Shiokaze / Sea Breeze

5890 Sea Breeze I wanted to catch their English segment on Tuesday and I
found it very moving. I tuned in at 1431 and heard the announcer say,
"who may have been adducted by North Korea." There was then a list of
name read with the name and year given (I guess that is when they were
born). I think they started out with people born in the 1930's and went
in order. At 1445 they were only up to 1953! Thanks John's tips on this
one.

Logs - LIBYA

Sawt Alamel / Libya's Voice of Hope

That's a very good summary of "events" concerning the Libyan clandestine
- Olle. I would suggest that you are receiving stronger signals off the
back(?) of the ISS antenna sending 17620 and maybe other jamming signals.
17620 is consistently poor at my location and I assume this is why the
other transmissions are difficult to hear 'over'/mixing with the
clandestine. That one regularly booms in here. I also hear the noise
jamming but at weak-ish strength and also assume - like you - that these
may be from Libya itself. Perhaps intended as ground wave jammers?

If - as seems likely - 17660 is via Krasnodar or Grigoriopol then it
appears to mean that GTK Moscow is helping both sides in this current
"argument"! I wonder why Russia and not TDF, who supply all of their
other relays, should have been hired - and by whom? The Iranian style
bubble jamming has not been heard recently - at least when I've listened.
This was strongly received when on air. The coordinators would need to be
'in touch' with Russia, Libya, Gabon and ISS to align the jammers it
seems! That's quite an expensive set up!
(N.R.Green-G Apr 01, 2006 in BC-DX 754)

pocos minutos Sawt Alamel queda anulada.
africano.

I still do not 100% agree that African mx on 17660-17690 until 1530 UT is
coming from Gabon. I never receive pxs from Gabon in a good quality on a
that long period (from 1200-1530 UT) like this one. Beam should be
directly to us. I also heard 1200-1400 UT on 17660 kHz with ID at 1200 UT
Idhaatu-l Jamahiriya-l Uzhma which means Voice of the Great
Jamahiriya=Libya and most time rel and popular songs.
(U.Krueger-D Apr 3, 2006 in BC-DX 754)

(J.Miguel Romero-E Apr 04, 2006 in DXLD-ML)

Sawt Alamel queda anulada.
(J.Miguel Romero Romero-E Apr 5, 2006 for CRW)

por la frecuencia de 17685 con fuerte confrontación con emisora en chino;
a las 1300 cambia a la frecuencia de 17690 y a las 1321 irrumpe la
emisora musical
(J.Miguel Romero-E April 6-9, 2006 in DXLD 6-061)

Saludos cordiales Glenn, agradezco sus palabras. Reconozco que he estado

(J.Miguel Romero-E Apr 10-12, 2006 in DXLD-ML)

17670 Sowt Alamel Apr 13 1247-1253 35333 Arabic, Talk, ID at 1247 and
1249.
(Ko.Hashimoto-J Apr 13, 2006 in JAP 417)

Radio Insurgente

Mexico a possible location for a low power transmitter. Doubt that Radio
Insurgente is broadcasting from Cuba. Reception by various Florida dxers
seems to indicate Mexico. Broadcast on 6000 from Cuba interfere with
Radio Insurgente.
Signal is consistently stronger in Naples than Pompano Beach.
Radio Insurgente seems to have the same strength and fade characteristics
of La Voz Popular. La Voz Popular transmitter was found to be in rural
Guatemala. [cf DXSF.] La Voz Popular popular transmitter was triangulated
by the FCC.
(R.Wilkner-FL-USA Apr 4, 2006 in HCDX-ML)

6000(variable ) Radio Insurgente may broadcast today, between 2000 and
2200. Clandestine location may be in Chiapas[?]. Friday broadcasts have
been received as for north as PA. by Dxer Dave Valko. Hans Johnson was
the first Florida dxer to log this broadcast. Speculation that Cuba is
the location of this broadcast may be in error. Reception seem to favour
the West coast of Florida over the East coast.
(R.Wilkner-FL-USA Apr 14, 2006 in HCDX-ML)

Something on the frequency from approx. 2138 tune in until I lost it at
about 2158. Whether it signed off, simply faded away, or was permanently
buried in the heavy QRN I don't know. Far too weak to ID even the
language. If Insurgente (and there is a good possibility it was not) I
have to question a Cuban QTH. OK my setup is primitive, but not that
primitive. Why not a Chiapas location? Would be relatively secure, since
evidently the Federales seem to usually forget the place exists.
(J.E.Santo-? Apr 14, 2006 in CDX-ML)

Heard here on 5999.95 from 2001 through 2120 tune out (due to complete
and total boredom). No trace of it from 1920-2001, then Spanish M&W up at
2001 (though not certain if actual sign-on or just faded up then, for the
first time). Programming was mostly M&W babble, with a few vocals. The
female reminded me of the old Radio Venceremos reader. Location is pure
speculation until it is DF'ed or the station itself confirms. Chiapas?
Isla de la Juventud? Guatemala? Heck, why not Immokalee, Florida? QRM in
this period consisted of only a big open carrier from 2050-2054 (RHC?).
Recheck at 2138, a fairly strong station with Qu'ran recitals, Arabic man
from 2144 (John: coincidentally, that's the time you tuned in).
Recheck at 2155, RAI ID X 2 by man in Italian, and plug pulled 2155. Not
sure who the Arabic station was, since I was out of the room between the
Arabic and Italian. Nothing audible from 2155 through 2113. Recheck at
2223, RHC already up with interval signal. The Insurgente signal appeared
to be pretty consistent on east vs. west coast, as DX-F'ers monitoring
were: myself (Clearwater: coastal west-central Florida), Bob Foxworth
(Tampa, across the bay from me) and David Crawford (Titusville, east
coast Florida).
(T.L.Krueger-FL-USA Apr 14, 2006 in DXplorer-ML)

Not on when I check at 1935, but It was on at 1952 when I rechecked. I
should have just sat on it, I would like to see if they open with the
multi-language ID sign every time. I think Terry had them fading up as it
got a bit strong at 2000. Having said that, it was weaker than it has
been in the past, I could only hear it on my 240 degree antenna, nada on
the 180 or the Wellbrook. Same female announcer I have heard before. I
also checked the Mexican on 6045, but could only get a carrier there. It
ain't Immokalee, I'll promise you that, that would be in my skip zone :)
My money is on Chiapas. At least Radio Habana, Cuba wasn't on early
today, messing the channel up.
(H.Johnson-FL-USA Apr 14, 2006 in CDX-ML)

Not really expecting to hear anything way up here, I did check 6000
around 2050 April 14, and sure `nuff, heard nothing. Perhaps RI is
observing DST and starting an hour earlier than before, making it even
less DXable. Had been heard as early as 2050 UT in winter. However, the
Zapatistas previously had an issue with Mex Govt-imposed DST. I see no
reason to doubt they are really transmitting from somewhere in Chiapas

ROBERT WILKINSON, CIA RADIO MANAGER

Obituaries Sunday, April 2, 2006; C12

Robert Wilkinson, 89, a Cuban television producer and director who became
general manager of a CIA-operated radio station in Miami, died March 21
at his son's home in McLean. He had dementia.

Mr. Wilkinson was born in Catamarca, Argentina, the son of a civil
engineer, and was educated around the world. While living in Hollywood in
the early 1920s, the youngster appeared in several movies, including some
of the "Our Gang" series. He also did voice-over work for several years.
He graduated from the University of California at Berkeley.

Mr. Wilkinson's family moved to Cuba in 1942. He worked as a radio actor
there, playing the role of El Fantasma in one of the more popular serials
of the time. In 1951, he became a television producer and director of
"Cabaret Regalias," a variety show that was the top- rated program on
Cuban TV for 11 years. He later produced and directed "Esta Es Tu Vida"
(This Is Your Life), a weekly drama.

In 1960, Mr. Wilkinson joined the Central Intelligence Agency and, while
in Miami, he became general manager of Radio Americas, which transmitted
news, political commentary and entertainment to Cuba.

The station was abruptly closed in 1968, and Mr. Wilkinson moved to
Washington before being sent to Spain as a covert agent for four years.
His last four years as a full-time employee before his 1976 retirement
were spent training other CIA personnel. Mr. Wilkinson worked on contract
with the agency until 1990.

He enjoyed world travel and was a specialist in hieroglyphics and past
vice president of the Institute of Maya Studies in Miami.

His wife, Mary Louise Wilkinson, died in 1992. A daughter, Patricia
Wilkinson, died in 1996. Survivors include his son, John L. Wilkinson of
McLean; and a granddaughter.

BBG PLANNING RESEARCH ON PROGRAM PREFERENCES FOR RADIO/TV MARTÍ

The Broadcasting Board of Governors is soliciting bids to design,
develop, and execute a research study to ascertain the TV and Radio
program preferences of the Cuban population. The study will cover the
period May 8, 2006 through May 7, 2007. The purpose of the study is to
prepare/submit to management an overall report detailing the survey
results and provide specific recommendations for program improvements and
new original programming for both Radio and TV Martí. The final report
shall also define the target audiences(s) for Radio and TV Martí and the
programming needs of Cubans on the Island.

Now how are you going to such audience research in the police state? (gh,
DXLD)

Using the approved questionnaire, conduct a survey of a minimum of 400
recent Cuban arrivals to the U. S. that are representative of the Cuban
population. The sample survey shall be weighted to reflect the current
demographic composition of the population of Cuba (from the full text

Turkey: Bureaucracy sucks energy of Kurdish Radio Medya workers

Sanliurfa-based Radio Medya FM started 5-hour broadcasts of programming
in the Kirmanchi dialect of Kurdish from 23 March, with the permission of
the Radio and Television Higher Board (RTUK), according to Istanbul-based
BIANET news agency on 11 April.

Two station workers have to work 10 hours per day to prepare for a daily
1-hour programme called "Yasamin Merkezi" (The Center of Life). The
programme is broadcast at 1800 local time (1600 gmt), with 15 minutes of
news, 15 minutes of music and half an hour worth of traditional culture,
said the general coordinator, Mustafa Arisut in the article.

He said that "two employees work 10 hours a day to prepare the programme,
present it and to fulfil bureaucratic requirements". The bureaucratic
requirements are prepared transcripts of the programme to be sent to the
regulatory board (RTUK) and the Broadcast Monitoring Unit of the police
security station.
According to the article, the Medya FM is planning to broadcast
programmes on the villages in the region. It had originally applied to
broadcast in Kirmanchi and Zaza dialects of Kurdish and in Arabic, but
was denied the others and given permission to broadcast only in the
Kirmanchi dialect.

The article said that according to regulations radios were only given
permission to broadcast in different languages from the mother tongue for
a total of five hours per week. There are also requirements to conduct
studies of the languages used in the region of the broadcasts, and a ban
on language learning programmes "had drawn criticism".

Coordinator only named as Arisut was reported to have said that because
of the bureaucratic requirements that need to be fulfilled, the station
was unable to prepare many quality programmes.

Lebanon/USA/France/Spain: Institute lauds removal of Hezbollah satellite
radio

The US-based Coalition Against Terrorist Media congratulated Spain's
Hispasat and France Telecom's Globecast satellite distributors on
removing Hezbollah's al-Nur radio station, in a press release dated 5
April.

Established in May 1998, Al-Nur Radio is a Hezbollah-controlled radio
station. The US Department of the Treasury issued an Executive Order in
March 2006 which named Al-Nur Radio as a "specially designated global
terrorist entity" along with Al-Manar TV, the satellite TV station owned
by the Hezbollah. It is part of the Hezbollah-backed Lebanese Media
Group. The March 2006 designation caused the Spanish Hispasat, GlobeCast
American and New Skies Satellite companies to terminate Al-Nour's
broadcasting to South America via Hispasat, Asia via AsiaSat, and New
Skies Satellite to Europe. The transmissions are still available via
Arabsat in the Middle East, North Africa, and Europe and Egyptian-owned
Nilesat.

The following is a press release by the Coalition Against Terrorist Media
published on 5 April; subheadings inserted editorially.
US FDD congratulates European satellite distributors for removing
Hezbollah al-Nour radio

The Foundation for the Defense of Democracies (FDD), and its Coalition
Against Terrorist Media (CATM), congratulates France Telecom's GlobeCast
satellite distributor and the Spanish satellite provider Hispasat for
removing Hezbollah's al-Nur radio from broadcast over three satellites
reaching Latin America, Asia and Europe.

The move followed the designation last week of Hezbollah's al-Manar
television station, al-Nur radio, and the parent company of both, the
Lebanese Media Group, as Specially Designated Global Terrorist entities
by the US Treasury Department.
"Once alerted to the problem, GlobeCast and Hispasat have been
extraordinarily responsive in removing Hezbollah's media properties from
broadcast and should be congratulated," said Mark Dubowitz, COO of the
Foundation for the Defense of Democracies, which founded CATM. "Al-Manar
and al-Nur are funded by the Iranian regime and used by Hezbollah to
recruit suicide bombers, raise money for terrorist operations, and incite
violent attacks. The Treasury Department's recent designation sends an
unmistakable signal that their broadcasts must not be tolerated."

Hispasat informed CATM that it had terminated al-Nur's broadcasting to
South America. GlobeCast informed CATM that it had removed al-Nur from
feeds to AsiaSat, a Hong Kong-based provider that reaches much of Asia,
and New Skies Satellite, a Netherlands-based broadcaster reaching much of
Europe. The transmission was discovered as part of a mix of radio
programs provided by ARABSAT, the majority Saudi-owned provider that
reaches the Middle East, North Africa, and Europe. Egyptian-owned
satellite provider Nilesat also continues to broadcast al-Manar to those
locations.

Background
The Coalition Against Terrorist Media was formed by the Foundation for
the Defense of Democracies and brings together Muslim, Christian, Jewish
and secular organizations to oppose the proliferation of terrorist
controlled and operated media outlets. CATM has worked with lawmakers,
security officials, diplomats and private-sector executives in the United
States, Europe, the Middle East and Asia. It has been instrumental in
removing Hezbollah's al-Manar television from eight satellite providers
-- ending much of al-Manar's global distribution - as well as convincing
several multinational corporations to end their advertising, denying the
terrorist station over 2m dollars in advertising revenues. CATM worked
closely with the Administration and Congress to encourage the Treasury
Department to designate al-Manar as a terrorist organization. For more
information, please visit www.stopterroristmedia.org.

The Foundation for Defense of Democracies is a nonprofit, nonpartisan
policy institute focused exclusively on promoting pluralism, defending
democratic values, and fighting the ideologies that drive terrorism.
Formed just weeks after the September 11 terrorist attacks, FDD uniquely
combines strategic communications, policy research, democracy and
counterterrorism education, and investigative journalism in support of
these goals. For more information, please visit www.defenddemocracy.org.

Zimbabwean Radio Journalists to Face Trial

http://www.iwpr.net/?p=acr&s=f&o=261103&apc_state=henh
The silencing of the country's last independent radio station.

By a staff member of Voice of the People radio (AR No. 60, 14-Apr-06)

On December 15 last year, police raided Voice of the People, VOP, radio
offices in Harare.

I was out of town on private business but the news was relayed to me on
my mobile. When I saw that message, I smelt big trouble.

Relatives and friends advised me to go into hiding immediately for they
knew the kind of story that was inevitably about to unfold - detention
and torture at the hands of the police. I would be detained together with
other board members and station managers, even though the charges would
be pathetically insufficient to warrant it.

Zimbabwean police are known to torture detainees with beatings and
through the sheer humiliation of being locked up in the country's
prisons, which are among the filthiest in the world. Cells are notorious
for being overcrowded and lice-infested. The food, if available, is
barely fit for human consumption.

It was a few days to the Christmas and New Year holidays, so the
possibility was high that I would be thrown into prison throughout the
festive period and held with common criminals. Zimbabwean police like to
make a prisoner's humiliation total.

Court officials are unavailable during holidays, so detainees cannot be
brought to trial in the 48 hours stipulated by our increasingly fragile
and often ignored laws.

The "crime" for which I was sought was being a leading journalist and
board member in one of Zimbabwe's last independent news outlets, VOP.

In fact, independent broadcasting had become so impossible in our own
country that we had been reduced to beaming our taped reports, made
inside the country, via a Radio Netherlands shortwave transmitter on the
Indian Ocean island of Madagascar back into Zimbabwe.

The ruling ZANU PF government was upset that villagers could pick up our
signals more clearly than those of state radio and television, which
broadcast a steady stream of ruling party propaganda.

I heeded my friends' and relatives' advice and went into hiding
immediately. I threw a few clothes and personal belongings into my bags
and rushed to a friend's house. I left my kids with my spouse and asked
relatives to check on them the following day. But later on, during the
night, I worried about my children and went back for them and sent them
off to my parents' rural home.

I became a wandering refugee in my own country. I went back to my
friend's house. He was the only person I could think of, because I
suddenly realised that when you're in that kind of trouble, you are
virtually on your own. Very few people want to have anything to do with
you.

The enormity of living in a country that does not value human rights hit
me like a tonne of bricks.

My life changed dramatically. Not only did I I have to abandon my house,
but my car too, in case they spotted me driving around town. I sneaked
into town now and again, but I felt very insecure and I had to rely on
the country's increasingly decrepit and inefficient public transport. It
was the rainy season and I caught a heavy cold which kept me bed-ridden
for days.

Come Christmas, my friend had to travel with his family. What was I to
do? I did not feel comfortable being left alone in someone else's house.
Fortunately, an uncle took me in and for two weeks I did not set foot
outdoors. I slept, ate, watched TV and slept again. I was afraid to
answer calls on my mobile in case it was the police.

After the festive period, the kids came back from my parents' home so
they could go to school. It was another headache, because my spouse was
also now on the run. A long-time friend took the kids in. It was
traumatic for them because they did not know what had happened to their
mum and dad.

I got word that the police were now searching vigorously for me and other
VOP Radio executives. Ten policemen were permanently stationed outside
the house of one of my colleagues. At another board member's place, they
harassed and arrested a gardener and a driver, and broke a picture frame
containing my colleague's photograph, which they took away with them.

Finally, our lawyer intervened and took me and other senior colleagues to
the police station, where six of us were charged with broadcasting
without a license under the country's draconian media laws, which heavily
constrain press freedom. Strictly speaking, we were not actively
broadcasting, but merely sending taped reports to the Netherlands for
subsequent transmission from Madagascar.

We were fingerprinted and photographed before appearing in court, where
we were remanded on bail, each with orders to report regularly to Harare
Central Police Station.

It was a relief to return to my own home after two months on the run. The
grass was overgrown and water and electricity had been cut off because of
unpaid bills. We had little money because our income dried up with the
collapse of VOP.

We have been reduced to near-destitution because in the police state that
Zimbabwe has become other organisations are afraid to employ us. We
remain on remand to this day, and are waiting anxiously to see what
happens next.

The VOP was established through a Communications Trust registered by the
Government of Zimbabwe in the run-up to the 2000 parliamentary elections
as an alternative voice to the only other registered broadcaster, the
government-owned Zimbabwe Broadcasting Corporation.

We applied for a broadcast license, but were refused one - which was
absurd because the mandate of the broadcasting authority, on paper at
least, was to ensure plurality on the airwaves.

Police found no broadcasting equipment, only computers, during the most
recent raid on our offices, although we are charged among other things
with transmitting broadcasts illegally. Our counsel, the distinguished
human rights lawyer Beatrice Mtetwa, brought an expert witness, Amon
Matambo, an engineer, who - in his testimony - defined broadcasting as
the transmission of an audio or television signal via a transmitter.

Matambo told Harare magistrate Rebecca Takawadi that mere possession of
computers, recorders and microphones could not be construed as
constituting the act of "transmitting" broadcasts.

We, the accused, did not possess the necessary equipment and gadgets to
transmit programmes. Matambo further argued that broadcasting via the
Netherlands and Madagascar did not constitute broadcasting "in" Zimbabwe.
Zimbabwean radio listeners were merely recipients of products transmitted
from Madagascar.

Our case has been adjourned and we return to court on April 27. We do not
know what will happen. Long ago we applied for a broadcasting license,
but all applicants other than state radio have had their applications
turned down.

The government obviously considers us dangerous.
In August 2002, government agents planted a bomb and blew up our offices
in Harare, destroying our computers, recording equipment and files. Then
last October the Chinese brought in equipment which was used to jam our
signal from Madagascar.

Defending freedom of thought and speech in Africa, and
particularly in Zimbabwe, is not for the faint-hearted. But we take
comfort from the fact that someone like former Liberian president Charles
Taylor has been arrested and will be put on trial for crimes against
humanity.

Our struggle is tough and often dangerous. We want a mature democracy,
and we know that tyrants do fall and freedom will one day prevail.

VOICE OF THE PEOPLE BOARD MEMBER RECOUNTS PERSONAL STORY

We've reported a great deal on the harassment they've had since the
station was raided just before Christmas 2005. Now, for the first time,
one of the individuals concerned has talked at length - anonymously, for
obvious reasons - to the Institute for War and Peace Reporting about
his/her experiences. Read the story from the inside on this page.
