisión de
tonos, a las 12:00 comienza la emisión de música árabe, tras el himno
nacional la locutora se identifica y empieza con un largo tema musical
que se prolonga 14 minutos, en 17670 comienza Sawt Alamel, sintonía e
identificación, buena señal y libre de interferencias hasta las 13:00 que
cambia a 17675, hoy sin embargo la emisora de música afro-pop se hace
presente por la frecuencia de 17680, se aprecia a las 13:26, Sawt Alamel
sin problemas en sus dos horas de emisión. 
Últimamente estas dos frecuencias son las mas utilizadas por ésta
emisora, prácticamente a diario, lo que me desconcierta es la jammer afro
entrando tan tarde, casi en la última media hora de transmisión y en una
frecuencia superior, parece claro que transmite desde Gabón tras escuchar
a África Nº 1 por la nueva frecuencia de 15475, que entra muy fuerte por
Valencia, no así la frecuencia de 17630, ya me queda mas claro que
utilizan dos transmisores diferentes, éste último muy potente o al menos
con una dirección mas propicia para estas latitudes.

Voice of Hope : Today (Friday) V of Hope switched on the carrier around
1140 on 17685. After a couple of test tones the carrier was open until
the programme started just before 1200. At 1300 the freq was changed to
17690. This is the normal procedure. Although the freq choice varies from
day to day, the shift at 1300 is always 5 kHz up or down. The exact
change-over time is usually one or two mins past 1300 and the shift is
completed in a matter of seconds.

The long period of open carrier provides the Libyan (?) monitors with
plenty of time to alert the jamming stations of the freq to set. Today,
however, monitoring was hampered by a co-channel station on 17685, so the
jammers opened on default freqs 17670 and 17680. At 1204 17670 went off
and reappeared on 17685 after a min (very slow switching). After the 1300
freq shift it may take up to 10 minutes before the jammers are aligned. 

The propagation of the two Voice of Africa jammers is very well
correlated with the propagation of RFI on 17620 (Issoudun, today noted
opening at 1159). Most days all three signals are propagating poorly,
sometimes there is a moderate improvement, and occasionally there is full
propagation with very good signals from all three txs. This happened
today. The V of Africa txs crash start at 15 to 30 seconds before 1200
and go off immediately at 1400. Normally there is a signal level
difference of 20 dB between the V of Africa jammers when they are
propagating fully, the stronger one usually being cochannel with V of
Hope. Today I noted the weaker jammer to be at approximately the same
signal level as 17620.

The presumed Gabon jamming tx usually goes on around 1310, but may be as
late as 1320, obviously starting as soon as they have received
instructions on the freq to use. Today I noted 17630 off for several mins
just after 17690 had started. This may be mere coincidence, but has to be
given further attention. The mx jammer is always stronger than 17630
(different beams). Most of the mx played by the mx jammer after 1330 is
of the Congo-Kinshasa type. It can often be sorted out by the Lingala
words bolingo love and motema heart in the lyrics. One of the great
mysteries is why this jammer is so much out of phase with the VOH
schedule.

Two different buzz jammers are audible irregularly, and may be lower
power txs located within Libya. At times strong bubble jammers of the
same character as used by Iran have also been heard. Propagation
indicates, however, that they are not located in Iran, but at a much
shorter distance. Could be from France as an alternative to the V of
Africa feed.

The 17660 mx channel tx is tuning up around 1145 with open carrier, then
goes off and is back at 1154, when it has 1050 Hz pips until 1159.45.
This indicates Krasnodar or Grigoriopol. The latter agrees best with the
observed signal strength as it is nearly always too close for full
propagation.

6000v Radio Insurgente tuned in at 2057 and they were already on. No sign
of Cuba today. The signal was as good as when I first heard them. I would
say 3/3/3 overall. Signal did drift a bit. Started on 5999.9 but
drifted/switched to 6000 even.
I also did an experiment and checked to see if I could hear them on the
Wellbrook. While it was not as good as my 240 degree antenna, I could
have logged it with just the Wellbrook.
Lots of short speeches and talk. Just a bit of music, but there was a
local rap song!

5999.9 R. Insurgente I was waiting for this one from 2050 today. I could
hear quite a bit of tuning up until they actually came on at 2102.
Transmissions started with local instrumental music.
The first ID was in Spanish, then there was one in English, "You are
listening to Radio Insurgente, the voice of Zapatatista," (the ID was cut
off at this point by the next ID in French. There was also an ID in
Japanese and a number of other languages.
After the string of ID's there was programming in Spanish, with the woman
announcer mentioning at the start "programa onda corta."

around 0325. A man began talking to political figure via a phone line
around 0330. Still there at 0350 while typing this. Fair signal but
fairly noisy with moderate fading. Wonder how long this has been back on
shortwave?

Radio and TV Martí: Washington Guns after Castro at Any Cost

The following is an executive summary of a report on Radio and TV Martí. 

In the face of a sweeping debt and budgetary crisis currently afflicting
the U.S. economy, the passage of the FY 2006 budget witnessed a brutal
bloodletting of vital domestic programs from education and child welfare
to Medicaid. At the same time, Congress, at the White House’s passionate
urging, allocated an additional $10 million to purchase a specially
equipped aircraft to transmit the broadcasts of the long-standing
anti-Castro media project, Radio and TV Martí. This figure comes on top
of the $27 million the media operations already receive annually. Since
its founding, the Martí concept has been a “bridge to nowhere.”
Nevertheless, almost half a billion dollars have been thrown away in the
project.

As in the past, this year’s funds were routinely granted despite what
have proven to be fatal weaknesses in the daily operations of Radio and
TV Martí, namely no audience, no legitimacy, no professionalism – with
the whole enterprise representing a colossal waste of taxpayer funds. The
Martí operation’s most hard-hitting critics, including highly regarded
neutral specialists, have not been able to persuade Congress to shut it
down. In their evaluations, these critics allege that the whole venture
is little better than a glaring boondoggle, which mainly serves as a
propaganda machine spewing its tendentious product to a miniscule
audience. It must be seen as little more than a custom made product to
service the radical rightwing fringe of the Miami Cuban community, and a
act as job-bank for unemployed ideologues within its fold.

As mentioned above, over the past 20 years, the highly criticized Martí
operations have absorbed close to $500 million of public funds. This huge
figure has generated a number of spirited attempts in Congress to cut –
if not completely eliminate – Martí’s funding.

But such initiatives have been stifled by thunderous recriminations and
even open threats from Miami’s lethal politicians, led by Miami and Dade
county’s rabidly rightwing Congressional delegation composed of the
Diaz-Balart brothers and Ileana Ros-Lehtinen. The South Florida exile
community has been able to purchase such pervasive influence as a result
of years of working a brilliant strategy based on significant, but still
relatively modest, financial largesse to both Republican and Democratic
politicians. By means of this alchemistic process, hundreds of thousands
of dollars in private campaign contributions to the White House and
members of Congress are converted into hundreds of millions of dollars in
public funds for programs enacted by Congress that are used to bankroll
anti-Castro groups and which are aimed at destroying the Castro regime.

Thus, the continued funding of such a certifiably questionable project as
the Martís in many ways reveals the long reach of Miami’s Cuban community
into the U.S. legislative agenda. The political process has already
witnessed its uncanny ability to convert carefully targeted campaign
contributions into raw ideological, ineffectual hard-line projects aimed
at deconstructing a Cuban society that is perpetually in Miami’s
cross-hairs.

The shameful willingness of local and national politicians to bend their
knees to South Florida’s financial backing, while egregiously pillaging
the public treasury on its behalf, results in the squandering of hundreds
of millions of dollars on worthless enterprises like Radio and TV Martí,
while at the same time much-needed domestic social welfare programs are
slashed or eliminated. This should be cause for national outrage.

prosecutor's request to drop charges of treason and genocide against five
Voice of America journalists and another radio journalist being tried in
absentia. 
"We welcome the dropping of these ridiculous charges against VOA staff,"
said Ann Cooper, executive director of the Committee to Protect
Journalists. "But they should never have been charged in the first place.
We call on the government to release all journalists imprisoned for their
work in Ethiopia immediately." 
The journalists were indicted along with dozens of opposition leaders and
civil society activists following anti-government protests last year. 

This month, a CPJ delegation met with Prime Minister Meles Zenawi and
asked for the release of the 16 journalists currently in jail in
Ethiopia. Fourteen of them are facing anti-state charges. The CPJ
delegation also visited the prison where most journalists are held, and
met with some of those charged with treason and genocide. The journalists
all professed their innocence. They include Serkalem Fassil, 26, who is
five months pregnant. 

No reason was given for the dismissal of charges against the five
Ethiopian journalists who work for VOA in Washington. CPJ sources said US
diplomatic pressure may have played a part. VOA, which is funded by the
US government, broadcasts into Ethiopia in the local language, Amharic.
Charges were also dropped against a journalist for the Washington-based
radio station Netsanet Le Ethiopia Radio, which is available on the
internet and is strongly critical of the Ethiopian government. Charges
remain, however, against several other exiled journalists charged in
absentia. 

The government cracked down on the private press after opposition
demonstrations in November against alleged poll rigging in May elections
that returned Meles to power. At least 46 people were killed in the
November clashes with security forces, international news agencies
reported. In similar protests in June, at least 42 people died. The court
will continue to hear cases against some 100 opposition leaders, aid
workers and journalists on charges that stem from the November violence.

Turkey: Limited broadcasts in Kurdish to begin on 23 March

Ankara, 17 March: Executives from Gun TV, Soz TV and Medya FM signed
protocol to broadcast in Kurdish at Turkish Radio and Television High
Council (RTUK) in Ankara on Friday [17 March]. 

Gun TV (southeastern city of Diyarbakir), Soz TV (Diyarbakir) and Medya
FM (southeastern city of Sanliurfa) earlier applied to RTUK and the board
allowed them to broadcast in different languages and dialects
traditionally spoken by Turkish citizens in their daily life. 

Sources said that Gun TV, Soz TV and Medya FM would start to broadcast in
Kirmanji dialect on 23 March (Thursday). 

Soz TV will transmit a programme named "Our customs" between 1630 [1430
gmt] and 1700 hours on 23 March. The same day, Medya FM will broadcast
news in Kirmanji at 1900 hours for five minutes and a music programme
between 2100 and 2130 hours. On the other hand, Gun TV will transmit a
programme named "Cradle of culture" between 2100 and 2145 hours. 

According to law, radio stations can broadcast in local dialects five
hours a week and at most one hour a day. Programmes in local dialects can
be broadcast four hours a week and at most 45 minutes a day on television
stations.

US designates Lebanon's Al-Manar TV a "terrorist entity" 

Text of press release by US Department of the Treasury on 23 March

The US Department of the Treasury today designated pursuant to Executive
Order 13224 Al-Manar, a satellite television operation owned or
controlled by the Iran-funded Hezbollah terrorist network. Additionally
designated today were Al-Nur Radio and the Lebanese Media Group, the
parent company to both Al-Manar and Al-Nur Radio. 

Al-Manar and Al-Nur 

Al-Manar and Al-Nur are the media arms of the Hezbollah terrorist network
and have facilitated Hezbollah's activities. 
"Any entity maintained by a terrorist group - whether masquerading as a
charity, a business, or a media outlet - is as culpable as the terrorist
group itself," said Stuart Levey, Treasury Under-Secretary for Terrorism
and Financial Intelligence. 
Al-Manar has employed multiple Hezbollah members. One Al-Manar employee
engaged in pre-operational surveillance for Hezbollah operations under
cover of employment by Al-Manar. 

Al-Manar and Al-Nur have supported fundraising and recruitment efforts by
Hezbollah. Al-Manar raised funds for Hezbollah through advertisements
broadcast on the network and an accompanying website that requested
donations for the terrorist organization. As recently as late 2005,
Hezbollah-affiliated charities aired commercials on Al-Manar, providing
contact information and bank account numbers for donations. Moreover,
Hezbollah Secretary-General Nasrallah publicized an invitation for all
Lebanese citizens to volunteer for Hezbollah military training on
Al-Manar and Al-Nur. 

In addition to supporting Hezbollah, Al-Manar has also provided support
to other designated Palestinian terrorist organizations, including the
Palestinian Islamic Jihad (PIJ) and Al-Aqsa Martyrs Brigade, notably
transferring tens of thousands of dollars for a PIJ-controlled charity.
PIJ is listed as a Specially Designated Global Terrorist and a Foreign
Terrorist Organization by the US government, and is also named on the
European Union's list of terrorist entities. 
Hezbollah Secretary-General Hasan Nasrallah, along with Hezbollah's
Executive Council, managed and oversaw the budgets of Al-Manar and
Al-Nur. 

The Lebanese Media Group 
The Lebanese Media Group is the parent company of both Al-Manar and
Al-Nur. Prominent Hezbollah members have been major shareholders of the
Lebanese Media Group. 

Background on Hezbollah 

Hezbollah is a Lebanon-based terrorist group. Until 11 September 2001,
Hezbollah was responsible for more American deaths than any other
terrorist organization. Hezbollah is known or suspected to have been
involved in numerous terrorist attacks throughout the world, including
the suicide truck bombings of the US embassy and US Marine Corps barracks
in Beirut in 1983 and the US embassy annex in Beirut in September 1984.
Hezbollah also executed the 1985 hijacking of TWA Flight 847 en route
from Athens to Rome and assumed responsibility for the suicide bombing of
the Israeli embassy in Argentina in 1992. It also attacked the Israeli
cultural centre in Buenos Aires in 1994. 

On 25 January 1995, the Annex to Executive Order 12947 listed Hezbollah
as a Specially Designated Terrorist [as published]. The Department of
State designated Hezbollah as a Foreign Terrorist Organization in 1997.
Additionally, on 31 October 2001, Hezbollah was designated as a Specially
Designated Global terrorist under Executive Order 13224. 

Today's action prohibits transactions between US persons and the
designated entities and also freezes any assets they may have under US
jurisdiction. 
The US Department of State added Al-Manar to the Terrorism Exclusion List

US DESIGNATES AL-MANAR AND AN-NOUR RADIO AS TERRORIST ENTITIES

The US Department of the Treasury has issued an Executive Order naming as
a "specially designated global terrorist entity" al-Manar, a satellite
television operation owned or controlled by the Hezbollah network.
Additionally designated were an-Nour Radio and the Lebanese Media Group,
the parent company to both al-Manar and an-Nour Radio.

With the Treasury Department designation, Americans now are prohibited
from transacting any business with Hezbollah's media subordinates,
including providing banking or other financial services. Moreover, the US
government is empowered to freeze all of the assets that these
organizations have within US jurisdiction. Al-Manar is one of the
satellite TV stations recently banned in the Netherlands.

In a Department press release, Stuart Levey, Treasury Under Secretary for
Terrorism and Financial Intelligence, said that "any entity maintained by
a terrorist group – whether masquerading as a charity, a business, or a
media outlet – is as culpable as the terrorist group itself."

SW Radio Africa temporarily on shortwave again

Received the following e-mail from Ms. Gerry Jackson, station founder and
manager. Please note her request for limited distribution of this
information and I am only posting this on DXplorer:

Dear Ron,

Good to hear from you and thanks so much for letting us know we're being
heard. It's a complex, and sadly temporary situation.

As you know we were jammed on SW and turned to a rather badly placed MW
transmitter that covers only part of Zimbabwe but most of South Africa.
We also only have access to the transmitter in the early hours of the
morning which is less than ideal.

There's recently been a fire at the transmitter site so we've lost MW.
Our service provider therefore put us back on SW until repairs are
effected, but of course we can't advertise it because we will be jammed.

So up until Sunday 19th we remain on 3230 KHZ and are heard from 5 - 7 am
in Southern Africa. This changes as from Monday 20th when we are going
back to evening broadcasts as this is the preferred listening time.

We sent out the following email:

While repairs are being undertaken to enable our early morning Medium
Wave transmission to resume SWRADIOAFRICA will be temporarily available
IN THE EVENING on Short Wave at the following times:

From Monday 20th March 2006 to Saturday 25th March: Between 7pm and 9pm
in Southern Africa

From Sunday 26th March 2006 onwards: Between 6pm and 8pm in Southern
Africa
 
Short Wave Frequency: 3230 KHZ

With the government so determined to jam our shortwave signals we would
appreciate it if you would forward this with discretion and help spread
the information through word of mouth.

We believe the MW transmitter may be repaired sometime in early April,
but we're not certain.

You really have to have dedicated listeners when you're trying to get
around a dictator who is determined to silence you!
