The second Libyan channel, via KCH, today was on 17680 instead of the "traditional" 17660. Punching error or intentional change? One of the V of Africa Arabic txs produces leapfrog spurs with V of Africa Swahili on 17610. Both txs obviously in France. (O.Alm-S May 5, 2006 in BCDX 759) Sout Al Amal, picked them up on 4/5/2006 on a new freq of 17690 kHz from 1200 UTC with the usual ID, there was no Bubble Jamming but there was a very bad whistle on the same freq. Today 5/5/06 I checked them out and they are back to 17675 with QRM from V.O Africa on the same freq. I also noticed that the nonstop libyan Music station IDed as Idhat al jamaheriya al Ouzma (The great Jamheriya Radio) signed on 17680 kHz today, I used to get them on 17660 kHz for a longtime. but sounds like the Libyans are trying to hit the same freq. sout al amal is using. No \\ freq for V.O Africa only on 17675 kHz. (T.Zeidan-EGY May 5, 2006 in BCDX 759) A strange thing happened today while checking sout alamal, they signed on 1200 UTC abruptly on 17670 kHz with a YL talking followed by a unique ID ... sout Libya dar alidhaat al Libya fil Mahjar (Voice of Libya, the Libyan radio in exile) with the same mxal back ground, first time to hear that ID by them ... but around 1205 UT the usual ID is back again Sout Alamal. wonder if anybody else caught that unique ID !? Idhaat al jamaheriya al ouzam (the great jamaheriya radio) signed on the new freq. 17680 kHz with the Libyan anthem followed by ID by YL. Voice of Africa replaced that station on 17660 kHz today with ghaddafi having a long speech \\ 17670 kHz. (T.Zeidan-EGY May 6, 2006 in BCDX 759) V of Hope (Libya non). Today VoH opened on 17665 at 1200, appears to be the first time under 17670. V of Africa in Arabic stayed on 17660 and 17670 throughout until 1400 as did the mx channel via KCH on 17660. The sensational new event was that RFI French sometime between 1205 and 1220 changed from 17620 to 17665, where they stayed to at least 1400, so the French are becoming even more involved in the dirty activities. Money may not smell, but sometimes it does stink. VoH went to 17670 after 1300 and the Afropop station started on this freq at 1308 with VoH Arabic remaining in the background. BTW, V of Africa in Swahili from 1200 was noted in \\ on 17610 and 17725, also via France. (O.Alm-S May 7, 2006 in BCDX 759) Hi Olle, Your observation is indeed quite remarkable. So far we knew only from your excellent monitoring that TDF apparently provides two txs (I would assume Centre E, used for regular LJB txions as well) for jamming on behalf of the Libyan authorities. But now one has to assume that they lost any shame, or do they really think that nobody would figure why the tx carrying RFI on 17620 moved to 17665 and so did not bother to switch it to another audio source (as RFI outlet it should be one of the new ALLISS units, presumably with no LJB feeds connected)? And what may TDF's contracts with Radio France say about such sudden freq changes for RFI txions? I would assume that they did not notify RFI, otherwise RFI would be involved in this practice of jamming from a country of the European Union as well. One could get the idea to contact TDF's Jacques Gruson who posts in the drmrx forum. But I assume that this would be a complete waste of time. By the way, Swahili from 1200 on 17610 and 17725 is in accordance with what Radio Bulgaria recently reported, so their schedule information appears to be correct. But 17680. Still means that it is no longer true that this txion is always on 17660, as still listed by Radio Bulgaria DX Mix. "An unknown transmission emitted from within North Korea has been confirmed and is believed to have been jamming the shortwave radio broadcasts" since Friday, Chief Cabinet Secretary Shinzo Abe said, describing the interference as "deplorable." The group, known as the Investigative Commission on Missing Japanese Probably Related to North Korea, broadcasts the program "Shiokaze" twice a day on shortwave radio through a British company. It can be heard in North Korea, as well as in areas near the North Korean border in China and in the northern part of South Korea. The program, which began Oct. 30, according to the group's Web site, is aimed at rescuing missing Japanese by broadcasting information about them as well as messages from families and relatives in Japan. North Korea admitted in 2002 that its agents abducted or lured 13 Japanese nationals in the late 1970s and early 1980s, reportedly to use their identities and to have them teach the Japanese language and culture to spies. The government has officially recognized 16 Japanese, including the 13, as having been abducted by North Korea. The group believes as many as 100 to 200 were taken by the North. (Japan Times via U.Fleming-USA May 9,2006 in CDX-ML) N. Korea said jamming messages for abductees http://www.yomiuri.co.jp/dy/national/20060511TDY02003.htm http://search.japantimes.co.jp/cgi-bin/nn20060510a8.html http://news.monstersandcritics.com/asiapacific/article_1162428.php/Japan_to_raise_abduction_issue_at_summit The Yomiuri Shimbun Shortwave radio broadcasts directed toward North Korea by a private group investigating suspected North Korean abductions of missing Japanese are being jammed by Pyongyang, Chief Cabinet Secretary Shinzo Abe said Tuesday. The Investigation Commission on Missing Japanese Probably Related to North Korea began the broadcasts, called Shiokaze, in October in the hope that any missing Japanese in North Korea would hear the messages. "The jamming transmission is coming from North Korea and appears to have started from May 5 at the latest," Abe said. "It's regrettable if North Korea is jamming the broadcasts because the commission is trying to send messages to as many missing Japanese as possible." Shiokaze airs messages from families of missing Japanese from 4 a.m. to 4:30 a.m. and 11 p.m. to midnight every day. Messages criticizing the North Korean regime, including those by former North Korean agent An Myong Jin, also have been transmitted since April. According to the commission, the jamming started late Friday and continued until Tuesday. North Korea also jams broadcasts from South Korea in a similar manner. (May. 11, 2006)- (The Yomiuri Shimbun May 11, 2006 via Z.Liangas-GRC for CRW) North Korea jamming radio broadcasts by abductee supporters May 13, 2006 Jamming signals from North Korea are disrupting broadcasts of the shortwave radio program "Shiokaze," which is operated by a group supporting Japanese victims of abductions by North Korea, it has been learned. The Japanese government has already confirmed that jamming signals began this month. Sources familiar with the broadcasts said it was suspected that the jamming began after a former North Korean agent began criticizing the North Korean establishment in several broadcasts. "Shiokaze" was launched in October last year. A firm based in London began hosting the broadcasts from facilities in countries that neighbor North Korea at the request of the "Investigation Commission on Missing Japanese Probably Related to North Korea," also known as COMJAN, which supports Japanese abductees. The shortwave broadcasts can be heard on a frequency of 5.89-megahertz at set times of the day for a total of 1 1/2 hours per day. At first the names and dates of birth of abductees and designated missing people were read out in Japanese, but from January this year, families of abductees began broadcasting messages directly to abductees, saying things like, "I'm asking God that you'll return safely." In April, former North Korean agent An Myongjin began appearing on the program periodically, speaking in Korean and calling for an uprising from North Koreans. Group and government officials said that the first jamming signal was detected sometime around May 5. There were reportedly three types of signal: a continuous sound, similar to the noise inside an aircraft, a wavering type of static and a high-pitched beep. Toru Yamashita, chairman of the Asian Broadcasting Institute, a private organization that is familiar with East Asian broadcasting, said that the detection of three types of sounds indicated that the jamming waves were being sent from three locations within North Korea. Other broadcasts critical of the North Korean establishment include the U.S. "Voice of America" and "Radio Free Asia." Another one is "Radio Free North Korea," which is headed by a former North Korean officer who defected from North Korea and is living in South Korea. Jamming waves have also been detected for these broadcasts. Among those were ones that matched jamming signals affecting "Shiokaze." Kazuhiro Araki, 49, representative of COMJAN, said the jamming attempts showed that the signals were reaching North Koreans. "At least we've realized that the broadcasts are reaching North Korean people, and authorities are beginning to worry about it," he said. "This has proved that the broadcasts are effective and we want to continue, creating multiple frequencies and increasing the output of radio waves." (Mainichi http://mdn.mainichi-msn.co.jp/national/news/20060513p2a00m0na017000c.html ) (Mainichi May 13, 2005 via M.Terry-G in DXLD-ML) Family of Japanese girl kidnapped by North Korea record radio messag Seoul South Korea May 15, 2006 Family members of a Japanese girl kidnapped by North Korea nearly 30 years ago recorded a radio message to her on Monday, hoping she would somehow be able to hear it despite the North's draconian controls on media access. Shigeru Yokota, the father of Megumi Yokota, and Tetsuya Yokota, Megumi's brother, made the recordings at a studio run by a group supporting human rights in North Korea shortly after arriving in Seoul from Tokyo. Megumi was abducted to North Korea in 1977 while still in junior high school. She is one of 13 Japanese known to have been forcibly taken there by the country's intelligence agents, though the number could be higher. The communist North admitted in 2002 having kidnapped the 13 victims in the 1970s and 1980s. It allowed five to return home but said the other eight, including Megumi, were dead. The Yokotas and many others in Japan believe they may be alive. "People all over Japan are waiting for you to come back as soon as possible," Shigeru Yokota said in the recording, made in a small, sweltering basement room. "I think the day you return is not that far away." Freedom Northkorea Broadcast, which began beaming programs to the North last year, said the messages will be broadcast Thursday, Friday and Saturday. Kim Sung-min, a station official, said he doesn't know how many people in North Korea are able to hear the programs. North Koreans are officially banned from listening to outside news, and radios are rigged so that only state programs can be heard. North Korean defectors say that punishment for listening to clandestine broadcasts is severe. Tetsuya Yokota, in his message, also issued a warning to North Korean authorities. "North Korean terrorists listening to this message: don't hurt the abductees," he said. "If you do anything to harm them, the Japanese people will never forgive you." Separately, U.N. Secretary-General Kofi Annan, visiting South Korea, condemned the abductions. "Kidnapping of any kind is unacceptable," Annan told reporters following talks with South Korean Foreign Minister Ban Ki-moon. "I hope (North Korea) will open up and help resolve this issue." Megumi is believed to have married Kim Young-nam, a South Korean student who was also taken to the North. Kim disappeared from a beach on South Korea's southwest coast in 1978 when he was 16. His family thought he had drowned or died in some other way, but learned later from the South Korean government that he was abducted by North Korean agents. Japan's Foreign Ministry announced last month that Kim is probably Megumi's husband after conducting DNA tests on samples taken from Megumi's daughter, Hae Kyong, and Kim Young-nam's family members in South Korea. The Yokotas plan to meet members of Kim's family, including his mother, Chi Gye-wol, during their three-day trip. "Besides consoling each other over what's already happened, I hope that our joining hands from now on will serve as an opportunity to increase awareness in South Korea," about rescuing abductees, Yokota told reporters upon arrival in Seoul regarding his hopes for the meeting with Kim's family. They also plan to meet families of other South Koreans believed held in the North. South Korea claims that 486 of its citizens have been abducted or detained by the North and are still living there. Seoul also says North Korea is holding 542 others taken prisoner during the 1950-53 Korean War. North Korea denies holding any POWs, and claims the civilians defected voluntarily. Teruaki Masumoto, head of an association of relatives of Japanese victims of North Korean abductions, accompanied the Yokotas. He also prepared a radio message to his sister Rumiko, said by North Korea to be among the dead abductees. Sakie Yokota, Megumi's mother, met U.S. President George W. Bush at the White House last month. She didn't accompany her husband and son to Seoul. http://mdn.mainichi-msn.co.jp/national/news/20060515p2a00m0na024000c.html (Mainichi May 15, 2005 via M.Terry-G in DXLD-ML) ............................................................... Misc - LIBYA OPPOSITION SAWT AL-AMAL RADIO'S PICTURE BULLETIN Sawt al-Amal radio was launched shortly after a June 2005 conference of seven Libyan opposition groups in London. The station operates from studios in London and is supported by the National Movement, the Libyan Alliance, the Republican Grouping for Justice and the Amazigh Grouping. The shortwave transmitter facilities are located in Black Sea region. Frequency changes are common to avoid jamming. The following is an excerpt from a broadcast on 4 May The transmission opened at 1200 and closed at 1400 gmt, with the frequency ranging between approximately 17665 - 17695 kHz to avoid jamming. Programmes started with the station ID "Sawt al-Amal, Libyan Radio in exile", followed by a music prelude. The presenter introduces a programme entitled "Political change in Libya, between reality and possibility", describing the political change in Libya as highly important. especially for Libyans in the homeland. The presenter begins by saying the subject of political change was discussed before with the guest Salim al-Rab'i, who talked to us about the role of the "will" in the change process. Today the role of the ability will be discussed. Salim al-Rab'i said that "will" and "ability" are needed for the change. He added that negative thoughts such as change are not possible do not help. He added that the people should think positively and help strengthen the will of society as a whole. He said that people should think that they have rights and that they had a better future for themselves and their children. He added that it was important to feel and share the responsibility in order to affect change, and that they should believe in the alternative and use positive discourse which does not bring frustration make people lose hope. Al-Rab'i said that society as a whole should work together to achieve change. Society, he added, needed organizations and institutions to help affect this change. He said that if the government banned the formation of organizations then it was the duty of the public to form secret organizations to achieve the change. Al-Rab'i concluded by stressing the importance of positive thinking to achieve a better life for the children's future. The interview with Al-Rab'i ended after about 15 minutes. Station IDs, music and a reading from the Koran followed. Then a programme entitled: "The crisis of rule in Libya" lasting about five minutes was broadcast. The presenter began by saying that the crisis of rule in Libya was a crisis of liberties, or the absence of positive dialogue between acceptance and rejection. The resolution of this crisis will not be possible without a guarantee of human rights and the right of someone to speak their mind whether it was in agreement with the government or not, adding that people had the right to opposition. He said that a change of government did not guarantee liberties and an end to the current problems, adding that any new government should guarantee human rights and their rights to express their opinion. The broadcast became inaudible due to interference from Libyan Great Jamahiriyah Radio for about 35 minutes. Then a repeat of above programmes with music and songs, followed by a programme entitled: "Memoirs of a Libyan citizen." A programme about the crimes committed by Al-Qadhafi's men against Libyan businessmen. Source: Sawt al-Amal radio, London, in Arabic 1200 gmt 4 May 06 (via BBCM May 10 via DXLD 6-073) SAWT AL-AMAL RADIO BROADCAST BEHAVIOUR BBC Monitoring observed the UK-based anti-Libyan station, Sawt al-Amal, on 11 May at 1200 gmt on shortwave frequency 17680 kHz, identifying itself as "Sawt al-Amal". By 1203 gmt, the Libyan state broadcaster Great Jamahiriya radio had also opened on this frequency, making reception of the clandestine very difficult, with highly-compressed audio and music. At 1300 gmt, Sawt al-Amal left 17680 kHz, moving to 17675 kHz until 1324 gmt when it returned to 17680 kHz. This was presumably due to 17675 kHz being occupied by the commercial station Africa No 1 broadcasting from Gabon which, combined with splash from 17680 kHz, led to very poor reception. Great Jamahiriya radio was still present on 17680 kHz when the clandestine returned. Poor reception of the clandestine continued throughout, until Sawt al-Amal closed down at 1400 gmt. The award will be presented in London on 8 June. Radio VOP, as it is commonly known, is privately owned by Zimbabweans and has since 2000 been battling to obtain a commercial licence to broadcast locally on FM. In the meantime, it broadcasts on shortwave via the Radio Netherlands Madagascar relay station. A bomb destroyed its Milton Park offices in 2002, and police and officials of the Central Intelligence Organisation raided new VOP offices in Beverly Court in December 2005 - in search of transmission equipment, which they could not find. They ended up by arresting three employees who were only released four days later, after the directors had presented themselves to police. On Thursday, Harare Magistrate Rebecca Takavadii remanded the VOP directors out of custody to 14 June. The directors are being accused of broadcasting from Zimbabwe without a licence, a charge they deny.
