Perhaps the jamming just keeps going on the same frequency if they can`t find SOH somewhere else. Opened with an unidentified (MIM?) vocal anthem of sorts at 1:59 p.m. EDT. All-Spanish programming, of course, announcing the schedule as Saturday's 2-4 p.m. local and with lots of Tampa references. Listened to the entire program, "Programa Radial..." or somesuch title -- never fully copied the name -- which was poorly produced with lots of microphone bumps, no VOX limiter, gaps when the occasional Spanish vocal songs were included. Of course, no legal station ID's at 2, 3 or 4 p.m. despite an approximately five-minute 3 p.m. break for local store commercials (all in Spanish). Finally, a canned legal ID at 5 p.m., during the "Radio Resurreción" local Christian two-hour show that followed MIM's program. They also gave contact information for anyone having information on the missing persons that they believe North Korea abducted. At 1033 they went into news, which for them was stories on North Korea or missing persons. Quite a few items on the planned NK missile launch as well as on an abducted South Korean person who met his family again after nearly 30 years. ID's were, "This is Shikoze, Sea Breeze, from Tokyo, Japan." At 1055 he gave the schedule again but the program was pulled in mid-sentence at 1057. Shiokaze (Sea Breeze) broadcasts to North Korea and is presented by the independent investigating organization: "Investigation Commission on Missing Japanese Probably Related to North Korea" (COMJAN website http://chosa-kai.jp/indexeng.htm ). I watched a story this past Sunday on "60 Minutes", about Charles "Robert" Jenkins, an American soldier who deserted to North Korea in 1965. In 1980 the North Koreans brought a 21-year-old Japanese woman to him and they were married. She was Hitomi Soga, and she had been kidnapped from Japan. Turns out that North Korea was abducting ordinary Japanese citizens and forcing them to teach Japanese to North Korean spies. In 1978, Hitomi was kidnapped by North Korean agents on a road on Sado Island, Japan. In 2002, to improve relations, the new leader of North Korea, admitted to Japanese Prime Minister Junichiro Koizumi that North Korea had in fact kidnapped some Japanese citizens. Watching this program makes listening to Shiokaze (Sea Breeze) all the more relevant: as most of their "News Flash" items deal with No. Korea and their reading of the many names of the Japanese abducted makes for interesting programming. It appeared to be part of Voice of Mesopotamia programming // 11530 kHz. At 1301 it changed abruptly to talk about football/soccer in French and at 1330 the language was changed to German. No ID at all, but they sounded very much like RFI and DW productions. Then at 1358 ID for Voice of Joy featuring series of programmes in more than 20 languages by "Athletes in Action" [interviews with World Cup soccer players] and giving web page as aia.com . One indelible lesson from that trip was the remarkable role that had been played by the US government's broadcast services -- Voice of America and Radio Free Europe/Radio Liberty -- in providing a lifeline to people trapped behind the Iron Curtain. Several times in private homes I was shown the shortwave radio on which a family had for years picked up the American-produced programs that were their only reliable source for news and analysis, especially about events in their own country. Naturally the Communist thugs who ruled in Budapest, Bucharest, and Prague -- and the thugs in Moscow who ruled over them -- hated these American voices of freedom. ``One of the most fervent wishes of the KGB," Anatoly Kuznetsov, a Soviet author who defected to the West in 1969, remarked years ago, ``is to destroy Radio Liberty." Today, the KGB no longer exists. But at least one former KGB agent, Russian President Vladimir Putin, is apparently still pursuing the old vendetta. The Washington Post reported last week that, under pressure from Moscow, scores of radio stations have stopped airing the Russian-language news programs produced by Voice of America and Radio Free Europe/Radio Liberty. With hundreds of journalists across the country, and a combined network of more than 70 affiliates airing their stories and commentary, the US-sponsored broadcast services have been among the largest and most independent news organizations in Russia. ``In a country where the news media increasingly avoid controversial subjects," the Post noted, ``millions of Russians had made the broadcasts a listening staple." But over the past year, the number of stations carrying their broadcasts has collapsed, sinking from more than 70 to just nine. Beginning last September, regulators from the Ministry of Culture descended on the stations, warning them that they were likely to lose their broadcast licenses if they continued airing material from Voice of America and Radio Free Europe/Radio Liberty. Nearly all of them capitulated. The few stations still carrying their shows are mostly in Moscow and St. Petersburg, where their influence is minimal. But in the far-flung regions beyond Russia's two biggest cities, where they were an essential source of information, they are no longer being heard. So it goes in Putin's Russia, where the stifling of independent media voices is now routine. Since coming to power in 1999, Putin has seized control of the country's major TV channels, all of which are now under the thumb of the government or its allies. Local media outlets rarely challenge local governors, most of whom are Kremlin loyalists -- especially since Putin abolished the popular election of regional officials two years ago. A bill now before the Russian Parliament would broaden the crime of ``extremism" to include media criticism of public officials. If convicted, journalists could be imprisoned for three years and their publications closed. Yet crimes already on the books are not always prosecuted zealously: Since Putin became president, 12 journalists have been murdered in contract-style killings, including American Paul Klebnikov, the 41-year-old editor of Forbes Russia. To date, no one has been brought to justice in any of the murders. The rollback of press freedoms is of a piece with Putin's deepening authoritarianism. Nearly all serious opposition to Putin has been broken or marginalized. Prominent businessmen unwise enough to oppose him have been prosecuted and imprisoned, or forced to flee the country. Neighboring countries have been outrageously bullied. Putin has even gone out of his way to defend Soviet-era crimes like the occupation of the Baltic states in 1941. ``Just as in the old days," Garry Kasparov, the chess champion and Russian democracy activist, wrote in a New York Times column on Monday, ``Moscow has become an ally for troublemakers and anti-democratic rulers around the world. Nuclear aid to Iran, missile technology to North Korea, military aircraft to Sudan, Myanmar and Venezuela, and a budding friendship with Hamas: These are the West's rewards for keeping its mouth shut about human rights in Russia." The West ought to find its voice -- particularly the American president who keeps saying that the promotion of freedom is the cornerstone of his foreign policy. The G-8 summit in St. Petersburg this weekend is supposed to be a gathering of democratic allies, but Russia is no longer a democracy, and it doesn't act like an ally. This time, he said, "we`ve determined and believe that it`s intentional." VOA short wave transmissions and AM broadcasts outside the capital were not affected. Studio 7 is popular in news-starved Zimbabwe, where only a handful of independent newspapers have survived an onslaught against the media. Four newspapers, including the popular Daily News have been forced off the streets by the oppressive Access to Information and Protection of Privacy Act (AIPPA). Authorities have declined to license any local private broadcasters, despite legislation passed in 2001 allowing for their existence. "It is outrageous that Zimbabwean authorities, not content with snuffing out the local media, are cutting off the few outside sources of information still available," said Ann Cooper, executive director of CPJ. Overseas broadcasters have been targeted in the past. The shortwave transmission of SW Radio Africa, a private broadcaster based in Britain and founded by exiled Zimbabwean journalists, was jammed during the run-up to March 2005 parliamentary elections, and its reception is still affected today. Voice of the People (VOP), a private news production company based in Zimbabwe whose programs are transmitted via shortwave from overseas, has been repeatedly targeted. The jamming appears to be quite localised and focused on Harare. We can still be heard in other parts of the country. This seems to follow the same pattern and began at the same time as the jamming of VOA's Studio 7 broadcasts on medium wave in the evening. The authorities jammed our shortwave broadcasts last year, ahead of parliamentary elections and the devastating Operation Murambatsvina that left nearly a million Zimbabweans homeless and with no way to earn a living. The IPI says that, based on information from inside Zimbabwe, the jamming is believed to come from the broadcasting centre at Pockets Hill, rather than ZBC Gweru, which has previously jammed SW Radio Africa on the shortwave band. It is widely believed that the Chinese government has provided the Zimbabwean government with the technology that allows the signal of private radio stations to be jammed inside the country. In early June, the Zimbabwean vice-president, Joyce Mujuru, returned from a visit to China and announced a number of trade deals including a significant deal with Star Communications to provide the necessary equipment to allow Zimbabwean state radio and television to broadcast all over the country. (A.Sennit-HOL Jul 5, 2006 in Media Network blog via DXLD 6-098) Independent radio stations jammed http://www.thezimbabwean.co.uk/viewinfo.cfm?id=1759 By a Correspondent HARARE - Using Chinese-made equipment the Robert Mugabe regime has succeeded recently in jamming SW Radio Africa and the medium wave broadcasts to Harare of another independent station, the Voice of America's Studio 7. The transmissions, for many people the only source of news apart from state propaganda, were still audible outside Harare - but the authorities said they were working "flat out" to silence completely Studio 7. VOA spokesman Joe O'Connell told the Committee to Protect Journalists on July 4 that the organisation ha confirmed that the jamming was deliberate. He said Studio 7's Short Wave and AM frequencies outside the capital remained unaffected. At the same time, SW Radio Africa said the authorities have resumed jamming its Medium Wave frequency, focusing on Harare. The broadcasts were audible in other parts of the country. The Media Monitoring Project Zimbabwe (MMPZ), in its report covering June 26-July 2, said the jamming underlined "the authorities' pathological fear of free expression and their determination to regiment public opinion through their tyrannical control of all sources of information accessible to Zimbabweans." The authorities, of course, were delighted. ZimOnline quoted a Ministry of State Security official as saying there has been a "marked improvement" in efforts by the Central Intelligence Organisation and Information Ministry engineers to jam the broadcasts. Next step, the official added, was "to look for ways to completely block the signal coming via a transmitter in Botswana." The regime jammed SW Radio Africa's Short Wave broadcasts ahead of the last year's disputed March parliamentary elections and the internationally condemned Operation wrecking of urban homes and trading stalls, Operation Murambatsvina. Zimbabweans with access only to the state-run media must have been surprised by the sudden disclosure that Tanzania's Benjamin Mkapa - a Mugabe ally - had been appointed mediator in what they claimed, as ever, was a bilateral dispute between Zimbabwe and Britain. Up to then, MMPZ noted, the state media had maintained a tight lid about the possibility of UN Secretary General Kofi Annan getting involved, or any other mediation efforts. But there had been just a hint of international concern about the Zimbabwe crisis. The state media gave great prominence to Mugabe saying he would not accept any intervention; that "Zimbabwe is not about to die"; and - most incredible of all - that reports of economic collapse were merely "a notion painted by Western detractors." Mugabe added, however, that he would welcome some "financial assistance." Most of the private media, said MMPZ, critically examined the crisis and diplomatic efforts to solve it. The private media also carried at least three stories depicting continued local and international pressure on the Harare authorities. These included the Canadian Parliament asking the country's Justice Ministry to investigate ways of how to indict Mugabe for crimes against humanity.
